NOTES REGARDING STABILITY AND LOADING OF THE VESSEL

General Notes

Compliance with the stability criteria as indicated does not ensure immunity against capsizing, regardless of the circumstances, or absolve the Master from his responsibilities. The Master should therefore exercise prudence and good seamanship having regard to the season of the year, weather forecasts and the navigational zone and should take the appropriate action as to speed and course warranted by the prevailing circumstances.

Before a voyage commences, care should be taken to ensure that the sizeable pieces of equipment have been properly stowed to minimize the possibility of both longitudinal and lateral shifting while underway.

The loading conditions and the stability results computed in this booklet have been provided by using General Hydrostatics software. GHS is an advanced naval architectural software program which produces accurate results based on individual hydrostatics calculations for each condition rather than on the traditional method of using tabulated Hydrostatics and Cross-Curves values applied to a weight total. The results cannot be directly verified by the traditional longhand methods. These instructions have been prepared as an aid to operating personnel using this Trim and Stability Booklet to determine the vessel’s operating metacentric height (corrected available GM), trim, and drafts for any condition of loading or operation.

It will be the master’s responsibility to always maintain the vessel in a satisfactory stability condition, so as to comply with the stability requirements set forth in this booklet.

Notes to the Master

1) No fixed ballast or such weights shall be added, removed, altered and/or relocated without the authorization and supervision of the qualified Naval Architect.

2) Any openings could allow water to enter the hull should be kept closed when rough weather or sea conditions exist or are anticipated.

3) The vessel’s bilges and voids shall be kept pumped to minimum content all times consistent with pollution prevention requirements.

4) Deck freeing ports shall be always maintained operable and completely unobstructed.

5) You should make every effort to determine the cause of any list of the vessel before taking corrective action.

6) The free surface moment for each slack non-consumable tank should be taken as the maximum possible free surface moment for that tank.

Operation Instructions

1. ROUTE: Operation on exposed waters in Great Lakes is permitted. Operation Instructions shall be followed, and specified load conditions shall be verified during the tow.

2. FREEBOARD AND DRAFT: The barge is designed for a maximum of 5’- 6” draft per the contract specifications. A freeboard of at least 4’- 6” from the main deck measured at midship of the vessel at Fr-13 must be maintained at full load condition. This corresponds to a baseline draft of feet measured at amidships. Trim shall be minimized. The barge shall be maintained at even keel prior to any crane lifting operation.

3. TANKS: All hatches and manholes shall be kept always closed when underway.

4. DECK CARGO: The maximum weight and VCG of deck cargo shall not exceed 76.8 LT and 14.00 ft from the baseline (4.00 ft above main deck) at full load.

5. CRANE CONFIGURATION:

A Manitowoc make crane has been used in this report.

Model: Manitowoc Model 14000 Series 3 crawler crane

Boom: 95foot and 125foot Boom

See Appendix C for the crane data

TAI-1240 USACE_150'x50'x10' CRANE BARGE CELRE

866-B155-02_DAMAGE STABILITY ANALYSIS 5 of 126

6. LIFTING OPERATIONS: There shall be four spud wells on the barge sized to fit three identical spuds. The spuds shall be designed to safely operate within the following environmental conditions:

Varying bottom conditions, primarily soft soil during operations (mud).

Maximum soil penetration of 15 feet.

Maximum wind speed of 25 miles per hour.

Maximum river current speed of 10 miles per hour.

Operational conditions of 2 spuds simultaneously

7. WATERTIGHT BULKHEADS: No watertight bulkheads shall be removed or altered without the authorization and supervision of the qualified Naval Architect.

8. WEIGHT AND CHANGES: This stability report is issued based upon the following estimated lightship parameters:

Weight 730.68 Long Tons VCG 6.63 Feet above Baseline LCG 78.62 Feet Aft of Fr.0 TCG 0.04 Feet off Centerline towards port

Any alteration resulting in a change in these parameters will invalidate this stability report. No fixed ballast or other such weight may be added, removed, altered, and or relocated without the authorization and supervision of the qualified Naval Architect.

9. HULL OPENINGS: Any openings that could allow water to enter the hull should be kept closed when rough weather sea conditions exist or are anticipated.

10. BILGE: The vessel’s bilges and voids shall be always pumped to minimum content.

11. LIST: The cause of any list of the vessel will be determined before taking corrective action.

INSTRUCTIONS FOR COMPUTATION OF VESSEL’S TRIM AND

STABILITY

Any alteration resulting in a change in the light ship parameters will invalidate this stability report.

No fixed ballast or other such weight may be added, removed, altered, and or relocated without the authorization and supervision of the qualified Naval Architect.

This Stability Analysis Report is based on the General Hydrostatics Software calculations of the vessel which was performed by TAI Engineers. This stability document follows:

USACE standard - Single compartment damage survival with 3” margin not submerged and positive RA.

This stability report is intended to provide information necessary for ABS/USCG to issue a stability letter for the vessel. This report is based on the estimated lightship & CG values. The stability shall be updated with final “as-inclined” lightship particulars and is prepared for final review/application for a stability letter.

Notes on Stability Calculation Methods The results presented in this Stability Analysis Report have been calculated using General Hydrostatics software. GHS is an advanced naval architectural software program which produces accurate results based on individual hydrostatics calculations for each condition rather than on the traditional method of using tabulated Hydrostatics and Cross-Curves values applied to a weight total. The results cannot be directly verified by the traditional longhand methods.

Margin Line Definition

The margin line is located at 3” below main deck.

Minimum Standards for Weather Stability

USCG 46 CFR 170.170 – Weather criteria.

Each vessel must be shown by design calculations to have a metacentric height (GM) that is equal to or greater than the following in each condition of loading and operation:

𝐺𝑀 ≥

𝑃𝐴𝐻

𝑊𝑡𝑎𝑛(𝑇)

Where

P = 0.005 + (L/14,200)2 tons/ft2 . . . for ocean service, Great Lakes winter service, or service on exposed waters.

L = LBP in feet.

A = projected lateral area in square feet of the portion of the vessel and deck cargo above the waterline.

H = the vertical distance in feet from the center of A to the center of the underwater lateral area or approximately to the one-half draft point.

W = displacement in long tons.

T = the lesser of either 14 degrees heel or the angle of heel in degrees at which one-half the freeboard to the deck edge is immersed; or

The deck edge is taken as the intersection of the side shell and the uppermost continuous deck below which the side shell is weathertight.

Wind profile calculation was based on a crane at its minimum working radius and spuds held up.

The total windage area is the summation of the projected exposed hull and the additional area above main deck. This will be used in wind pressure calculations to calculate required GM.

See Wind profile drawing for further details regarding additional windage area including and its centroid location.

LOADING CONDITIONS

A three-dimensional (3D) model of barge from RHINO software has been used to analyze the load conditions in GHS. The units used in this document are long tons (LT) and feet (ft). The load conditions provided in this document have been selected to demonstrate vessel compliance with the Damage Stability Criteria without ballast and no lifting using crane. The results in this report include equilibrium calculation using GHS at each load condition.

The following tanks/compartments are flooded in each damage case:

1. Ballast FWD(Port)

2. Ballast FWD (Center)
