Fire Island Inlet to Moriches Inlet PL 84-99 Rehabilitation Project Ocean Bay Park to Davis Park Suffolk County, NY

ENGINEERING CONSIDERATIONS AND INSTRUCTIONS FOR FIELD PERSONNEL

1.0 GENERAL

It is essential that all of the construction personnel associated with the construction of any project be familiar with the design criteria, material requirements, operational performance and all special details of the project. To accomplish this a report entitled Engineering Considerations and Instructions for Field Personnel is prepared by the design team and provided to the field. These engineering considerations and instructions are not intended as a revision or supplement to the contract plans and specifications for the Fire Island Inlet to Moriches Inlet Project, but rather to acquaint the field personnel with the project and the various considerations involved in the design and preparation of the contract plans and specifications.

2.0 CONTENT

This report covers contract number ___________, FY24 Fire Island Inlet to Montauk Point, Fire Island Inlet to Moriches Inlet Project, Suffolk County, NY.

2.1 REFERENCES

• Plans and Specifications-Final P&S may be found at:

2.2 SCOPE

The project involves the placement of approximately 2,003,000 CY of beach fill placement, installation of approximately 11,800 LF of sand fencing, and planting of approximately 8 acres of dune grass. The beach fill placement includes hydraulically pumping material from an offshore borrow and grading the beach to specified design elevations and profiles as specified. The project also includes the repair of two existing vehicular and 12 existing pedestrian crossovers. The critically needed beachfill will restore the eroded beach between the communities of Ocean Bay Park to Davis Park.

Contract work consists of:

• construction of the beach berm

• construction of the design dune

• planting of dune vegetation and installation of sand fencing

• repair of 2 vehicular crossings and 12 pedestrian timber crossovers

2.4 DESIGN CONSIDERATIONS

All of the features related to this Contract shall be according to the plans and specifications. The following provides considerations and instructions that the Construction Personnel should be thoroughly aware of prior to construction activities. The information below has been organized by project feature segments, as well as overall project area consideration. If any questions arise during construction, please do not hesitate to engage the design engineers to collaborate and efficiently resolve potential issues.

2.4.1 Berm and Dune

• Berm feature often experience accelerated erosion (wind, wave, current) at transition points and at the ends of the fill. It is important to taper the fill to prevent increased erosion.

• A construction template will be used to achieve placement of the design volume of material, it is important to ensure foreshore and offshore slopes of 1V:20H and 1V:15H are maintained respectively, natural forces will redistribute and regrade the sand to the design slope.

2.4.2 Dredging/Sand Placement

• The sand required for construction will be obtained from offshore borrow site Borrow Area 2C, which is located approximately 2 miles offshore of Point O’ Woods and contains a total estimated 9 million cy of compatible sediment. Sand will be dredged offshore by a dredge, shipped to a pump out location, then will be placed hydraulically on the beach. Earth moving equipment, such as dozers and excavators, will be used for final shaping.

• Hand placement of material will be required under crossover structures where equipment cannot achieve the design template.

• Sand dredged from the borrow area 2C should be periodically monitored for quality. Even though the borrow area has been used in prior construction projects, it is important to ensure the dredged material remains compatible (grain size, color, shape) at a cursory inspection.

2.4.3 Plantings

• Planted dune vegetation is designed to trap wind-blown sand while stabilizing the feature. For best performance ensure plantings are as per specifications. Dune fencing will be installed along the dune toes in order to trap wind-blown material.

2.4.4 Timber Pedestrian Crossover Repairs

• Timber crossovers called out on construction drawings are to be repaired. Contractor is to provide design and calculations that will be approved by COR and EN

2.4.5 Vehicular Crossover Repairs

Vehicular crossovers called out on construction drawings are to be repaired to designs shown on plans.

2.5 POST-AWARD CONSTRUCTION PHASE DESIGN SERVICES

Engineering design services anticipated during construction include:

• Shop drawing review upon field request

• Shop drawing review as requested in specifications

• Transmittal of shop drawings and designs to EN

• Scheduled periodic or as-needed site visits

• Participation in weekly teleconferences

• Responses to requests for Information (RFI’s) from field personnel

• Coordination with USACE Designer of Record

• All other support EN can provide
