Comment Response
10 The insurance requirements are missing. Minimum insurance requirements are located in Section 01 30 00 paragraph 1.5
11 So far neither of the canopy manufactures including companies listed in the specification 13 12 00 “ Pre-Engineered Structures” are interested in the custom made steel walkway with the standing seam roof as it is presented on the A-428 and A-429 drawings Please design it or provide the Basis of Design companies who design and fabricate the steel walkways similar to the shown sizes and shapes.
Respondents shall continue to research manufacturers that can provide the canopy as illustrated on sheets A-428 and A-429. No information can be provided for any Basis of Design manufacturers.
12 Can we get a description of exactly what is supposed to be carried in the options notes on the bid form? Example ahu spec states option, also chilled water states option.
However, I do not see anything in the spec’s that tell me exactly what is included in these options. Is it only piping or does it include all equipment also?
Bid Option work is identified in the contract drawings. A detailed list cannot be provided for each Bid Option. For the specifications, any section that lists "Option", the entire specification section is considered an option.
There are specification sections that have a combination of base bid and option work specified. The offerer needs to relate the scope of work identified in the contract drawings to the representative specification section. For any specification section identified as "Option", all work, material and equipment is part of that option.
13 Spec states Poly propylene pipe can be used on chilled water, However there is no schedule telling us where it can be used or sizes where it can be used? Can it be used on all chilled water and all sizes?
The use of polypropylene pipe material is not allowed by UFC 3-410-01 and therefore should not be considered for use in the project. Either copper or steel pipe can be used for the chilled water. Since a schedule has not been provided, these types of pipe material can be used for any size required in the execution of the work. Spec section 23 64 26 paragraph 2.3 has been deleted from the spec. Spec section 23 64 26 has been revised but not reissued in this amendment.
14 Is it possible for this bid date to be postponed?
the bid due date will not be postponed.
15 Can we get a manufacture/model for the temporary condensate cooler ?
The government will not provide product manufacturers for basis of design. Bidders must bid based on the salient features provided in the plans and specifications.
16 The specs call for a metal galvanized lockers and the drawings call out plastic lockers & benches. Please advise on which is preferred.
Follow specifications for locker material. Utilize galvanized metal lockers. Sheets A-421 and A-423 have been revised but not reissued as part of this amendment.
17 On the drawing AD001 the “Hazardous Material Abatement Note” refers the Hazardous Material report. The report is missing. Also, neither the specifications 02 82 00- Asbestos Remediation, 02 83 00- Lead Remediation, 02 85 00- Mold Remediation provided locations and quantities of the Asbestos, Lead and Mold.
Without knowing the Hazardous Materials quantities and locations would be impossible to estimate and legally remove them. Also would be impossible to follow the following requirements of the referenced “Hazardous Material Abatement Note”: “General Locations of Asbestos containing materials (ACM) noted are to provide the Contractor with situational awareness of existing hazards. The contractor is responsible for referencing the “Hazardous Material Report” to determine which materials planned to be disturbed by construction contain asbestos, lead paint and mold” .
Please provide the required Hazardous Material report or add the Allowance for the Asbestos, Lead and Mold removals.
The Hazardous Material Inspection Reports for Phase 1 (already in construction) and Phase 2 (this contract) have been included in this amendment.
18 Per the item 1.2 of the specification 01 91
00. 15 10- Total Building Commissioning the Building Envelope shall be also commissioned, but the specification doesn’t specify the Building Envelope commissioning details and requirements.
Also concerns and needed to be taken in consideration that the Building 20 Manufacturing Floor will remain in full operation all the time and will not be shutten down.
Is Building Envelope really needed to be commissioned? If yes please be specific regarding the areas needed to commissioned and requirements
Building Envelope Commissioning is not required.
19 The drawing A-434 calling out for the Wiremesh partition, but doesn’t provide the details and specify the type of the wiremesh. The existing wiremesh partitions are the chain-link partitions, should new wiremesh partition match the existing wiremesh partition? If not please provide the specification or requirements.
