OFFERORS’S QUESTIONS AND GOVERNMENT REPLY
(Questions that may be of general interest to all Offerors and/or the Government and that are not readily answered by the proceeding changes will appear below. These questions may have been paraphrased or altered to represent several questions regarding the same subject and/or simply revised to clarify and simplify the question(s). Questions and answers are issued to the Offerors for information only and do not revise the solicitation, plans, or specifications.)
Question 1:
Please provide the small business contracting goals, if any.
Government Response 1:
We do not have small business subcontracting goals on this project. However, a large business prime contractor will be required to submit a subcontracting plan IAW FAR 52.219-8 and FAR 52.219-9. Subcontracting plan goals should be realistic and fair based on the type of work to be performed.
Question 2:
Please allow Offerors to submit CCASS/CPAR evaluations and existing PPQs. Some of our clients refuse to fill out PPQs if they have already provided previous evaluations.
Government Response 2:
Regarding EVALUATION FACTOR 2 - CONTRACTOR PAST PERFORMANCE:
In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the offeror may not be evaluated favorably or unfavorably on past performance (see FAR 15.305 (a)(2)(iv)). Therefore, the offeror shall be determined to have unknown (or "neutral") past performance. In the context of acceptability/unacceptability, a neutral rating shall be considered "acceptable."
However, the Government may review any known source of information for evaluating past performance.
Question 3:
1. There are a few meters in this project, particularly in the Robotics job, that reference communicating with the existing BAS System. Cannot find specifics on existing metering. Is there more information on this?
2. Please confirm all underground conduit and conduit duct bank can be schedule 40 PVC
3. Please confirm electrical contractor(EC) is only to F/I conduit stub-up and conduit raceway (where required) for tele/communications and security. All cabling, devices and equipment is by others.
4. Is the EC responsible for SREC charges/cost to perform their work on this project?
5. Firing Tunnel in the Robotics building, can the conduit raceway for power and lighting be
EMT?
Government Response 3:
1. All power electric meters are to be interfaced/communicate to the new BAS DDC Panel(s) to report demand usage. Please reference Sht. 1EP-601, Notes 4&5. Also, reference Spec Section 26 27 13.10 30. Specific requirements are to be coordinated with the specific new BAS DDC controls system utilized on this project as indicated on Sheet 2M-702.
2. Underground conduit and conduit duct bank conduit can be schedule 40 PVC. See specifications 33 70 02. 00 1 - Paragraph 2.6.
3. For security, access control, and intrusion detection systems, the Contractor shall provide only conduit infrastructure. The Contractor shall provide inside plant telecommunications which includes all cabling, devices and equipment. Outside plant telecommunications cabling will be provided by the Owner. Bid as shown on the drawings and specifications.
4. The Government pays a fee directly to SREC for the permanent electrical utility installation/construction. The Contractor pays the service application fees as noted in SECTION 01 50 00 - 3.6.2 TEMPORARY AND PERMANENT POWER. The Contractor would need to pay SREC to install/build any temporary electrical utility per SECTION 01 50 00 - 3.6.1
TEMPORARY UTILITIES.
5. All exposed conduit in the Firing Tunnel shall be rigid galvanized steel. Reference is made to Spec Section 26 20 00, pars. 3.1.5.1(g) and NFPA 70, which does not permit EMT where subject to physical damage.
Question 4:
There are no height dimensions given for the Storm Infiltration Tanks. We have scaled the each of the 4 units and were able to derive heights based upon the given volumes for each. The problem is Tanks 2 and 3 will end up sticking out of the ground by our calculations. Is there an available dimensions, scale-able drawings or a minimal cover requirement for these tanks?
Government Response 4:
The Contractor shall provide underground infiltration tanks in accordance with chapter 9.5 of the New Jersey Stormwater Best Management Practices Manual as noted on sheet CG112. The detail represents a generic infiltration tank, the overall dimensions and installation procedures will be dependent on the manufacturer selected.
Question 5:
Spec Section: 00 45 00 The response to ProjNet Bidder Inquiry 8136651 provides the minority goals and not the small business goals as the question asked. Please provide the small business contracting goals, if any.
Government Response 5: Small business Subcontracting goals will addressed upon review of Subcontracting Plan by the government.
