09 97 13.27.
Am-0005, RFI #82 response indicated that shop or field coating is acceptable for coating of steel structures. The RFI response references revised section 09 97
13.27 paragraphs 2.3 and 3.2. However, only paragraph 3.2 was updated to reflect option of shop or field coating. Portion of RFI #82 with regards to paragraph 2.3 was not addressed in the response. Paragraph 2.3 still indicates that all shop applied primer must be removed to final field surface preparation and coating system application. Should the steel be coated with primer, intermediate, and top coats in the shop, would the coatings need to be removed once arriving in the field per paragraph 2.3? Or is the intent that if steel is shop coated, it would not need to be removed and re-prepped, primed, and coated in the field? Please clarify.
See Am-0008, revised section 09 97 13.27, para 2.3
09 97 13.27.
Am-0005 issued revised section 09 97 13.27 paragraph 3.2 indicating that steel can be shop or field coated. Please define location or parameters of 'field' coating application.
Field application should meet SSPC QP1.
Field painting is coating something once it is installed onsite.
09 97 13.16.
Specification section 09 97 13.16 appears to be intended for the coating of a steel water tank. The coatings indicated in paragraph 2.3.1 are not typically intended for use on concrete substrates. Please advise specification for coating of concrete water tank.
See Am-0008, revised section 09 97 13.16 The coating system and application is for the concrete water tank and concrete foam containment tank.
09 97 13.16.
Specification section 09 97 13.16 appears to be only intended for the Fire Water Storage Tank. Please confirm that the below grade Foam Tank does not require any coatings per 09 97 13.16.

09 97 13.27.
If both QP1 and QS1 certifications are required per 09 97 13.27, this will vastly limit the amount of Subcontractors able to comply with the specification and bid the project. In order to provide the highest quality and most cost effective solution, please advise if Contractor may select, at their discretion, between the following options:
1. Coat the steel per 09 97 12.27 (including any requirement amendments per RFIs)
OR
2. Hot Dip Galvanize the steel. If hot dip galvanizing is allowed, please advise of minimum requirements.

Spec 41 22 13.13: Bridge Cranes –
Please confirm if the EMI Suppression requirements in 2.5 only apply to the Bridge Crane systems or other electrical system wiring within the Repair Hangars.
The EMI Suppression requirements in section 41 22 13.13, para 2.5 only apply to the Bridge Crane System.
09 90 00.
Refer to RFI Question #117 (Amendment 5). We Humbly ask the Temporary use of an NACE Certified Coating Inspector. This is the highest requirement in the coating industry, including QP1. There is a limited amount of companies in Hawaii with QP1 status. By allowing the Temporary use of an NACE Certified Coating Inspector, many more companies could be allowed to bid on this work. This will open the field.
Part of the requirement in obtaining QP1 is paperwork and documentation and passing the field audit. A project needs to be started or ongoing. The results will be given the day of audit. By allowing the Temporary use of a NACE Certified person now in this RFI, a field audit can be made in advance and be on site when work begins.
Comply with section 09 97 13.27, para 1.4.6.4 for QP1.
Comply with section 09 97 13.27, para 1.4.6.3 for certified inspector.

32 13 14.13 Based on the responses to RFIs #6, #13, #10, and #14, all ready-mix suppliers on island have declined to bid this project. At this point in time, the only contractor able to provide the specified PCC mix is a bidding General Contractor who has been contracted to perform adjacent airfield paving work at Wheeler. This creates a conflict of interest and sole-sourcing of the PCC mix from a bidding General Contractor.
Please kindly reconsider revisiting the responses to the RFIs referenced above to allow other General Contractors to bid this project.
No waivers will be allowed.
32 31 15.53 Paragraph 2.9 calls out for a Electro-Magnetic lock, but no rating is given for it or any details for how it is to be installed. Please provide rating and drawing details.
See Am-0008, revised section 32 31 15.53, para 2.9
32 31 13.53 The low amperage low voltage ratings for the Gate Operator are indicative of a residential gate operator, however the additional features of emergency release being capable of being locked, the Class IV type rating for restricted access control.
Do you want a heavier duty more secure gate operator or a low security gate operator is sufficient for this application? Please confirm.
See Am-0008, revised section 32 31 13.53, para 2.8
EY601, EY002 32 31 13.53
Please confirm whether any safety detection is required for the sliding gate, such as infrared beams on front and back side of gates or safety edges, etc. If so, please provide spec and detail drawings.
See Am-0008, revised sheet CS504.
See Am-0008, revised section 32 31 13.53, para 2.9
CS504
Detail A1 for the Sliding Gate concrete grade beam for sliding gate track to set in.
Is 4" thick concrete sufficient for the heavy track that will pass over it? Should it be 12" thick where traffic passes over it and 6" thick where traffic does not pass over it? Please confirm.
See Am-0008, revised sheet CS504.
In Amendment 7, a load center LC-1 was added to the single-line diagram, but it is of a different voltage than the panel that feeds it. The load center is 120/240V single phase, but is being fed from a 208/120V three-phase distribution panel.
