OFFERORS’S QUESTIONS AND GOVERNMENT REPLY

(Questions that may be of general interest to all Offerors and/or the Government and that are not readily answered by the proceeding changes will appear below. These questions may have been paraphrased or altered to represent several questions regarding the same subject and/or simply revised to clarify and simplify the question(s).

Questions and answers are issued to the Offerors for information only and do not revise the solicitation, plans, or specifications.)

Question 1:

We are asking contracting officers for consideration to include FAR Clause 52.208-9, Contractor Use of Mandatory Sources of Supply or Services for construction projects, for door hardware in your current and future acquisition purchases, to follow this Federal Mandated Program.

As you know, the AbilityOne Network Program employs more than 45,000 individuals, including 3,000 of who are military veterans, wounded warriors and others that are blind or have disabilities. This Independent Federal Agency Program leverages a national network of more than 550 community-based nonprofit agencies to provide meaningful employment.

The Javits-Wagner-O'Day (JWOD) Act, 41 U.S.C. 46-48c, established a procurement program, (PL), to increase employment opportunities for these individuals.

This Act makes it mandatory for all federal agencies to purchase certain supplies and services from designated nonprofit agencies.

On 5 February 2016; VisionCorps, a nonprofit agency and PDQ, Manufacturer of Door hardware, both based in Lancaster, Pennsylvania, jointly announced the formation of the co-brand SKILCRAFT/PDQ, an AbilityOne Distributor for SKILCRAFT/PDQ Door Hardware Products.

Additional items may be available from the mandatory source. AbilityOne's procurement products list (PL), can be searched at: www.abilityone.com, or Contact:

SKILCRAFT.ASP@VisionCorps.net.

We thank you for your time and considerations

Government Response 1: Clause will been added in Amendment 0004.

Question 2:

1. Do Government have the Wetland delineation for the project areas?

2. Is this contract exempt for Wetland requirement?

3. Bldg. 1515 – confirm all equipment inside room 12 & room 13 is part of the demo

4. Is walkway canopies going to bldg.. 1502, 1503, and 1505 is part of the demolition?

5. Does the big metal tank next to Bldg- 1505 is part of the demo?

Government Response 2:

1. The Government has the wetland delineation.

2. The contract is not exempt from wetland requirements.

3. All equipment within the buildings called out for demolition shall be demolished by the contractor. Mission-unique equipment will be decommissioned or rendered inert by others prior to being demolished by the contractor.

4. The walkway canopies are not called out for demolition. Where the edge of a canopy is supported by a building wall called out for demolition, the contractor shall cut the canopy back to the first pole outside of the building. The remnants of canopy destroyed in this manner shall be carted away by the contractor.

5. The limits of demolition for Building 1505D are the outside edge of the perimeter walls of the building. The metal tank outside of the building is not called out for demolition.

Question 3:

Drawing Sheet/Detail: CD001 Option 1 & Option 2 listed on CD001 requires demo of buildings 1502, 1503, 1505D, 1514 & 1501, 1515. The walk through of these areas raised the following questions:

1. What is the site access for 1505D, 1503 & 1502?

2 What is the limit of disturbance of these buildings?

3. There is a stream in front of 1502, how will we access areas?

4. What will be required for remediation after demolition?

5. At the walk through, we noted ACM in most sites. Spec section 02 82 00 did not provide a clear scope of work for buildings to be demolished in general and appendix reports do not provide a clear scope of work. Please provide a clear scope of work for asbestos remediation for ALL buildings to be demoed.

6. Drawings CD002 & CD003 appear to have the wrong scale. Please confirm drawing scale.

There are no dimensions for these buildings to be demolished and this is the only way subcontractors can gauge the building sizes.

Government Response 3:

1. Site access along the existing pathways.

2. Limit of Disturbance is the building perimeter.

3. Site access is along the existing pathways.

4. No remediation required, leave the existing slab in place for each building as indicated on

CD001.

5. All HAZMAT information for all applicable buildings is included in the specifications. All ACM is to be removed as part of the building demolition as indicated in the specifications.

6. The scale bar on sheets CD002 and CD003 is accurate. On CD002 and CD 003, the statement "1 inch = 50 feet" is not accurate.

Question 4:

What are the depths of the existing wells in order to calculate decommissioning?

Government Response 4:

Well 35-MW-2 is 45 feet deep.

Well 35-MW-4 is 23.19 feet deep.

