Para. 2.3.2.4, table 5 (Limits of Deleterious Materials in Coarse Aggregate for Airfield Pavements) contains requirements for "Severe" and "Moderate" weather.
Hawaii is unique among the United States in that it has warm weather conditions year round. Ambient air temperatures for this project average 70s-80s Fahrenheit so there is no risk of exposure to freeze thawing cycles or the use of deicing chemicals. Hawaii has a milder climate than coastal southern California, which is classified as "negligible weather" per Fig.1 from Page 7 of ASTM C33 "Location of Weathering Regions".
Please consider changing Table 5 Deleterious Requirements from Moderate to Negligible.

Will the USACE require the Contactor and its Subcontractors to participate in a 2 day long airfield paving work shop as part of this contract.
Yes. Contractor and subcontractors will be required to attend a 2 or 3-day airfield paving workshop.
See Am-0005, revised section 32 13.14.
32 13 14.13.
Please consider waiving the requirement to test Aggregate Deleterious & ASR tests every 30-days of concrete production as required by table 6 in para. 3.12.2 so long as the aggregate source remains unchanged. It takes 5 weeks to complete the ASR Testing ASTM C1260 and C1567. Freeze thaw testing requires 300 cycles of freezing and thawing at 30 cycles per week for a total testing duration of 10 weeks. These durations do not include the time to ship samples and report development. Due to the fact that Hawaii doesn't have a history of ASR issues and the climate is not prone to freeze thaw conditions, please consider waiving this unnecessary requirement that adds significant time and cost to the Government.
Price accordingly per specifications.
Section 00 60 00, Requests for Information - Page 6
32 13 14.13 Section 3.12.2.

In SECTION 09 67 23.15 – 3.5 EXAMINATION – Subsection - d. CHECK FOR MOISTURE – It states the Following:
Concrete must be dry before application of this floor coating material. Concrete moisture testing must occur. Calcium chloride testing or in-situ relative humidity testing is recommended. Readings must be below 3 pounds per 1,000 square feet (1.5 kg per 150 m2) over a 24-hour period on the calcium chloride test or below 75% relative internal concrete humidity. Test methods ASTM F1869 or ASTM F2170, respectively or follow instructions from the supplies of these tests. NOTE:
Although testing is critical, it is not a guarantee against future problems. This is especially true if there is no vapor barrier or the vapor barrier is not functioning properly and/or you suspect you may have concrete contamination from oils, chemical spills or excessive salts.
A. If the pounds per square feet exceed 3 pounds as stated above or 3.5 pounds as identified in Table Ic. Is the contractor to install a Moisture Vapor Barrier before the Thin Film System ( SECTION 09 67 23.15 - 2.3 THIN FILM FLOORING

Section 00 2216 Para. 8.0.
Section 00 22 16, Paragraph 8.0, Volume 1 – Tab E, Factor 4: Small Business Participation Plan currently requires Offerors to submit their Small Business (SB) Participation Plan on the same day and time as the rest of the Volume 1 – Technical Proposal and Volume 2 – Price Proposal. Throughout the State of Hawaii, it is standard for subcontractors to hold their pricing, during the bidding process, to the last second in order to discourage price shopping. As a result, in order to be competitive and provide the Government with the best value, Offerors are forced to consolidate and review subcontractor scope of work bids, then finalize their pricing within minutes of submitting their proposals. As the subcontractor selection affects both the proposed pricing and the SB Participation Plan, this significantly affects an Offeror's ability to finalize both its Volume 1 and Volume 2 submittals until subcontractor selection and then final pricing is determined.
Taking into consideration this standard subcontractor practice, we would like to request that the Government allow Offerors to submit their Tab E, Factor 4: Small Business Participation Plan separate from Volume 1 – Technical Proposal and at least one (1) business day after the current 2pm HST, March 19th, 2021 submittal due date/time for Volumes 1 and 2, or by or before 2pm HST, March 22nd, 2021 by also DoD SAFE submittal or perhaps email as will be allowed for the SB Subcontracting Plan. This will allow Offerors to focus on providing the best value to the Government, while also allowing Offerors to provide an accurate and detailed breakdown of their Small Business Participation Plan, including verification of business size status.

Bid bonds are commonly required on projects which also involve performance and payment bonds. A bid bond guarantees the owner will receive compensation if the selected bidder fails to execute the contract or provide the required performance and payment bonds. In addition, a bid bond ensures a third party (the surety) verifies the bidder possesses the required funds, expertise, and capacity to successfully complete the project. Given this project's size and scope, will the owner consider requiring each bidder to submit the federal government's Standard Form 24 (bid bond) with its bid?
A bid bond is not required.