Wire mesh partition shall be built per specification 10 22 13 which has been issued as part of this amendment
20 The drawings (A-423) calling out for the HDPE lockers, the specification 10 51 13 for Metal Lockers. The Solid Plastic or Metal?
Follow specifications for locker material. Utilize galvanized metal lockers. Sheets A-421 and A-423 have been revised but not reissued as part of this amendment.
21 The specification 12 21 00- Window Blinds calling out for the Window Blinds. Neither drawings or the specifications 12 21 00 and 09 06 00 provide Schedule, finishes or locations. Please provide the Basis of Design and locations
Blinds will be installed at all glazed portions of window framing shown on sheet A-651. The government will not provide product manufacturers for basis of design. Bidders must bid based on the salient features provided in the plans and specifications.
22 The scaling of drawings FA101, FA102 appears to be incorrect. Can new drawings be provided?
The detail/Section Callout (B1) scale on both FA 101 and FA 102 is correct. The scale bar illustrated to the right is not correct. The bidder shall refer to the scale illustrated under the callout.
23 All busplugs are shown as non-fused. Is this intended or is it due to lack of information from field study?
This is due to lack of information from the field study. DOR did not have access to lifts to view each busplugs. A large majority of the busplugs do not have labelling or legible labelling to provide this information. Contractor to confirm in field and replace in-kind.
24 Most of the busplugs are missing size designations. Can these be provided?
Refer to the response to question #26 above.
25 Can additional information be provided on the approximate scope of work for items labelled “ABD”?
See response to #26 above. “ABD” is abbreviation for "Abandoned". While these were field verified to the best extent possible, Contractor is advised to field verify and confirm prior to demolition.
26 Can we get a better description of what items are included in each of the CLIN numbers?
A list of drawings associated with each bid option has been included in this amendment
27 Is it possible for the AISC Fabricator Certification to be waived?
The certification for steel fabrication cannot be waived. The certification for the erector can be waved only if the engineer of record reviews and approves the erectors quality assurance plan as equivalent to that of AISC
28 On the drawing P-401 the key note 10 added the sink SK-2 in the Break Room 103 as a Bid Option. Besides, in the same Break Room 103 the Addendum #4 revised PD-101 drawing added removal of the existing sink also as a Bid Option. The bid forms doesn’t have an Alternate for the plumbing works in the Break Room 103;
Also confusing is that the Architectural drawings AD-103 and A-425 doesn’t call out these works as an Alternate, there are part of the Base Bid works.
All plumbing work scope within the Break Room 103 shall be considered as a Bid Option, which includes both demolition and renovation scope.
29 Para 1.3.1 of spec section 02 82 00 ASBESTOS REMEDIATION reference “Mabbett investigation report dated July 27, 2020”, however the specifications doesn’t include the report, please provide this report.
The Hazardous Material Inspection Report has been included in this amendment.
30 Note#8 on Drawing S-012 refer to
“ASSESSMENT OF BRIDGE CRANE
STRUCTURES AND PERIMETER
STRUCTURAL STEEL FRAMING BY
SIMPSON GUMPERTZ & HEGER
ASSOCIATES INC. PC., ON MAY 2022.”
for work on items A, B & C, please provide the report and more details of the work for contractor to be able to quantify.
The subconsultant's Bridge Crane Structural Steel Condition Report has been provided in this amendment.
31 Drawing S-012 calls for reinforcing existing W10x26 perimeter beam, please confirm that work is only limited on the beam run from grid line A to F
This work scope is confirmed.
32 Note#1 on Drawings S-201 & S-202 reference Elevation D1/S-201, the latter elevation is not on Sheet S-201, please provide the missing elevation or correct the reference
The plan set does illustrate elevation D1 on sheet S-201.
33 Please advise where detail E1/S-500 for concrete spall repair is applicable, please provide details for contractor to quantify.
This detail is not applicable to the scope of the project. Detail E1 on Sheet S-500 has been removed. Sheet S-500 has been revised but not reissued in this amendment
34 The drawings do not identify the locations of the window blinds. Please confirm that there are only in the Office and Conference rooms.
Also, is the blind for the clear area or the entire window type?
