1.0 INTRODUCTION
Mabbett and Associates, Inc. (Mabbett®) performed a follow-up survey for regulated building materials (RBM) as part of the Recapitalization of Building 20, Phase 2 project at the Watervliet Arsenal located in Watervliet, New York. This document represents the combined findings of the Phase 1 and Phase 2 Regulated Building Material Surveys requested by Burns & McDonnell Consultants PC (BMcD) in an agreement dated 11 April 2022.
1.1 Purpose and Objectives
The intent of the Phase 2 survey was to identify regulated building materials not previously identified and that may be disturbed by the proposed renovation activities. Mabbett assumes that previously prepared and submitted Accident Prevention Plan (APP), Site Specific Health and Safety Plan and Field Sampling Work Plan (FSP) will be utilized.
While the intent of the survey was to provide a pre-demolition estimate of the types and quantities of Asbestos Containing Materials (ACMs) present, Mabbett prepared this estimate based on observations of those materials that are accessible by reasonable and ordinary means. Mabbett did not conduct extensive destructive/invasive explorations of the interiors of electrical distribution equipment and other mechanical equipment, nor did we dismantle mechanical equipment to access out of reach locations in the building. Reasonable assumptions regarding potential ACMs in out of reach areas and within this type of equipment were made and are addressed in this Phase 2 survey report.
The survey was limited to previously inaccessible areas of the manufacturing area of the building identified in this report that may be impacted by the planned project to renovate and repair facility deficiencies. Sampling locations were determined based upon inspection of each location. Areas and materials outside of this scope of work were not surveyed by Mabbett.
The site survey was performed by Kevin M. Donovan, Senior Environmental, Health & Safety Specialist and Certified Asbestos Inspector on April 6, 2022, and consisted of the following activities:
A review of the existing facility regulated building materials reports, including Mabbett’s Phase 1 (2020) survey report.
An Asbestos Containing Material (ACM) survey of six (6) samples of suspect materials (Analysis by Polarized Light
Microscopy [PLM], PLM NOB and Transmission Electron Microscopy (TEM), as required by New York State DOL regulations.
Lead Containing Paint (LCP) sampling [analysis by atomic absorption (AA)].
Rental and use of a platform lift to survey elevated materials.
1.2 Summary of Phase 2 Survey Results
Bulk samples of suspected ACM were collected and submitted to a certified analytical laboratory for asbestos analysis by PLM as required by the New York State Environmental Laboratory Approval Program (ELAP). Paint chip samples were collected and submitted to a certified analytical laboratory for lead content analysis using atomic absorption spectroscopy. The survey efforts yielded the following results:
Six (6) bulk samples for suspect ACM were collected in the elevated spaces of the manufacturing area of the building.
o Based on laboratory analysis of the suspect ACM, two (2) of the materials sampled contained asbestos greater than 1%. The Environmental Protection Agency (EPA) and the Occupational Safety and Health Administration (OSHA) defines ACM as any material that contains greater than one percent (>1%) asbestos.
Ten (10) paint chip samples from building surfaces were collected in the building for laboratory analysis and reporting.
o Based on laboratory analysis of paint chips, three (3) of the collected samples revealed concentrations of lead in paint that exceeded the U.S. Department of Housing and Urban Development (HUD) threshold of
0.5 percent by weight.

2.0 PHASE 2 ASBESTOS SURVEY
A visual screening inspection was conducted by a Kevin M. Donovan to identify locations of suspect ACM and conceptualize the sampling program. Areas that were previously inaccessible during the Phase 1 survey were inspected, with reasonable efforts made during the field survey work to access areas as necessary to complete the asbestos survey and sampling program.
2.1 Sampling Methodology
Bulk asbestos samples were collected using EPA National Emissions Standards for Hazardous Air Pollutants (NESHAP), 40 CFR Part 763, and Asbestos Hazard Emergency Response Act (AHERA) protocols. Bulk suspect ACM sampling was conducted according to the following sampling protocol:
Friable surfacing material:
o At least three bulk samples shall be collected from each homogeneous area that is 1,000 ft2 or less.
o At least five bulk samples shall be collected from each homogeneous area that is greater than 1,000 ft2 but less than or equal to 5,000 ft2.
At least seven bulk samples shall be collected from each homogeneous area that is greater than 5,000 ft2.
Thermal system insulation:
o At least three bulk samples shall be collected from each homogeneous area of thermal system insulation.
o At least one bulk sample shall be collected from each homogeneous area of patched area of thermal system insulation.
o Sufficient samples shall be collected from elbows and fittings to determine if they contain ACM.
o Bulk samples shall not be collected from any homogeneous area where the state licensed asbestos inspector determined that the thermal system insulation is fiberglass, foam glass, rubber, or other non-
ACM.
Miscellaneous material:
o At least two bulk sample shall be collected from each homogeneous area that is less than 100 ft2.
o At least three bulk samples shall be collected from each homogeneous area that is greater than 100 ft2.
Examples of areas that were inaccessible, or where the survey was limited to visual observation only, were:
Within walls.
Within fire doors.
Enclosed pipe/duct chases.
Inside mechanical equipment/ductwork.
Above fixed drywall or plaster ceilings.
Electrical equipment.
2.2 Analytical Methodology
The collected bulk samples were submitted under chain of custody (COC) procedures to Ameri Sci of New York, New York for PLM analysis as required by ELAP. PLM analysis of friable materials was performed using NYS ELAP Method 198.1. Four (4) samples were not analyzed as positive stops analysis. Positive Stop Analysis refers to a laboratory analysis protocol that analyzes multiple samples of similar material and stops analysis when asbestos is identified at concentrations greater than 1%. AmeriSci is accredited by the American Industrial Hygiene Association (AIHA) and participates in the National Voluntary Laboratory Accreditation Program (NVLAP).
Bulk sample results from this analysis are summarized in Appendix A. The EPA, Occupational Safety and Health Administration (OSHA), and Part 56 of Title 12 of the Official Compilation of Codes, Rules and Regulations of the
© 2022, Mabbett & Associates, Inc. 3 April 29, 2022
State of New York (12 NYCRR Part 56) define any material that contains greater than 1% asbestos as being an ACM. As such, the analytical laboratory identified bulk samples as positive for asbestos that met the regulatory criteria of greater than one percent (>1%) asbestos. Laboratory reports and COC documentation are provided in Appendix B of this report.
2.3 Summary of Asbestos Containing Materials Findings
As part of the Phase 2 survey, Mabbett identified two (2) additional types of homogenous materials and collected six (6) additional representative bulk ACM samples. Asbestos sampling locations and results are identified on Figure ASB-1. Both materials were analyzed by PLM (friable) and determined to be ACM. The Phase 1 and Phase 2 laboratory analytical data indicated that twelve (12) homogenous materials had greater than 1% asbestos and are therefore ACM or have been assumed ACM. Estimated quantities of materials identified as ACM or assumed to be ACM from Phases 1 and 2 are presented in Tables 1:

