Solicitation #W912BU-22-B-0018 for Amendment #1
Questions and answers:
Question #1 For CLIN 0001AE and CLIN 0001AF – Clause C550 Spuds – the clause details out options for one set of spuds (two spuds are a set). Does the contractor assume that the associated equipment with the items that operate the spuds should also be included in the option pricing? This equipment would include the spud well, the spud winches, sheaves, winch VFD, and foundations.
Answer to #1:
Clause C550 in the solicitation defines the work required to fabricate and install two, separate, sets of spuds for the barge. Should the Government choose to exercise one or both options (CLIN 0001AE and/or CLIN 0001AF), then the contractor shall provide the spuds in accordance with the requirements of Clause C550.
Clause C552 Spudwell Installations and Clause C554 Spud Handling System define the work to be performed as part of the base contract, and these items are not options. The spudwells (four) and the spud handling equipment (four) are required by the Government regardless of whether option CLIN 0001AE and/or option CLIN 0001AF are exercised by the Government.
Question #2 Contract drawing 866-B637-01 does not clearly define a pump or pump(s) for the waste oil system. Please define if a pump or pump(s) are required as part of the waste oil system?
Answer to #2:
Clause C637 requires the contractor to prepare a system drawing during the Engineering Phase of the contract that reflects the equipment selected by the contractor for installation on the barge. Drawing #866-B637-01 defines that individual pumps are required with each generator set. The contractor may supply pumps with each generator as shown on the contract drawing or supply a pump or pumps for the complete system based on his system drawing developed during the Engineering Phase.