Blinds will be installed at all glazed portions of window framing shown on sheet A-651. The government will not provide product manufacturers for basis of design. Bidders must bid based on the salient features provided in the plans and specifications.
35 Please confirm that Bid Option 004 includes the entire cooling system including demolition of low pressure steam piping, new piping, RTU’s, and insulation of existing ductwork for the existing RTU’s.
Bid Option 004 includes the entire cooling system for the manufacturing floor, including but not limited to, two chillers and associated chilled water piping and accessories, glycol makeup unit, control valves and trims for new and existing RTUs, four new RTUs and associated ductwork and accessories, insulation of existing RTU’s ductwork, and associated controls, reprogramming of existing RTUs. 36 Drawing # E-002 General Notes #19: This note applies to additional loads added to existing distribution equipment. Does this apply to existing loads that are being reconnected to the new busways?
Correct, this does not apply to existing loads being reconnected to the new busways.
37 Drawing #E-003 Electrical Phasing Notes DC Distribution System, Drawing ED-705 and EP-705: Drawing ED-705 and EP-705 show the DC feeders and conduits being demolished and replaced. Drawing #e-003 states in the DC distribution notes that the DC conduit is to be reused and conduit replaced.
Please clarify
The DC conduit is to be reused per drawing E- 003.
38 Drawing #ED-010 thru ED-104: These drawings show equipment with solid and hatched line outlines. Is the solid line equipment to stay and the hatched line equipment to be removed.
All equipment shown on these drawings in bold solid and hatched outlines are to be removed.
39 Drawing #ED-101 thru ED-104 Note #3:
For the equipment marked abandoned it would require on site time to determine if this is correct. For estimating purposes should we just figure that all these items should be refeed? Can you provide equipment loads or a basis to use?
All items marked “ABD” are to be disconnected and removed. Load information unavailable at this time.
40 Drawing ED-102 and ED-104 Keyed note #3, Drawing E003 Electrical phasing notes:
Basically you are replacing LC-1 and LC-2 in place this will require large amounts of down time to the building. Also this isn’t addressed in drawing E003 phasing notes.
Do you have a timeline for this activity and at what shift? Drawing EP-102 and EP-104 Keyed note #2. Since this equipment is new and all feeders are new, would it be better to put this equipment somewhere else. If so, please specify location.
The existing MCC-LC-1 and MCC-LC-2 on the platform above each location are currently being used as pullboxes and are to be demolished and the new LC-1 and LC-2 constructed on the associated platforms.
Construct a temporary pullbox to intercept the existing feeders prior to demolition of MCC- LC-1 and MCC-LC-2. Refeed to the new LC-1 and LC-2 after the new equipment is installed.
De-energize, disconnect and remove the existing LC-1 and LC-2 once the new equipment is active.
41 DrawingED-201 thru ED-204 Note #5, Drawing EP-201 thru EP-204 Note #4:
For the equipment marked abandoned it would require on site time to determine if this is correct. For estimating purposes should we just figure that all these items should be refeed? Can you provide equipment loads or a basis to use to bid?
All items marked “ABD” are to be disconnected and removed. Load information unavailable at this time.
42 Drawings EP-201 thru EP-204 Note #1, Spec section 262000 2.4.2 Feeder Busway:
The switch symbols don’t match the spec.
The spec section states fused disconnects.
Please clarify?
Due to site conditions and lack of access to a lift, it was not verified whether the disconnect switches were fused or unfused. Contractor to field verify and provide accordingly in field.
43 Drawings EP-201 thru EP-204: Please provide missing busplug amperage ratings or a basis to bid.
Busplug amperages are indicated on the single line diagrams EP701 through EP705.
These are marked “D1” through “D8”. See “Disconnect Switch Schedule” on EP604 for associated switch ratings. For disconnect switches without a designation, assume a 30A rating.
44 Drawing EP-201 Busway between columns 9-10 & Dd-E: Please provide busway amperages and where the feed originates from
These are unnamed busways. See EP704 2 “Unnamed Busway” serving WV12670 and WV12680 respectively. These are 400A rated busways served from the 3000A main busway that originates from Substation 3A4.
