C000 GENERAL
C001 PROJECT OVERVIEW
The Marine Design Center (MDC) of the U.S. Army Corps of Engineers (USACE) has issued this solicitation to retain contractor services to construct and test a new deck barge that will be paired with a Government purchased crawler crane to form a crane barge. The completed vessel will be placed in service with the Detroit District of the U.S. Army Corps of Engineers (CELRE) and will be used by the District in support of its maintenance and construction activities for the navigable channels, navigation locks, and breakwaters within the Great Lakes Region.
The completed vessel will be ABS classed.
C002 CONTRACT OVERVIEW
For this contract, the barge contractor shall include, as a minimum, all costs to provide and deliver the following:
Using the contract and reference drawings provided in the procurement package, complete the design for production and fabrication of the barge.
Fabricate one barge in accordance with the specifications of this contract.
Test all barge related equipment, systems, piping, and electrical systems.
Obtain ABS class for the barge

C004 CLASSIFICATION & CERTIFICATION
A. ABS CLASSIFICATION
The barge contractor shall be responsible for obtaining necessary regulatory body reviews and approvals, obtaining necessary inspections and surveys during construction and for the certification and classing of the vessel as:

The ABS Engineering project ID number used for the design is 4666871. This project number should be referenced by the contractor when the shipyard obtains its ABS project number\hull number for this vessel under this contract. This number shall be reported to the Government.

When steel construction commences, the barge contractor shall coordinate with ABS to ensure the frequency of onsite inspections are not less than once every two weeks.
If the barge contractor intends to launch, test, operate or tow the barge “out of class”, the barge contractor must specifically advise ABS of such intent and incorporate any and all modifications required by that agency for such operation at no additional cost to the Government and at no additional contract time. Any such modifications which, in the opinion of the COR, affects the arrangements, operability, or suitability of the vessel shall be removed from the vessel by the barge contractor at no additional cost or time and the vessel returned to new condition prior to Final Acceptance.
All costs associated with ABS design review and classification shall be to the contractor’s account.
B. U.S. COAST GUARD (USCG)
The contractor shall be responsible for obtaining necessary regulatory body reviews and approvals, obtaining necessary inspections and surveys during construction and for obtaining a U.S. Coast Guard Load Line and Freeboard Assignment for Great Lakes Service. The Government will allow ABS to review on behalf of the USCG, where authorized. Should the Contractor wish to pursue this path for regulatory review, they shall submit the necessary request to USCG and ABS.
The Contractor shall be responsible for delivering the vessel with a USCG Builder’s Certification and First Transfer Title and a USCG Certificate of Documentation (COD).
The Government shall be provided a copy of all correspondences between the Contractor and the
USCG.
C. VESSEL DESIGN AND CLASSIFICATION REVIEW STATUS
The Government has developed the barge’s design and drawings in accordance with ABS rules and these specifications. The Government has initiated and is responsible for the initial ABS Class review process. This only includes the engineering review of the contract drawings listed in Section J. For the purpose of bidding, all of the contract drawings that have been submitted to ABS in this solicitation shall be assumed to be approved by ABS as issued.
The Government will be responsible for responding to and closing all ABS review comments, with the exception of “Technical” comments associated with final equipment, material selection, standard shipyard construction/installation details, and “Surveyor” comments.
The barge contractor shall be responsible for all additional costs associated with applications, additional plan submittals, and inspections required to obtain such certification\documentation.
In addition, the barge contractor shall be responsible for all open ABS Surveyor comments and open technical comments related to final equipment, material selection, and standard shipyard construction/installation practices.
The ABS Eagle stamped drawings and review letters will be furnished to the successful bidder upon contract award. The Government will also furnish all Open and Closed ABS review comments to the successful bidder. Responsibility for open technical comments, not associated with final equipment selection, material selection or standard shipyard construction/installation practice, will be transferred to the barge contractor through a contract modification.
