About this file
This document contains a Small Business Participation Plan template and details for an Energy Savings Performance Contracts (ESPC) III pre-solicitation synopsis. The Small Business Participation Plan template requires offerors to specify the percentage of work to be performed by large businesses, small businesses, and various small business categories. It also requires the identification of principal supplies/services and past performance meeting small business subcontracting goals.
The ESPC III pre-solicitation synopsis provides details for the planned acquisition, including a total programmatic capacity of $1.5 billion. Services will include equipment design, installation, testing, operations, maintenance and repair across the United States, Germany, Korea and other locations. The U.S. Army Engineering and Support Center intends to award 20 firm fixed-price, performance-based ID/IQ contracts, with at least three set aside for small businesses, for energy savings projects to help meet energy savings goals. The acquisition supports boiler, chiller, HVAC, lighting, renewable energy, and other improvements.
