About this file

This document is Amendment 03 to Solicitation W912DS24B0017 for the Fire Island Inlet to Moriches Inlet (FIMI) Reach PL 84-99, PIR 2024 Project. The amendment modifies the existing solicitation by renumbering CLINs, adding a new CLIN for Debris Removal, and updating certain specification sections. It also provides responses to bidder inquiries regarding existing site conditions and debris.

The overall project scope includes approximately 1.7 million CY of beach fill restoration, replacement of 35,202 LF of sand fencing, 31 acres of dune grass planting, repair of 6-10 timber dune crossovers, and 2 vehicular crossover repairs. The sand will be dredged from the Atlantic Ocean Sand Borrow Area 2C. The total construction cost is estimated between $50-100 million. The solicitation is set aside for small businesses, with a Project Labor Agreement required. The low bidder will be the conforming responsible offeror with the lowest Total Base Bid amount. Bids are due by June 3, 2024.

BIDDER’S QUESTIONS AND GOVERNMENT REPLY

(Questions that may be of general interest to all Bidders and/or the Government and that are not readily answered by the proceeding changes will appear below. These questions may have been paraphrased or altered to represent several questions regarding the same subject and/or simply revised to clarify and simplify the question(s). Questions and answers are issued to the bidders “For Information Only” and do not revise the solicitation, plans or specifications.)

Bidder Inquiry 01: Davis Park Beachfill Area:

a) There is new sand fencing installed parallel to the dune on the western half of the beachfill. Do contractors need to remove, replace or preserve this sand fence? Is this considered debris? We suggest a debris bid line item be added to the bid schedule.

b) There is old zig-zag sand fencing on and in the toe of the dune at the western end of the beach. Does this need to be removed and seen as debris? There is no debris line item.

c) There are two rows of black trap bags installed. One row in the dune and one row in the berm. Are both rows to stay in place and need to be filled over or around? What if the bags are above the design template? Working around or over these bags is not productive and will be damaged.

Government Response: A debris removal line item has been previously added into the bid schedule issues under Amendment 2 & Section 32 31 10.00 18 Sand Fencing Specifications has been updated and revised under Amendment 3. In addition, all exposed bags are to be buried. Surveys did not indicate bags above design elevations, but any bags, wire, etc. damaged during construction or presenting a hinderance to fill operations, should be removed and paid for under the Debris Removal contract line item.

Bidder Inquiry 02: The Pines Beach

a) There is old sand fencing looped thru the toe and onto the Dune at the east end of the project site. If there is no dune fill required over the dunes in this section, is the sand fencing to stay untouched?

b) There is one row of black trap bags. Where there is dune fill required, are the bags to be filled over, or worked around if above grade? Contractors cannot be responsible for damage. Please confirm.

Government Response: See revised Section 32 31 10.00 18 issued under Amendment 3 for existing sand fencing. Existing trap bags are to be buried and any bags, wire, etc.

damaged during construction or presenting a hinderance to fill operations, should be removed and paid for under the Debris Removal contract line item.

Bidder Inquiry 03: Cherry Grove Beach

a) The whole dune is littered with broken sand fence. Since there is no fill requirements in the dune, this area and fencing is outside the project scope of work. Please advise if this fencing is to remain.

Government Response: Sand fencing is only proposed to be installed where there is new dune construction.

Bidder Inquiry 04: Ocean Bay Park / Point O’ Woods:

a) There are white trap bags within the beach, which are/were connected by metal wire. The contract drawings state that these bags are to remain, and not debris.

Whether buried or not the metal separated/broken wires create a safety hazard for the public. Please advise how contractors are to proceed in this area, operationally and to price.

Government Response: Existing trap bags are to be buried and any bags, wire, etc.

damaged during construction or presenting a hinderance to fill operations, should be removed and paid for under the Debris Removal contract line item.