4.0 CONCLUSIONS AND RECOMMENDATIONS
4.1 Asbestos
Identified ACM materials must be removed by a licensed asbestos abatement contractor prior to being disturbed by renovation activities. Any suspect materials encountered during renovation or demolition activities that were not identified in this report as being non-ACM should be assumed to be ACM unless sample results prove otherwise. Suspect ACM that may be present within the walls, above inaccessible hard ceilings, or in other inaccessible locations, should be assumed to contain asbestos if discovered during any renovation or demolition process or until otherwise verified.
4.2 Lead Containing Paint
The purpose of the Phase 2 limited LCP survey was to identify similar areas of LCP. During the on-site survey, representative samples of similar areas of interior and exterior building coatings were collected and analyzed for lead content.
The regulations addressing LCP in non-residential buildings are focused on occupational exposures involved with paint-disturbing activities and related waste-disposal activities. Occupational exposure to lead in construction is regulated by OSHA regulation 29 CFR 1926.62 “Lead in Construction,” as well as other applicable state and local regulations. These regulations involve the air monitoring of workers to determine exposure levels when disturbing paint containing measurable concentrations of lead. A LCP survey cannot determine the safe level of lead for the purpose of paint-disturbing activities, but is intended to provide guidance as to the locations of LCP. Employers and contractors may use this information to better determine where worker exposures to airborne lead may occur and, through the interpretation of LCP concentration data, assess the potential magnitude of exposure to their employees and visitors and identify the controls necessary to limit health risks.
A concentration of lead greater than or equal to 0.5 mg/kg percent by weight or 1.0 mg/cm2 exceeds EPA and HUD residential standards and is considered an indicator of risk. Representative samples of LCP waste to be generated during building renovation, or following demolition but prior to disposal, should be collected and analyzed using toxicity characteristic leaching procedure (TCLP) in accordance with 40 CFR Part 261. Management and disposal of lead containing waste must be done in accordance with all applicable local, state, and federal regulations.
OSHA regulations may require certain procedures for any paint that contains lead, even if it is below these levels. All LCP identified, regardless of the lead content, should either be sampled and analyzed by TCLP and then handled/disposed of accordingly, or segregated from other large-scale debris and then managed as hazardous waste in accordance with federal, state, and local hazardous waste disposal regulations.

Reporting Notes:
*NAD/NSD =no asbestos detected; NA =not analyzed; NA/PS=not analyzed/positive stop, (SOF-V) = Sprayed On Fireproofing containing Vermiculite;
(SM-V) = Surfacing Material containing Vermiculite; PLM Bulk Asbestos Analysis using Olympus, Model BH-2 Pol Scope, Microscope, Serial #: 229915, by Appd E to Subpt E, 40 CFR 763 quantified by either CVES or 400 pt ct as noted for each analysis (NVLAP 200546-0), ELAP PLM Method 198.1 for NY friable samples, which includes the identification and quantitation of vermiculite, or ELAP 198.6 for NOB samples, or EPA 400 pt ct by EPA 600- M4-82-020 (NY ELAP Lab 11480); Note:PLM is not consistently reliable in detecting asbestos in floor coverings and similar non-friable organically bound materials. NAD or Trace results by PLM are inconclusive, TEM is currently the only method that can be used to determine if this material can be considered or treated as non asbestos-containing in NY State (also see EPA Advisory for floor tile, FR 59,146,38970,8/1/94) National Institute of Standards and Technology Accreditation requirements mandate that this report must not be reproduced except in full without the approval of the lab. This PLM report relates ONLY to the items tested. RI Cert AAL-094, CT Cert PH-0186, Mass Cert AA000054, NJ Lab ID #NY031.
