INSTRUCTIONS TO OFFEROR'S

a. Each prime Offeror may submit only one proposal. The proposal shall be prepared clearly and concisely to demonstrate the Offeror has a complete understanding of the requirements. Offerors shall prepare proposals on the presumption that the Government has no previous knowledge of the Offeror’s capabilities. Proposals will be evaluated only on the information specifically presented in respective submittals, with the exception of the Past Performance evaluations.

b. See FAR 52.215-1 for rules concerning submission of offers and late proposals. Proposals will not be returned (except for proposals which are withdrawn in a timely manner), but will be retained by the Government for official record purposes.

c. All proposals shall be shipped to: US Army Engineering and Support Center- Huntsville, 4820 University Square, Huntsville, AL 35816-1822. The package exterior should contain the solicitation number and the POCs: Sarah M.

Schlapman and Tonju L. Butler. Hand carried proposals must be delivered to the Mail Room (rear of building, hours 0800-1630 central time) at 4820 University Square, Huntsville, AL 35816-1822 and time-stamped prior to the closing time and date. Electronic submissions will NOT be accepted.

f. When proposing as a joint venture, all members of the joint venture shall sign the SF 33 unless a written agreement by the joint venture designating one firm with the authority to bind the other member(s) of the joint venture is submitted with the proposal. Technical proposal evaluation factors are provided in Section M. Proposals shall not merely offer to perform work in accordance with the Performance Work Statement (PWS) in Section C of this contract. The PWS reflects the objectives of the program; therefore, repeating the PWS without sufficient elaboration will not be accepted.
