About this file

This is Amendment 0003 to solicitation W912DS26RA018 issued by the U.S. Army Corps of Engineers, W2SD Endist New York, for a Small Child Development Center at Fort Hamilton, NY. The amendment was effective July 21, 2026, and extends the proposal due date to July 27, 2026, at 4:00 PM EDT.

The amendment revises and reissues five drawings (A-416, A-414, IN-601, IN-602, and T-505) and four specification sections (00 22 10, 31 00 00, 01 35 26, and 01 57 19). Key specification changes include detailed requirements for site excavation and soil management in areas accessible to children, requiring excavation to 2–3 feet depth with replacement using certified clean fill meeting NYSDEC residential standards. Specifications mandate development of a Site-Specific Soils Management Plan, laboratory testing of imported fill materials for metals, VOCs, SVOCs, PCBs, pesticides, and PFAS compounds, worker protection measures during excavation, dust control including potential Community Air Monitoring Program implementation, and treatment considerations for construction dewatering. The amendment also provides 18 responses to offeror inquiries addressing cabinet finishes, flooring specifications, room finish schedules, wall base finishes, access control system scope, CCTV and intrusion detection system integration, paging/intercom manufacturer requirements, electrical panel calculations, drawing scales, fire alarm cabling installation, Building Management System vendor compatibility with Niagara, and lighting fixture specifications. Offerors must acknowledge receipt of this amendment by the specified date or risk proposal rejection under FAR 15.208.

Section 31 00 00 Earthwork

1. Excavate the entire Site areas that will be accessible to children (playgrounds, lawn areas, and other outdoor spaces) to a depth of no less than 2-ft and up to 3-ft, and replace the excavated soils with certified clean fill. These areas should be equipped with a minimum 24-inch layer of certified clean backfill, with upper- and lower- demarcation layers (i.e., snow-fence, textile, or similar) or be improved at the surface with hardscape, playground surfacing, building foundation, pavement, or other protective covering that will preclude direct contact with the underlying soils.

2. Imported fill material must meet the definition of "clean fill" to be used onsite, and either should be sourced from a certified clean quarry, or if other source shall be utilized, it must be laboratory tested for total metals, VOCs, SVOCs, PCBs, pesticides, and PFAS compounds, with results below NYSDEC residential standards.

3. For soil excavation and disposal activities, a Site-Specific Soils Management Plan shall be developed and utilized at the Site to guide the handling of soils and their management during the removal process. This Plan will also include the process for imported clean fill from a certified clean quarry, and/or if utilizing a non-quarry source include clean fill sampling methods, frequency, and analyses to confirm clean prior to import acceptance. Only soils meeting NYSDEC residential standards will be considered acceptable.

4. Excavated soils are not expected to be considered hazardous, but should be tested in accordance with disposal facility requirements and disposed of at a State-approved facility in accordance with Federal and State regulations.

Section 01 35 26 - Government Safety Requirement

5. During excavation and removal of the soils, worker protection should be utilized to protect construction workers from exposure to dust and dermal contact from the soils. These considerations will be included in the site-specific health and safety plan prepared and utilized by the construction contractor.

6. As part of the health and safety plan, offsite migration of airborne dust should be controlled. In addition, a Community Air Monitoring Program (CAMP) may be required to confirm airborne levels of dust do not exceed NYSDEC standards.

Section 01 57 19

7. If it is determined that construction dewatering is needed, considerations should be made to potentially treat generated effluent to prevent the spread of contaminants noted in Site soil and groundwater
