HURRICANE IKE REPAIRS – LA PORTE ANG FACILITIES
As of 8 Jul 09
1. NOTE CHANGE TO RESPONSE: We are intending to bid the Ellington Field hurricane repairs project on 7/9/09. I had one question concerning the SOW. On building 1 (Objective) section (C) number (2) it states "if mold found contact contracting officer for instruction". Moreover, page 3 of the solicitation states the price includes "any mold abatement that may be necessary per attached statement of work". I did not hear any mold abatement discussed in quantities at the pre-bid, nor can I find any in the SOW (other than inspecting for mold). If mold were discovered during inspection after removing sheetrock, would the abatement process be a separate change order (modification) to the original contract?
A: Regulated mold removal (greater than 25 SF in one area) will be considered an unforeseen circumstance and the contract will be modified accordingly. We do not anticipate the presence of mold.
2. Our subcontractors are uncomfortable with the 5 drawings provided and are asking if it is possible to schedule a site visit. Would it be feasible to release another Addendum offering the opportunity for one more site visit for any interested bidders? That would enable us to measure and photograph the affected areas and prepare a complete and competitive proposal while minimizing the disruption at the site and your operations. Otherwise we, like most of the other contractors, will have to allow significant contingencies with negative impact to the cost of repairs.
A: Due to numerous requests for additional site visits, a second site visit is scheduled on 16 Jul 09 at 9:00. The address remains the same.
3. Will the bid date still be July 16? If so, a site visit on the 15th will allow little adjustment/preparation time for any erroneous assumptions which we might have made. Could the visit possibly be scheduled for Monday July 13 instead?
A: Because there will be a second site visit, the proposal due date is now 22 Jul 09, 10:00am.
NOTE: Continue to check periodically at www.fbo.gov and the link to the solicitation.