D. VESSEL OWNER & ADDRESS
For the ABS certificate of classification, the owner shall be listed as “U.S. Army Corps of Engineers, Detroit District”. The owner’s address of record shall be listed as:

E. ABS ENGINEERING MANAGER ACCESS & DISCLOSURE
The Marine Design Center (CEMDC) will be the “Owner’s Representative” on this project and all correspondence with ABS shall be made available to the COR. In order to facilitate the communication process and reduce the paperwork burden on all parties, the barge contractor, and all sub-contractors, shall utilize the ABS Eagle Construct Engineering Manager Portal (02E) for all drawing submittals and correspondence. The barge contractor and all sub-contractors shall make the necessary arrangements with ABS to ensure that the Marine Design Center is granted the following Oversight Permissions for this contract:

The barge contractor shall ensure that, as a part of its contract with ABS, the barge contractor authorizes ABS to disclose to and discuss with the Army Corps of Engineers any Rule or certification criteria issues, design assumptions and their impact on classification and certification, and any other technical considerations on which classification is to be based or which may affect future classification or certification of the vessel.
The barge contractor shall authorize ABS to provide the Army Corps of Engineers at its request with a copy of all correspondence related to classification, statutory certification or other compliance verification for which ABS is responsible as it is promulgated and initially distributed. This is to include drawings and other engineering work requiring ABS approval as well as correspondence generated which relates to such approvals, including all such correspondence dealing with vendors.
In addition, the barge contractor shall copy the Army Corps of Engineers with correspondence regarding classification, statutory certification and other compliance verification for which ABS is responsible. The barge contractor shall also authorize ABS to establish and maintain contact with other certification, verification and compliance agents involved on the vessel being built.
Upon request by the COR, the barge contractor shall request ABS to furnish the Government with the project comment list. The list shall include open and closed technical and surveyor comments. The surveyor comments shall not only include comments generated during the drawing review process, but also comments generated by the ABS Surveyor during construction inspections. The comment list shall be sent directly from ABS to the COR via email as a .pdf file.
At the completion of the ABS review process, the barge contractor shall provide all ABS “Eagle Stamped” drawings to the Government electronically in .pdf format.
C005 VESSEL DELIVERY (OPTIONAL ITEM 1 – CLIN 0001AD)
If CLIN 0001AD (OPTION Item #1) is exercised by the Government, the contractor shall deliver the barge afloat and ready for service at the following location:

C006 VESSEL IDENTIFICATION & PRINCIPAL CHARACTERISTICS
A. VESSEL IDENTIFICATION
The vessel to be acquired through this solicitation has been assigned the following name and Marine Design Center hull and project numbers:

The vessel name has not been selected at this time. For the purpose of initial documents and drawing preparation, the title used shall be:
“CELRE CRANE BARGE”
Upon selection of the official name for the vessel by the Government, the contractor shall incorporate the name into all “As-Built” documents and the construction drawing of the required hull markings. The MDC hull number (866) shall be used in lieu of an “Official Number”.
B. PRINCIPAL CHARACTERISTICS
These specifications are intended to describe the contract design for one Great Lakes crane barge. The principal dimensions of the barge are:

C010 DEFINITIONS
The following definitions are applicable to phrases and acronyms used throughout this contract:
ABS – American Bureau of Shipping API – American Petroleum Institute COR - Contracting Officer’s Representative - a member of the contract management and quality assurance team authorized by the Contracting Officer to perform certain administrative and managerial duties. A copy of the COR’s authority letter is furnished to the contractor.
GFE – Government Furnished Equipment – Equipment, materials or components furnished by the Government to the contractor for installation on the vessel.
K.O. - Contracting Officer - A person with the authority to enter into, administer and/or terminate contracts and make related determinations and findings.
MDC – Acronym for the Marine Design Center.
QC - Quality Control - Quality Control is a function of the contractor. Refer to clause
E03. Quality Assurance (QA) is a function of the Government.
USACE – Acronym for United States Army Corps of Engineers.
USCG - Acronym for United States Coast Guard.
C025 CONTRACTOR QUALITY STANDARDS
A. GENERAL
The barge contractor shall be responsible for the construction of a complete and functioning vessel.
Inspection by the Marine Design Center is for the purpose of verifying the proper function of the barge contractor’s quality control measures and is not to be used as a substitute for control of quality by the barge contractor.
Every effort shall be made during production planning to construct the vessel in an efficient sequence minimizing re-work and repair. Care shall be taken to assure the latest revisions of the Final Design plans are being used.
B. STRUCTURAL MATERIALS
Unless otherwise specified or noted on the contract drawings, all structural hull material shall be in accordance with the following specifications:
American Bureau of Shipping (ABS), “Rules for Building and Classing Steel Vessels” Welding Materials - ABS “Approved Welding Electrodes, Wire-Flux and Wire Gas
Combination”.
