Q&A number

Comment Response

48 The specification 10 26 00- Wall and Door Protection calling out for the Corner Guards. Neither specification or drawings provide the corner guard sizes and locations, please specify.

Spec section 10 26 00 has been deleted in its entirety as part of this amendment.

49 The specification 10 21 13- Toilet Compartments calling out for the Stainless Steel partitions with #4 finish. At the same time per the item 2. 3. 7. 1 of the specification 09 06 00- Schedules for Finishes Toilet Partitions shall have the Baked enamel finish. Stainless or painted steel?

Follow 09 06 00 the specification for toilet partition finish. Spec section 10 21 13 paragraph 2.2.5.2 has been revised in this amendment to refer to spec section 09 06 00.

50 Can you confirm what material is to be used at the walls in the bathrooms and backsplashes? The drawings show 12” x 24” tile with no manufacturer or series selected and the spec 09 06 00 read as 6” x 6” tile. These products are very different in price.

Please advise.

Utilize 12x24 wall tile in bathrooms.

For backsplash utilize 6” x 6” tile.

Specification section 09 06 00 has been revised and reissued in this amendment to clarify the tile specifications. Sheets A-425, A-432, A-701 have been revised but not reissued in this amendment to clarify where each type of tile must be used.

51 Masonry Repair Note on 201 calls for a unit price to be submitted for further scope evaluation and repair. Bid Schedule does not address this issue. Please advise.

Reference AD201 & AD202 keynote DA13 for scope of masonry work.

Utilize hatches on these sheets for approx. square foot area of masonry work required. A unit price for the work is not required and has been removed as part of this amendment.

52 What feeds the 3000A busway run? EP701 Substation 3A4 existing 1200A circuit breaker.

What are the “short pieces” of busway on drawings EP201 and

EP203?

These are unnamed busways. See EP704 2 “Unnamed Busway” serving WV12670 and WV12680 respectively.

These are 400A rated busways served from the 3000A main busway that originates from Substation 3A4.

This is busway “SW” shown on EP703. This is a 400A rated busway served from the 3000A main busway that originates from Substation 3A4.

54 We’ll need an idea of what the bus plug amperages and quantities are required for on ALL runs. We’ll quote a mix of different amperages for now to cover quantities, but we do not have all the information needed to quote the actual amperages for all required plugs

Busplug amperages are indicated on the single line diagrams EP701 through EP705. These are marked “D1” through “D8”. See “Disconnect Switch Schedule” on EP604 for associated switch ratings. For disconnect switches without a designation, assume a 30A rating.

Disconnect ratings and whether the disconnect switches were fused or unfused have not been verified.

Contractor to field verify and provide accordingly in field.

55 EP604 shows a busway designation schedule AND disconnect schedule. We presume the NEMA 3R disconnect schedule is also for bus plugs as the same designations are used on many of the busway runs. Is that true? Please note we do not offer bus plugs in NEMA 3R. They would be NEMA 1.

Correct, the disconnect schedule is for the busway disconnect switches (“bus plugs”). Noted on NEMA 1.

On the 3000A run, as shown on 1-lines EP701, 703 and 704…we will quote fusible bus plugs for the feeds shown, and as per spec.

In some cases, it shows an enclosed circuit breaker, but we’ll quote as a fusible bus plug as a bus plug will be required

Confirmed fusible bus plug is acceptable.

57 DC-MDP (Drawing EP705) will be by others. DC-MDP is within the scope of work

58 Clarification needed: Dry Type Transformers: AL or CU windings needed? Spec doesn’t say. Will quote AL unless told otherwise.

Proceed with Cu windings.

59 Clarification needed: Dry Type Transformers: 115 or 80 degree temperature rise needed? Spec mentions both. Will quote 115 unless told otherwise.

Proceed with 115.

60 Clarification needed: Panelboards: AL or CU windings needed?

Spec doesn’t say. Will quote AL unless told otherwise.

Proceed with Cu.

61 Clarification needed: Is 3000A busway run 3P4W and all other busway runs 3P3W?

The 3000A busway runs 3P3W.

62 The Addendum #5 issued Bid Form is calling out for the Manufacturing floor Interior painting & Epoxy floor finishes.

Please clarify if the Manufacturing floor Interior painting includes only “Repaint the Egress Pathways/ floor stripping” or all paintings including columns and walls in the Shop/Manufacturing Area 100A are an Option?

The scope of CLIN item No. 0010 “Manufacturing floor interior painting & epoxy floor finishes” is intended to include all interior painting within manufacturing floor area. This includes all items noted within that area on A-011 including items currently listed as “Base-Bid”. Sheet A-011 has been revised but not reisseud in this amendment.

63 On the drawing A-011 there is a note stated that painting of all exposed steel columns is a Base bid; painting columns full height and 6’ masonry wall below roof deck is an Option. The latest Bid Form doesn’t include this Alternate, does it means that this option doesn’t require anymore?

