About this file
This is Amendment 0006 to solicitation W912WJ25B0001, providing responses to 20 contractor questions regarding the Cape Cod Canal Railroad Bridge painting and repairs project. The amendment addresses multiple technical clarifications, including: confirmation that only one stripe coat is required with the paint system; specification that the Certified Coating Inspector may serve jointly as QC Manager; clarification that the Government will be considered the waste generator for manifest purposes; and removal of the requirement for disease-resistant individuals for bird guano removal work.
Key changes include: maintaining the original requirement that containment of bridge towers shall only occur when lift span is not shrouded; extending the deadline for prebid questions to 8 workdays prior to the March 5, 2025 bid due date; removing the daily fuel removal requirement; and clarifying that noise monitoring and sound walls are not required. The amendment also eliminates certain impractical requirements like daily removal of lead-contaminated blast debris, specifying that waste can be stored for up to 60 days before removal. The US Army Corps of Engineers New England District maintains responsibility for the project, with an estimated value between $10-25 million.

SECTION SF 30 - BLOCK 14 CONTINUATION PAGE
The following have been added by full text:
AMENDMENT 0006
1. Will additional site visits be scheduled?
GOV Response: No, another formal site will not be scheduled.
2. Please confirm that pursuant to Solicitation 52.222-62 Paid Sick Leave Under Executive Order 13706 (JAN 2022), and therein by reference 29 CFR Part 13, that the contractor is to submit the recorded accrued sick leave, rate of 1 hour for each 30 hour worked of pay and fringes, and any payments related thereto, in conjunction with the certified payroll reports, or otherwise such reporting requirements so as to comply to this contract provision.
GOV Response: Yes, the contractor shall submit proof of compliance with FAR Clause 52.222-62 as part of the certified payroll reports.
3. Is there a required bid bond form to comply with Solicitation 52.228-1 Bid Guarantee? If there is such required form, please provide said form or referral means to secure same.
GOV Response: The bid bond is to be provided on Standard Form (SF) 24, which can be referenced on gsa.gov.
4. Will the USACE delay the current sealed offer date of 19 February 2025, so established by Amendment 3, 22 January 2025, by one (1) week to 26 February 2025 as additional time is necessary to complete a fully responsive and responsible bid?
GOV Response: See Amendment 0005.
5. Section 02-85-00 Removal of Bird Guano, Part 1.10.1 Disease-Resistant Individuals states in part “Only personal with positive tests indicating an active immunity…may be permitted to work with Bird Guano.” Will the USACE amend, or otherwise remove, this constraint as the eligible worker must have previously contracted histoplasmosis to develop the active immunity required and that is it impractical if not infeasible to find such a selective qualified personnel, given that competent painting contractors take action to prevent exposure?
GOV Response: Section 02 85 00 Removal of Bird Guano, Part 1.10.1 Disease-Resistant Individuals is deleted from the contract and not a requirement to perform the work.
6. Section 02-85-00 Removal of Bird Guano, Part 3.3.2.2 Guano and Rubbish, states in part “…remove from site as soon as possible and at least daily.” It is not practical, nor feasible, to schedule daily removal of bird guano from the site; therefore, will the USACE permit the collected bird guano to be stored in a sealed container (i.e., metal DOT approved drums or other approved container form) on site in a temporary secured areas as permissible for other hazardous or regulated waste streams? If so granted, please provide permissible duration from first date of accumulation.
GOV Response: See Amendment 0006 amended specifications.
7. Section 09-97-02 Painting of The Railroad Bridge, Part 1.1 states in part “The paint system to be applied for all steel work…shall be a three coat system, plus an additional stripe coat. The first coat is a Zinc-Rich …Primer
(SSPC Paint 40). The second and third top coats and the stripe coat are…aluminum.”. The referenced language as well as other language throughout the Section are not clear as to the number of stripe coats, please clarify the stripe coats to be applied.
GOV Response: Contractor shall provide one stripe coat. The stripe coat and 1st top coat shall be tinted by the manufacturer to enable the QC Manager to visually verify full application of paint coats.
8. Section 09-97-02 Painting of The Railroad Bridge, Part 1.3.3.2 Containment System and Span Balance Plan states in part “The Containment Plan shall…and shrouding of the bridge towers shall occur only when the lift span is not shrouded.” Will the USACE amend this constraint given that the lift span and bridge tower(s) are integrated and as such the containment system must contain both the lift span and bridge tower(s) concurrently to perform the Work? If so, please define the permissible containment length on the lift span.
GOV Response: The requirement remains unchanged.
9. Section 09-97-02 Painting of The Railroad Bridge, Part 1.3.3.2 Containment System and Span Balance Plan states in part “The Contractor shall procure the services of a structural engineer, mechanical engineer, and…” Given that it is standard in the industry to employ civil-structural engineers experienced and knowledgeable in containment design and that said civil-structural engineers are qualified and knowledgeable in the design of the ventilation systems thereof (i.e. mechanical element), will the USACE remove the need of a mechanical engineer as this is not common in the industry for purposes stated?
