PROPOSER'S QUESTIONS AND GOVERNMENT REPLY
Questions that may be of general interest to all Offerors and/or the Government and that are not readily answered by the proceeding changes will appear below. These questions may have been paraphrased or altered to represent several questions regarding the same subject and/or simply revised to clarify and simplify the question(s). Questions and answers are issued to the Offerors "for information only" and do not revise the solicitation, plans or specifications.
Q1:
1.Technical Requirement _Factor 1-Past Performance: Relevant past performance states a.
Scope: Similar scope is defined as projects with the new construction of buildings. Complexity:
Similar complexity is defined as projects demonstrating successful construction of building structures, kitchen facilities, HVAC, water, sewer, plumbing, electrical systems, fire protection, communication systems, lighting, landscaping, playground areas, paving, grading and drainage.
Query: Could you please confirm whether multi-trade, extensive renovation and repair projects would be considered relevant past performance for this requirement?
Response 1: Renovation and Repair projects will be considered less relevant than new construction projects, but the degree of relevancy will be based on the description of work performed.
Q2:
2. The solicitation project title identifies this requirement as a Design-Build project. However, based on our review, it appears to be a Design-Bid-Build effort since R.T.A. drawings have been provided.
Could you please confirm the intended project delivery method?
Response 2: It is Design-Bid-Build effort
Q3:
3. CPARS can be used in-lieu of PPQ?
Response 3: Yes, CPARS can be used in-lieu of PPQ.
Q4: The drawing size as saved do not match the actual size of the drawing thus the scale is incorrect and does not match what is represented on the drawings. Please resize the document settings so actual full size drawings are set and re-issue to all.
Response 4: Please provide further clarification regarding which specific sheets within the set have conflicting scales.
Q5: Please Confirm amount Required for Bid Bond
Response 5: Clause 52.228-1 added. "The amount of the bid guarantee shall be 20 percent of the bid price or $3,000,000.00, whichever is less."
Q6: Drawing IN 101 - IFP Area is missing please provide.
Response 6: It has been provided in the re-issued set.
Q7: The Table of Contacts lists drawing T-507 but this drawing was not included in the file for Telecommunications. There are 2 sets of Kitchen Equipment drawings QF-101 through QF-108, please clarify what the difference is between the two sets. The drawing downloads contain 75662- FH-CDC Drawings 25 March 26.pdf which contain blank pages and appear the be a duplicate of the Corrected RTA Drawings. Please clarify if these drawings contain pertinent information to this project that the other drawings do not have, if not can they be disregarded ?
Response 7: There is no T-507 sheet. Index will be updated to reflect.
The additional Kitchen equipment has been removed.
Q8: Will there be a scheduled walk through of the site where Can GCs and Subcontractors attend?
If not please advise how we can set one up
Response 8: Yes - Site Visit date is scheduled for 10:00 Thursday 25 June 2026. A Visitor request form for each individual must be submitted to the USACE PM, Andrew Andreeko at andrew.a.
andreeko@usace.army.mil a minimum of 2 days prior to the site visit. The visitor request form is attached to this amendment. Visitors are also required to have a real ID or Passport on the day of the site visit to gain access to the Installation. All individuals are to meet at the Fort Hamilton Visitor Center at 10:00 and we will proceed to the site together as a group. No photos will be permitted on-site or within the Installation.
Q9: Due to the reissuance of drawings and issuing new missing drawing we request a 2 week bid extension from the date of release of missing information / Addenda.
Response 9: Proposals due date has been extended to 09 July 2026.