The bid option noted on A-011 stating the following “PAINT ALL EXPOSED

STEEL COLUMNS FULL HEIGHT

FROM TOP OF EXISTING "TAN"

LINE TO UNDERSIDE OF EXISTING

ROOF DECK. INCLUDE ELEVATED

PORTION OF MASONRY WALL

JUST BELOW THE ROOF DECK

APPROXIMATELY 6'-0" HIGH

AROUND ENTIRE INTERIOR

PERIMETER OF SHOP.” must be priced as part of OPTIONAL CLIN 0010. CLIN 0010 shall also include painting CMU wall below windows at perimeter of manufacturing area, Repaint egress pathway striping, Paint full height CMU wall between manufacturing area and office/administrative/breakroom area (At column line 10), and paint exposed columns throughout manufacturing area from floor to underside of existing roof deck. Sheet A-011 has been revised but not reisseud in this amendment to reflect the above description of the painting option.

64 The Soil Report is missing. Per Geotechnical Information on the drawing S-001 the soil exist, done by Atlantic Testing Laboratories.

Please provide.

Both of the geotechnical investigaton reports for the project have been included in this amendment.

65 The Addendum #5 Bid Form had added Item 11 Option- masonry repair. The Masonry Repair Note on the drawing AD201 reads:

“Areas Shown for Brick and Mortar repairs and repointing are general Minimum Recommendations Based on Observed Conditions. Contractor to evaluate, Make Repair Recommendation and submit UNIT PRICING for the work to the contracting officer for further Scope evaluation and final direction prior proceeding with work. Since the masonry repair’s SCOPE of Work to be determine yet please convert the Item 11 Option into the masonry repair Allowance, please specify the Allowance Amount.

Reference AD201 & AD202 keynote DA13 for scope of masonry work.

Utilize hatches on these sheets for approx. square foot area of masonry work required. A unit price for the work is not required and has been removed as part of this amendment.

Sheet AD201 has been revised but not reissued as part of this amendment.

66 The Item 10 Option of the Bid Form calling out for the Epoxy Floor.

At today’s walkthrough we accidently found out that the existing floor is a wood floor specially designed for the oil and chemical spill absorption. That means that the existing wood floor is fully saturated with the oils and chemicals. The provided Epoxy Floor Speciation 09 67 23.13 is for the flooring over the concrete surface, not over the wood. Please provide a specification designed for epoxy over the wood floor saturated with the oils and chemicals or ADD Option Allowance for the Manufacturing Shop flooring, please specify the Allowance Amount.

Respondents to utilize a Marine Enamel based paint (Safety Yellow) for the wood portions of the manufacturing floor asile striping.

Specification Section 09 90 00 has been revised and reissued in this amendment to provide spec for manufacturing floor striping.

67 The drawing A-011 calling out for “Refurbish Metal Panel Masonry Connector walkway Between B20 and B35:

a. Repaint Interior

b. New Lighting

c. Refurbish/Replace Interior Walls/windows.

From my observation at todays walkthrough this connector doesn’t have the interior walls, Masonry, also doesn’t have any Windows.

The exterior panels are relatively new and in a good shape. Please advise

Scope associated with this work is limited to items shown on drawing A-

433. The referenced note has been deleted. Sheet A-011 has been revised but not reissued in this amendment.

68 There are separate individual Options to install Metal Wall Panels, Translucent Panels and Windows at Manufacturing floor.

a. Does it means that the existing panels and window removals shall be included in the base bid, or it’s means: “Remove existing…. and replace with…”?

b. Since each of them is an option in which of these alternates the steel framing shown on the drawing S-201shall be included?

Including them in the base bid wouldn’t work, for their installation the existing panels shall be removed and then reinstalled or provided new. Including steel in each Option will unreasonable increase the cost. Suggesting creating a separate Option for the Steel work and removal of the existing panels/windows.

a. Demolition of existing metal panels shall be covered in both CLIN 0005 & CLIN 0006 not base bid. The panels are not to be removed unless replaced with either new metal panel (CLIN 0005) or translucent panel system (CLIN 0006). Demolition of existing windows in manufacturing floor area shall be covered in CLIN 0008.

Windows shall not be removed unless new windows are installed as part of

CLIN 0008.

b. New steel shown in details E5/S- 505, E1/S-505 and A1/S-505 shall be priced with both CLIN 0005 & CLIN

0006. New steel shown in details C8/S-505 shall be priced with CLIN 0006. New steel shown in details C1/S-505, C5/S-505, E8/S-505 and E1/S-506 shall be priced with CLIN

69 Can USACE please provide an amperage for the electrical bus plugs as a basis of pricing? Suggest using the basis of pricing and make contractual adjustment after award based on actuals ($+/$-)

70 Can proposals be submitted electronically via email or DoD SAFE?

No, Contractors are required to deliver Bids to 26 Federal Plaza, Room 16- 300 at 02:00 pm Est.

71 Per the RFP, full bid documents are required on one CD-ROM. Since pricing will be received at the last minute and it will be handwritten in on the bid schedules, can the requirement for the CD be removed? If not, can the file with the final pricing be submitted via email or the file on the CD not include pricing?

CD-ROM is optional

72 If bidders do not include a CD with their proposal, will the proposals still be accepted and considered compliant?

Yes, bids will be consider acceptable if CD-ROM is not included.

73 Per the RFP, potential bidders are required to submit the following with their bid:
