Questions & Answers from
ESPC III Pre-Proposal Conference
1. Ref Section L, Tab A: Please confirm that projects with commercial customers and foreign government entities are acceptable.
Government Response: Yes, as long as the projects meet all requirements of the RFP.
2. Ref Past Performance: Can we use past performance from other companies within our parent company?
Government Response: Yes, as long as the other company is a committed team member and a letter of commitment is provided in the Past Performance submission.
3. How is the dollar value of a task order determined? For instance is it based on the construction cost of a project, financed cost, or accumulated annual savings that are expected to be paid to the ESCO?
Government Response: It is based on the cost of the initial capital investment, excluding financing.
4. Under task order RFPs, will contract holders be limited to proposing only on the ECM categories that were listed in their original proposal for the basic contract awards?
Government Response: No. Once a company is awarded a base contract, it may propose on any task order opportunity regardless of the ECM category.
5. If a task order is solicited as a small business set aside, can final task order value exceed $5M.
Government Response: Yes, the set aside decision will be based only on the initial estimate of the task order value.
6. If a large business has several divisions or branches, does this solicitation require a letter of commitment to use the past performance experience of another division.
Government Response: Yes.

Offeror successfully be awarded on both (as a prime and as a team member to a small business)?

Government Response: Yes, as long as the mentor protégé agreement complies with 13 CFR

12. If building automation systems is a task order to implement, would the ESCO be granted access to control these systems as mentioned for O&M requirements? Obviously there could be conflict for remote access to government buildings.
Government Response: This will be handled on a case-by-case basis.
13. Is there any way to waive the financial/investment requirements or to have USACE participate/pay for the work in each task order?
Government Response: Unfortunately this is not possible, since payments to the ESCO can only be paid from the savings generated by the project and do not start until the savings actually occur.
