About this file

This document describes an invitation for bid for the procurement of a new crane barge. The USACE Marine Design Center is seeking to replace an existing crane barge currently in operation at the Sault Ste Marie Area office for the Detroit District of the USACE. The new crane barge must be built to ABS Maltese Cross A-1 Steel Barge, Great Lakes Service classification. Key requirements include a length of 150 feet, beam of 50 feet, depth of 10 feet, and design waterline of 5 feet. The contractor will be required to fabricate and deliver the barge to the St. Mary's Falls Canal in Sault Sainte Marie, Michigan. Bids are due by August 29th at 10:00am EDT and must be submitted by email. The procurement will include liquidated damages and bid, payment, and performance bonding will be required.

Q m~ f%

P is the maximum continuous rating of the boiler(s), in kilowatts;

is the total steam capacity (maximum continuous rating) of the boiler(s), in kilograms per second;

is the fuel consumption, in kilograms of fuel per kilogram of steam, or in kilograms of fuel per second per kilowatt of thermal capacity;

NOTE –- Where specific data are not available, mf~ = 0,077 kg/kg may be used for the calculation if the steam capacity is known. If the thermal capacity is known, rnf~ = 0,11 kg S-l kW-l may be used.

NOTE — Where specific data are not available, maf = 15,7 kg/kg may be used for calculation.

p = 1,13 kg/ins (i.e. the density of air, at+ 35 ‘C, 70% RH and 101,3 kPa).

5.3 Airflow for evacuation of heat emission

The sum of the airflow necessary for heat evacuation, qh, shall be calculated, in cubic metres per second, as follows:

where

@@ is the heat emission from main propulsion diesel en9ine(s)j in Rlowatts (see 6.1 );

‘dg is the heat emission from diesel generator engine(s), in kilowatts (see 6.2);

@b is the heat emission from boilers and thermal fluid heaters, in kilowatts (see 6.3);

Op isthe heat emission from steam and condensate pipes, in kilowatts (see 6.4);

Marine Design Center/3265

W912BU-17-D-0001, Tracking Number 0007 o The spuds, spud wells, and spud handling shall be capable of a controlled free-fall operation using the winch drum brakes, without allowing the wire rope to bird nest on the drum.

o The Contractor shall incorporate the crane’s boom rest design into the design of the barge.

Outfitting, Machinery, and Electrical:

o Insulation and soundproofing shall be incorporated as needed in the office/ break

/ and office to maintain a temperature of 70 degrees F and below deck 65 degrees

F when outside temperatures are -20 degrees F. Air conditioning for the office / break/ locker spaces to 70 degrees F when outside temperatures are at 105 degrees F. Boiler system will be used as a backup system for providing heat in these locations.

o Furniture and furnishings as required by 4 crew under typical operation, including desks, computers, network access, bunks and galley furniture. Space and beds shall be available for up to 6 for towing operators over 24 hours.

o Life Saving Equipment as required by ABS and EM 385-1-1.

o Removable handrails shall be provided in accordance EM 385-1-1. The handrails shall have stanchion made from 1-1/2 inch pipe with 5 levels of chain equally spaced. The chain shall be removable from each side of the stanchion.

o A 20 foot work boat and davit shall be provide at the stern of the barge. The davit shall be used for launching and recovering the work boat.

o Overhead hoists and rails in the shop areas for moving supplies and equipment.

o A transducer well shall be installed at near the bow of the vessel for a multi-beam sounder head to assist in strike and shoal removal surveying.

o Spud winches located below the deck and sized to lift the spuds specified above.

The winches shall be sized and rated by the following specifications:

The winch motors shall be rated for 100% torque at zero speed and shall be driven by Variable Frequency Drives. The motors shall have friction brakes that are activated electrically. An electrical actuated drum brake shall also be provided.

The spud winches shall be capable of producing a line pull approximately two times the dry spud weight across a 2-part system on the first drum layer in order to account for removal from the mud or sand. This requirement may require significantly higher motor torque than the motor may be capable of producing, and the winches shall be sized and rated for both conditions.

Shall have near free-fall capabilities (i.e. 200% of rated line speed). The spuds, spud wells, and spud handling shall be capable of a controlled free-fall operation using the winch drum brakes, without allowing the wire rope to bird nest on the drum.