Question 5:

Drawing Sheet/Detail: C002 Drawing C-002 Demolition & removal notes 2 requires erosion control measures to be in place prior to performing land disturbance and note 3 states trees outside the limit of construction shall not be disturbed by construction equipment. These two notes have raised the following questions with regard to the demo of B36 (historical foundation):

1. What is the limit of disturbance for this site?

2. What is required for erosion control measures at this site & what is the site access.

3. What trees are to remain & what trees are to be removed in order to remove the foundations?

4. What site remediation is required after foundations are removed?

5. What is the size, depth, etc., of the foundations to be removed? there is no info on drawings.

The 2 notes have also raised the following questions with regard to the demo of building 1372:

1. what is the limit of disturbance for this site?

2. This site appears to be outside the erosion control depicted on CG701. What erosion control measures will be required.

3. What site remediation is required for this site?

4. Please verify where site access will be

Government Response 5:

B36:

1. Limit of Disturbance is the perimeter of the B36 foundation.

2. No erosion control required for foundation removal; no disturbed area beyond the foundation.

3. No trees are to be removed, only hand trimming is allowed in wetland areas.

4. No remediation of the site is required.

5. At the site walkthrough, it was noted the approximate plan dimensions of B36 foundation is 200' x 50'.

Building 1372:

1. Limits extend to N.G. Road as shown on the CD series.

2. Erosion control is part of the overall site, bid as shown on the erosion and sediment control series.

3. Refer to specifications for HAZMAT information.

4. Access building 1372 from South N.G. Road.

Question 6:

Drawing Sheet/Detail: SF1442 Please confirm that the offeror is to submit one (1) original and six (6) copies of Volume 1 – Technical Proposal AND (1) original and six (6) copies of Volume II - Price Proposal

Government Response 6:

Submit one (1) original plus six (6) copies of "VOLUME 1 – TECHNICAL PROPOSAL."

Also submit one (1) original plus six (6) copies of "VOLUME 2 - PRICE PROPOSAL AND

PRO FORMA INFORMATION."

Each volume will be submitted separately bound.

Question 7:

Drawing Sheet/Detail: civil We would like to request the Auto CAD drawings for use in calculating the earthwork.

Government Response 7:

CAD files will be provided after award.

Question 8:

Drawing Sheet/Detail: SF1442 Bid schedule reissued in amendment 3:

Item 008, as previously asked, we are unclear as to what you are looking for on this item. all the buildings/magazines are being provide in items 1-7, what's left???

Option items 0011 and 0012- will an allowance be provided for these items? We are totally unfamiliar with purchasing of "mitigation credits".

Government Response 8:

CLINs 0001 to 0007 include the cost to construct two buildings and five magazines. CLIN 0008 captures all other base scope project costs unattributed to a particular building or magazine including but not limited to: site clearing, earthwork/grading, paving, landscaping, stormwater retention infrastructure, etc.

This website provides general information on Mitigation Banks:

https://www.nj.gov/dep/opi/mitigation-banks.html Offerors must provide prices to purchase mitigation credits in accordance with the specifications noted in CLINs 0011 and 0012.

Question 9:

Drawing Sheet/Detail: civil the vendor for the infiltration tanks has advised that (1) additional tank is required to meet the NJ design requirements NJDEP storm water rule NJAC 7.8 can you please confirm Government Response 9:

Current design meets the NJDEP stormwater management requirements for Pre-development vs Post-development runoff and infiltration requirements.

Question 10:

Design Discipline: Architectural

Spec Section: 72200 Drawing Sheet/Detail: 2A-570 Please clarify the thickness of the glass matt gypsum sheating over the 1-1/2" metal deck.According to spec 072200/1.6.3 roof has to be FR rated, to achieve that we suggest to use 5/8" thick DensDenck instead of 1/2".

Government Response 10:

The drawings 1LS001 and 2LS001 indicate that there is no rating required at the roof of Building 1311 or Building 1312. In specification section 07 22 00, the paragraph 1.6.3 on fire resistance can be disregarded since this is not applicable to this project. The paragraph 1.6.2 Thermal Barrier Requirements applies to the glass mat roof board in question. This refers to IBC Chapter 26, paragraph 2603.4 Thermal Barrier which indicates that 1/2 inch gypsum board is required.

Provide 1/2 inch glass mat gypsum sheathing as noted on the drawings.

(End of Summary of Changes)