Bolts, nuts and screws – ASTM A307-82, Specification for Carbon Steel Externally and
Internally Threaded Standard Fasteners.
C. STANDARD PARTS AND MATERIALS
All articles, fittings, equipment, machinery, supplies, and materials used in the construction and outfitting of the vessel shall be new, of the highest grade, free from defects and imperfections, and be the standard product of reputable manufacturers, to the maximum extent practicable. Any material not specified shall be the best of their kind for the purpose intended. All items shall be suitable for workboat application and meet the latest requirements of standard specifications published by National Agencies. No salvaged materials shall be used in the works. Spare parts and service shall be readily obtainable.
D. WORKMANSHIP
All labor shall be especially skilled for each kind of work and under competent direction.
Where work of one trade joins, passes through, or is on other work, there shall be no discrepancy or misfit when completed. In engaging one kind of work with another, marring or damage of previously acceptable construction shall be cause for rejection. All parts of the vessel intended to join or bear upon other parts shall have complete and solid contact and shall fit together without excessive cold work during erection. All faying surfaces shall be painted and be clean and smooth before bolting up. Shims or liners shall not be used for the purpose of overcoming a bad fit.
All frames and longitudinal members, where applicable, shall be provided with limber holes and/or snipes of adequate size to allow water in bilges to flow to the lowest point of each compartment. Limber holes shall also be provided to allow for the passage of air in tanks.
Limber holes shall be located at the plate edge.
Ends of outstanding flanges shall be cropped. Lighting holes may be punched or flame-cut and all edges shall have burrs removed.
All holes for machinery mounting bolts shall be drilled or punched; burning is not acceptable.
Holes in members having sharp curvature shall be avoided.
All hull casting shall be machined or ground to bear solidly against the connecting structure.
E. WELDERS
All welding under this contract shall be done only by welders who have successfully passed qualification tests accepted by the American Bureau of Shipping or other regulatory agency acceptable to ABS. The contractor shall bear the expense of conducting these tests and shall certify, by name to the Contracting Officer, welders who have successfully passed the prescribed tests and hold current, valid certifications.
The contractor shall require any welder to repeat these tests when in the opinion of the Contracting Officer’s Representative, the work of the welder indicates a reasonable doubt of his proficiency. In such cases the welder shall be re-certified as above if he successfully passed the retest; otherwise, he shall be disqualified until he has successfully passed the retest.
The barge contractor shall maintain records of the individual welder’s certification during the course of the contract. The records are to be available for examination upon request of the Contracting Officer or his representative.
F. WELDING
All welding shall be in accordance with the current rules of the American Bureau of Shipping, except where stated otherwise. All welding equipment used on the work shall be of a modern type subject to close control. The electrodes used throughout the work shall be suitable for use with the parent metal at each weld, and be approved by ABS.
Welding procedures, as to direction, length, numbers and sequence of beads, shall be carefully planned to minimize lock-up stresses. Care shall be exercised to produce smooth even beads, especially on all exposed plating and fittings. Beads shall be ground where directed by the Contracting Officer or his authorized representative.
The barge contractor shall employ appropriate welding procedures and grounding connections to preclude the possibility of anodic erosion of the hull after launching.
A detailed description of all welding procedures being employed in the construction shall be available to the Contracting Officer or his authorized representative.
G. INSTALLATION
Materials and equipment shall be installed in accordance with the approved recommendations of the manufacturer, and in compliance of this specification and the contract documents. The installation shall be accomplished by workmen especially skilled for each kind of work and under competent direction.
H. PLATE FAIRNESS
Steel plating shall be installed using proper welding procedures and sequences to insure fair, undistorted plating panels. The use of filler materials to surface unfair areas is not acceptable.
Maximum allowable plating distortion is depicted in the IACS Guide No. 47 “Shipbuilding and Repair Quality Standard”. Distortion shall not exceed the amounts in this guide.
I. CONSTRUCTION STANDARDS
All material, machinery and equipment shall be new, of current manufacture and suitable for the marine service intended. Spare parts and service shall be readily obtainable.
All material, unless otherwise specified in these specifications or in the drawings, shall be of commercial quality to ASTM, ANSI, or SAE specifications.