GOV Response: See Amendment 0006 amended specifications.
10. Section 09-97-02 Painting of The Railroad Bridge, Part 1.5.5.1 Certification Test Procedure in general requires each painter to be employed to be field tested on a steel test plate that is to be prepared and painted on site, with the approved coating system, and that such painter qualification to perform the work is subject to the USACE. Will the USACE remove this requirement and constraint given that a extensive time to conduct the test for each painter to be employed is highly impractical and further, the Contractor cannot properly anticipate the work force to be employed (i.e., local, out of area, experience with complex structures).
GOV Response: The requirements remain unchanged.
11. Section 01 45 00, and various parts therein, refence QC Manager and QC Specialist. Please clarify if the USACE requires a minimum of one (1) QC Manager and one (1) QC Specialist on site, and further if said QC Manager and QC Specialist can be fulfilled by a singular person or does the USACE anticipate a minimum of two (2) sperate individuals to fulfill these positions. If the USACE requires two (2) separate individuals does the QC Manager have to be full time on site?
GOV Response: See Amendment 0006 amended specifications.
12. Section 01 57 19, Part 3.5.3 Contractor Generated Hazardous Wastes/Excess Hazardous Materials, which states, in part, “Transport Contractor generated hazardous waste off Government property within 60 days…”. Please clarify if the USACE is the generator of hazardous waste/excess hazardous materials generated by the project or if the USACE and Contractor are to be co-generators.
GOV Response: For the waste manifest, the Government will be considered the waste generator. The government will provide the contractor an EPA ID number after award.
13. Section 01 57 19, Part 3.5.4 Fuel and Lubricants state in part “Storage of fuel on the project site is not allowed.
Fuel shall be brought to the project site each day that work is performed.” The daily fuel demands of the project, especially during abrasive blasting operations, is extensive, upwards or in excess of 1,000 gals/day. The typical fuel tanks of the various items of equipment (i.e., abrasive blasting recycling units, dust collectors, vacuum assists equipment, etc.) do not have sufficient fuel capacity to operate for a full day of work and require refueling throughout the day. This denoted provision would require the contractor to schedule multiple deliveries per day. Further, given that work will most likely be conducted on Saturday and Sunday to meet the scheduling constraints and demands of the project, most fuel supply vendors do not deliver on weekends let alone multiple deliveries on a weekend. Will the USACE remove this constraint and permit the storage of fuel on site in approved fuel containers?
14. Section 02 85 00, Part 3.1.4 Local Exhaust System, states in part “Local exhaust shall be operated 24 hours per day, until bird guano control are is removed…” Given the limited hours of access and limited days of access this provision presents a logistical conflict. Will the USACE amend this provision to maintain such ventilation to only when active bird guano is in process?
15. Section 02 85 00, Part 3.3 Housekeeping, states in part “After final clean-up…remove all pre-filters on the building HVAC system and provide new pre-filters”. Please provide more information regarding the building’s HVAC system as to number of pre-filters and type.
16. Section 09 97 02, Part 1.5.7 Certified Coating Inspector, states, in part, “Provide as certified coating inspector who is listed…” Will the USACE all the QC Manager, or QC Specialist, to serve jointly and concurrently in this capacity?
GOV Response: The Certified Coating Inspector may serve jointly and concurrently as the QC Manager.
17. Section 09 97 02, Part 1.8 Operational Restrictions, subpart I, states, in part, “Collected lead contaminated blast debris shall be placed in containers and removed from the site on a daily basis.” It is not practical, nor feasible, to schedule daily removal lead contaminated blast debris from the site, and further, said language, appears to be in conflict with Section 01 57 19, Part 3.5.3 Contractor Generated Hazardous Wastes/Excess Hazardous Materials, which states, in part, “Transport Contractor generated hazardous waste off Government property within 60 days…” Will the USACE permit the accumulation of lead contaminated debris for a period of 60 days?
18. Section 09 97 02 in its entirety as well as all other related Sections, and Construction Plans, there is no identified design load for the platform system(s) to be designed and constructed on the structure(s) to provide access and containment. Please provide the platform system(s) design requirements, if any.
GOV Response: The contractor is responsible to design the access and containment system.
19. General, in consideration of Addenda 5, dated 6 February 2025, wherein, in part, the required response date was changed to 05 March 2025, will the USACE extend the date to submit prebid questions? If the USACE extends the date to submit prebid questions, please provide the date for the last day to submit.
GOV Response: The last day to submit prebid questions shall be 8 workdays prior to the bid due date.
20. SECTION 01 45 00 "QUALITY CONTROL" paragraph 1.5.1.2.1 references "Procedures for noise and acoustics management". Please clarify if USACE requires monitoring of noise levels and erection of sound walls.
GOV Response: The government does not require monitoring of noise levels and erection of sound walls.
