The treasury rate in effect at the time of an ECM task order award will be used and the rate shall be for the time period of ECM amortization. The maximum interest rate mark-up shall be notated in the spreadsheet in Section J, Attachment 17, and a working copy of the Excel spreadsheet shall also be provided with the submission of the Prime Contractor’s proposal. This interest rate mark-up or spread shall only be the amount added to the treasury rate and not the addition of the mark-up and the treasury rate.