During construction and before delivery, the barge contractor shall be responsible for protection of all material, equipment, etc., intended for the vessel.
The overweight tolerance of members shall be within the limits defined by the specifications of the American Society for Testing and Materials.
All materials shall be free of imperfections due to manufacturing processes and from defects which adversely affect appearance or serviceability.
All plating shall be neatly cut, fitted and welded. All sharp edges or projections which constitute a personnel hazard shall be removed or ground smooth. All notches shall have a radius to prevent stress concentrations.
Where aluminum must be attached to dissimilar metals or between dissimilar alloys of aluminum, fasteners shall be of stainless steel of an approved design with insulation as required to eliminate metal to metal contact.
All galvanizing shall be done after fabrication by the hot dip process, and the zinc shall be not less than 98% pure. In instances where some types of metals cannot be hot dip galvanized, zinc silicate coating may then be substituted.
C040 SCOPE OF WORK
A. CONTRACTOR’S RESPONSIBILITY
The contract consists of three phases:
Phase I Planning and Scheduling Phase II Engineering Phase III Construct and Test
In accordance with the three phases, the barge contractor assumes complete responsibility for completing the final design, obtaining ABS classification and certification, and constructing the barge to meet the requirements of the contract. Should the barge contractor determine at any time that he is unable to fulfill those responsibilities, he shall notify the COR immediately of the problem experienced and his proposed manner of correction.
B. CONTRACT LEVEL DESIGN
The contract drawings providing with the solicitation have been prepared in accordance with the ABS Rules as stated in contract Clause C004 and the performance specification of this solicitation. The drawings are currently under review by ABS. For the purpose of bidding, the barge contractor shall assume the submitted drawings, as issued in this solicitation, are approved by ABS.
The contract drawings provide a contract level design assumed to be in accordance with ABS and suitable for bidding with confidence. The contract level design shall serve as the basis for the barge contractor to complete the final design, as well as to prepare his construction and production drawings. Such contractor engineering can include: secondary structure and foundations, electrical system designs, piping and cable routings, miscellaneous details, complete material list, purchase specifications, shop drawings, construction details, As-Built drawings, and other engineering and technical development necessary to support administration, operation, and production practices. For specific design and engineering drawings and calculations required by the contractor, see paragraph C040 (D) below and respective clauses throughout Section C.
The barge contractor shall not deviate from the contract level design without approval from the Contracting Officer.
C. DRAWING CHANGES
The contract drawings represent a contract level design and are not intended to be revised by the contractor. The contractor is expected to build the barge as shown in the contract drawings. The Government recognizes that minor design developments may be required to complete the final design and to suit the contractor’s construction and business practices. All design developments shall be provided to the COR for approval and to confirm a contract modification is not required.
If approved, any design developments shall be incorporated into the As-Built drawing package.
Should the barge contractor find any issues with the engineering and design of the barge as it relates to this solicitation and contract drawing package, the contractor shall bring it to the attention of the COR for resolution. If determined necessary by the Contracting Officer, an appropriate contract modification will be developed to address the issue.
D. DRAWINGS PROVIDED AND REQUIRED
1. Contract and Reference Drawings Provided
Contract drawings and reference drawings that are part of this solicitation are listed in contract Section J. All contract and reference drawings will be available to the successful bidder in CAD format.
The contract drawings reflect the contract level design described above.
The reference drawings that are part of this solicitation are intended to provide useful information that may have application to this procurement. The exact details presented in the reference drawings may not reflect the specific needs of the barge but present the contractor with a methodology to develop a specific system or design feature as identified in the specification. The barge contractor shall not build from any reference drawing. It is the responsibility of the barge contractor to use the written specifications and the contract and reference drawings to properly develop the final design and engineering drawings in order to construct the barge.
2. Final Design Drawings Required
Contract Section H, Clause H12, Engineering and Drawings, contains a list with the minimum drawings/calculations required to be finalized and/or developed by the contractor for the final design.
For clarification purposes, the list in contract Clause H12 details the drawings by action groups.
The action groups distinguish between separate categories based upon the engineering requirements to be completed by the barge contractor. The following is a description/definition of these categories:
Drawings To Be Finalized: as part of the scope of work for this effort, the contractor shall be required to finalize a certain number of contract drawings to achieve a final design.
These drawings have been included as contract drawings. The scope and extent of the necessary finalization has been explained in detail in each respective contract Clause.
These drawings shall be updated and submitted to the Government and, if required for class, ABS for review and approval.
Drawings To Be Developed: the barge contractor shall also be required to develop a certain number of drawings to achieve a final design to conform to the requirements of this solicitation. These drawings have been identified but do not currently exist. These drawings shall be developed and submitted to the Government and, if required for class, ABS for review and approval.
As-Built Drawings: the barge contractor shall be required to provide a complete “As-Built” record of the vessel. The requirements for the “As-Built” drawings are further defined in contract Clause H14.
As stated above, ABS may require some drawings to be submitted for review and approval in order to obtain class. It is the barge contractor’s responsibility to coordinate and contract with ABS for any such reviews.
E. DEVIATIONS FROM THE CONTRACT DESIGN
Should the barge contractor desire to deviate from this specification and/or the contract drawings, he shall submit his request in writing to the COR. Each proposed deviation requested shall be accompanied with a detailed analysis and comparison of the equipment, material or arrangement specified, and the equipment, material or arrangement proposed, including features, dimensions, performance characteristics, benefit to the Government, and compelling reason(s) why the deviation should be made. The request shall include, but is not limited to:
Desired deviation Reason(s) for the deviation Detailed analysis (as stated above) Impact on schedule Impact on cost Impact on weight, draft, and trim Impact of regulatory review and classification Supporting documentation (i.e. cut sheets, engineering drawings, photos, etc.
In the absence of compelling reasons for making the deviation, the barge contractor’s proposal may be denied.
The Government will review the request and render a decision within 14 days of receipt of a complete request for deviation. Requests that do not provide all of the information identified above may not be reviewed within 14 days, or may be returned as incomplete, with no review action.
If approved, the barge contractor shall be responsible for any cascading effects on the design, drawings or scientific reports as determined by the Government. The barge contractor shall be responsible for integrating the deviation into the design at no increase in contract cost or no extension of contract completion.
The barge contractor bears ultimate responsibility for satisfactory performance of all systems/arrangements impacted or affected by approved deviations as well as the operation of the completed vessel, as affected by the deviation.
No work deviation shall commence without a written approval from the KO.
If a deviation is approved by the COR, it is the sole responsibility of the barge contractor to coordinate with ABS and provide any additional engineering effort to meet the conditions of classifications and this specification.
The barge contractor shall bear all costs associated with any requested and/or approved deviations, including engineering, estimating, administrative and overhead, regulatory review and approval, construction and test and trials.
F. CONTRACT DESIGN PERFORMANCE RISK
For the purpose of developing the contract design package and obtaining ABS review and approval, parts and equipment displayed were coordinated with commercial suppliers. The Government assumes the performance risk for the systems as they are shown on the contract drawings and described in this specification. In addition, all of the items shown on the contract drawings were a part of the ABS review.
The barge contractor shall provide and install all of the systems as they are shown on the contract drawings. All major pieces of equipment have performance characteristics shown on the contract drawings or described in the specifications.
If the barge contractor selects equipment that is not as shown on the contract drawings or described in this specification, he shall be responsible for ensuring the overall system(s) performance is maintained, submitting cut sheets and details to the Government for review and approval; and if necessary re-engineering of the system(s) and revising of the drawings, and coordinating with ABS for class review and approval. For further details see contract Clause H15.
C100 SCIENTIFIC
All scientific data shall be provided in United States Customary System units of measurement (pounds, long tons, and feet). Data provided in other units will not be evaluated or considered.

B. USE OF WEIGHT ESTIMATE FOR BIDDING
The weight estimate has been developed commensurate with the contract level design and uses margins for the purposes of vessel performance. The Government does not consider the weight estimate to be suitable for detailed bidding purposes. The Government is not responsible for contractor use of the weight estimate in bid preparation.
C. WEIGHT & CENTER OF GRAVITY ESTIMATES & MONITORING
The Contractor shall implement a careful independent weight estimating and monitoring program.
During the Engineering Phase (Phase II), the Contractor shall prepare a detailed weight estimate for the vessel based on selected machinery/equipment and take-offs of materials. Weights and centers of gravity shall be documented in a spreadsheet type format using a system similar to the MDC Work Breakdown Structure (WBS), which will be provided at contract award. The document shall be numbered 866-C115-01 and titled WEIGHT ESTIMATE.
The detailed weight estimate shall be complete with the longitudinal, transverse, and vertical location of the center of gravity of all items included in the estimate.
The Contractor shall update the weight estimate each month with details on the equipment selected and purchased, and system/outfitting design developments. The weight estimate shall be submitted monthly for Government quality assurance review.
During the Construct and Test Phase (Phase III), the contractor shall continue to update and submit the weight and CG estimate each month. The update shall reflect actual equipment location, quantity and location of piping and wiring runs, actual quantity and location of outfitting items, and any changes to the structural weight.
The Government will review the monthly weight estimate to ensure the anticipated draft, and trim and stability conditions of the barge are satisfactory. If weight growth that adversely impacts the vessel’s trim and stability is found, the Government will contact the contractor to determine the cause and develop a remedial action plan.
For the purposes of the stability analysis, the weight of a crawler crane on the deck shall be included in the vessel deadweight. The Government will provide the crane equipment weight to the Contractor. The Government will install the crane on the vessel at a later date. The crane will not be provided as part of this contract.
D. INCLINING & DEADWEIGHT SURVEY
Upon completion of all work, and the barge in the lightship condition, the barge contractor shall conduct an inclining test and deadweight survey. The inclining test shall be carried out in accordance with ASTM F 1321-21 and contract Clause E05. The barge contractor shall be responsible for developing the inclining test procedure/plan, providing all certified inclining weights, pendulum setups, support equipment and personnel, directing the experiment, recording all data, and completing the inclining test report. The Government will participate in the incline experiment as a witness.
The barge contractor shall prepare an inclining test procedure/plan and submit it to the Government and ABS for review and approval. The plan shall be numbered 866-C115-02 and titled: INCLINE EXPERIMENT PLAN. For the Government’s review, the plan shall be submitted at least 60 days prior to the scheduled inclining.
Based on the intended ABS class of the vessel, ABS will require engineering review and surveyor witness with the inclining experiment. The barge contractor shall coordinate submittals and on-site surveyor representation with ABS to ensure the construction and testing schedules are maintained.
Following the completion of the inclining experiment, the barge contractor shall complete the incline test report and determine the lightship displacement, centers of gravity and hydrostatic properties of the crane barge. The report numbered 866-D115-03 and titled: INCLINE EXPERIMENT RESULT, shall be submitted to the Government and ABS for review and approval.
The barge contractor shall be responsible for all costs associated with ABS reviews (including at least one iteration to reflect any ABS comments made) and all surveyor costs.
E. FINAL STABILITY DOCUMENTS
The Government will maintain responsibility for updating the scientific and stability documents with the results of the incline experiment. Within 21 calendar days of receipt of 866-D115-03 (INCLINE EXPERIMENT RESULT), the Government will update and issue the following to the barge contractor:

C. ELECTRONIC TANK LEVEL MONITORING SYSTEM COORDINATION
The contract requires an electronic tank level monitoring system for the tanks as detailed in the individual system clauses of this specification. The Government assumes the barge contractor will require tank table information for the development and installation of the electronic tank level monitoring system. The barge contractor shall provide a written request to the COR during Phase III of the contract for the tank/sounding table information. The Government will provide the necessary information within 21 days of receipt of the request.
C140 FREEBOARD AND LOADLINE ASSIGNMENT
Following the completed and approved incline results the contractor shall obtain U.S. Coast Guard Load Line and Freeboard Assignment for Great Lakes Service for the barge in accordance with 46CFR45 and Clause C004.B of this specification. The documentation shall be submitted as a drawing numbered 866-D140-01 and shall be titled FREEBOARD & LOADLINE ASSIGNMENT. For additional requirements on drawing development and submission for review, see clause H12 of this contract.
C150 DAMAGE STABILITY ANALYSIS

Following the completed and approved incline results, the Contractor shall request a Simplified Stability Letter from ABS. The letter shall address route, draft and trim, deck cargo, tanks, hull openings, lifting operations (to include environmental limits, floating service load charts, and ready-to-lift barge conditions), weight changes, bilges, list, freeing ports and watertight bulkheads.
The Contractor shall compile the Simplified Stability Letter, along with the approved as-built scientifics into a booklet for the vessel master. The booklet shall be numbered 866-D165-01 and shall be titled TRIM & STABILITY BOOKLET. For additional requirements on drawing development and submission for review, see clause H12 of this contract.
C170 DOCKING PLAN

B. DESCRIPTION OF WORK
Following the completed and approved incline test results, the Contractor shall update and revised the listed contract drawings with the as-built light ship weight. These drawings shall be submitted to ABS and the Government in accordance with clause H12 of this contract.
C180 NOISE & VIBRATION
A. NOISE AND VIBRATION SURVEY
The Contractor shall retain the services of an acoustical engineering firm to complete a Noise and Vibration Survey at the conclusions of the Tests and Trials. The airborne noise and vibration levels shall be measured in all compartments and deck locations. The noise and vibration survey shall be designated as 866-D180-01 and titled: NOISE & VIBRATION SURVEY.
A report shall be prepared by the contractor detailing the survey and test results. The report shall include sketches of the spaces measured with recorded sound levels denoted at the location of their measurements. Reduced size general arrangement drawings will be acceptable for this purpose.
The report shall describe any compartments which present a noise hazard according to OSHA regulation, 29 CFR 1910.95 “Occupational Noise Exposure” and USACE ER 385-1-89.
The noise and vibration survey during tests and trials, shall be based on the average of the broadband sound pressure levels taken at various representative locations in the reverberant field of the compartment or space in question. Values should be measured using the A-weighted scale with the meter set for slow response.
If excessive noise or vibrations are found to be caused by poor workmanship or quality control, the shipyard shall correct whatever deficiencies that are identified by the excessive noise or vibration.
B. NOISE & VIBRATION CONTROL - GENERAL
In addition to insulation requirements, generator mounting details provided in this specification and shown on the contract drawings, the barge contractor shall implement the following control measures to ensure the target criteria are satisfied:
Effective noise barrier around high noise spaces to prevent noise transmission to adjacent spaces, and sound absorbing material around high noise spaces.
Install vibration isolators for all diesel generators and rotating machinery such as pumps and winches to reduce noise and vibration transmission through the structure.
Provide flexible mounting of service lines.
Ensuring that all pipe joints are tight and that all penetrations through spaces are sealed.
All pipe connections to the generators should be of the flexible type.
Use of low noise components, e.g. tighter tolerances.
Ensure the natural frequencies of the foundations of hard mounted equipment to be at least 30 percent greater than the disturbing frequencies of the equipment.
Ensure that the local stiffness of the foundation supporting the resilient mounts to be at least 10 times the stiffness of the isolator it supports to result in adequate vibration isolation.
Ensure that the natural frequencies of the resilient mount systems be sufficiently far from the disturbing frequencies (at least 30 percent of the nearest mode). If this condition cannot be satisfied, the vibrational force transmission to the foundation should be studied in greater detail and corrective measures taken to meet an acceptable isolation performance.
C185 TESTS & TRIALS
The barge and its component parts shall undergo testing and trials in accordance with Section E of the contract.
C200 ARRANGEMENTS
C201 BARGE CONFIGURATION
B. GENERAL REQUIREMENTS
The configuration of the hull and deck arrangements of the barge shall be as shown on the contract drawing and as stated within these specifications. The bulkheads, subdivisions and tanks within the hull shall be as shown on the contract drawing and as stated within these specifications.
All equipment and machinery shall be positioned to avoid interference, and to provide easy and adequate access from all sides for inspection, maintenance, and repair. Furthermore, all equipment and machinery installed within the hull and deckhouse shall be provided with an easy path for removal. An adequate number of pad-eyes shall be provided overhead to facilitate handling of equipment with chain-falls.
To facilitate removal for repair, every piece of equipment shall be mounted on a foundation by means of fasteners. Equipment connected to a piping system shall be provided with a means to readily disconnect the equipment from the piping system (i.e. unions or flanges), located as close as possible to the equipment.
C215 GENERAL ARRANGEMENTS
B. GENERAL REQUIREMENTS
The arrangements of the barge shall be as shown on the contract drawing and as stated within these specifications.
For the “As-Built” drawing of the General Arrangement, the barge contractor shall update all of the arrangements with the actual locations of machinery, equipment, manifolds, and outfitting items.
