32 13 14.13.

The Uniform Guide Spec (US ACOE, US Navy, FAA) were written assuming the ideal case where an onsite batch plant is used. Oahu's has some batch plants relatively close to Wheeler AAF, but travel times are at least 30-45 minutes due to traffic. Additional time is needed to drive to the open gate, pass thru security and proceed to the jobsite. This leaves zero time to place the concrete so additional delivery time is needed.

The origin of the "90 minutes rule" comes from ASTM C94-12 "Standard

Specification for Ready-Mixed Concrete." C94 section 12.7 states "Discharge of the concrete shall be completed within 1 1/2h, or before the drum has revolved

300 revolutions, whichever comes first, after the introduction of the mixing water to the cement and aggregates or the introduction of the cement to the aggregates. These limitations are permitted to be waived by the purchaser if the concrete is of such slump or slump flow after the 11?2-h time or 300-revolution limit has been reached that it can be placed, without the addition of water, to the batch. C94 section 13 "Use of Non-agitating Equipment" does not set any limits on delivery time, only that it be workable.

With numerous guides and specifications, there are no precise guidelines regarding discharge times, it is left to the discretion of the purchaser. This project cannot proceed with the current requirement of only 15 minutes to place concrete transported in non-agitating trucks. Furthermore, the Army Corps of Engineers has allowed the increased placement time on past airfield pavement projects using non-agitating equipment, which were successfully completed.

Please advise if the 15-minute delivery/placement requirement can be waived, and if placement within 90 minutes per ASTM C 94 is allowed, provided the concrete is still workable.

Price accordingly per specification.

Part 1

32 13 14.13. *PART 1 of 2** Table 5 lists the classification for the aggregates as

"Moderate Weather".

UFC SPEC SECTION 32 13 11 references UFC 3-130-01 to determine weather severity and subsequently the Deleterious Materials - Airfield Pavements

(2.2.2.4). Moderate is an Air Freezing Index (AFI) of 500 or less with Any Amount as Average Precipitation for any Single Month during the Freezing Period;

Moderate (b) has 501 (AFI) or more and Less than 25 mm (1 inch) precipitation;

Severe has 501 (AFI) or more 25 mm (1 inch) or more precipitation. This guide implies Hawaii is not moderate or severe. The guide also references the weathering map in ASTM C33.

Per ASTM C33 table 3, note 1 defines the category above as listed below.

(S) Severe Weathering Region – A cold climate where concrete is exposed to deicing chemicals or other aggressive agents, or where concrete may become saturated by continued contact with moisture or free water prior to repeated freezing and thawing.

(M) Moderate Weathering Region – A climate where occasional freezing is expected, but where concrete in outdoor service will not be continually exposed to freezing and thawing in the presence of moisture or to deicing chemicals.

(N) Negligible Weathering Region – A climate where concrete is rarely exposed to freezing in the presence of moisture.

Price accordingly per specification.

Section 00 60 00, Requests for Information - Page 5

Part 2

Hawaii is unique among the United States in that it has warm weather conditions year-round. Ambient air temperatures for this project average in the 70's - 80's

Fahrenheit so there is no risk of exposure to freeze thawing cycles or the use of deicing chemicals. Fig. 1 from page 7 of ASTM C33 is a map showing the

"Location of Weathering Regions". Although Hawaii is not shown on the map, Hawaii has a milder climate than coastal southern California which is classified as

"negligible weathering".

One of the few on-island concrete suppliers, Hawaiian Cement, had their aggregate sent to a 3rd party test facility, American Engineering

Testing, Inc. for evaluation. Hawaiian Cement's aggregate meets all requirements of the "Moderate Weather" classification with the exception of the "lightweight particles <2.0 SpG" however, the following remarks were made by American

Engineering Testing Inc., "The individual test limit for this category was 0.2%. However, all the material less than 2.0 specific gravity was comprised of the highly vesicular, mafic lithology scoria."

**CONTINUED IN PART 2 OF 2**

S-105, S-106.

Please provide large footing for gridline 1; there are no footings shown for the

W14x20 columns. S-106 shows large footings along gridline 13 for the W14x20s, so it is assumed there need to be similar footings at gridline 1 that are not currently shown.

See Am-0002, revised Sheets S-105 and S-322.

S-002, S-508, S-509.

General note SS-10 of sheet S-002 stipulates that all embedded anchors shown on the documents cannot be substituted for post installed applications. Please verify if the typical anchor shown for steel plate connections to masonry walls are to embedded in the wall or can be post installed. Please reference detail A6/S508 and A1/S509 for a deck edge angle and beam connection, as an example.

Price accordingly per specification. Substitution to post installed anchors would be considered as a variance.

Price accordingly per specification.

Section 00 60 00, Requests for Information - Page 6

See response to RFI #14, Part 1

05 12 00.

Section 05 12 00 paragraph 1.3 requires a certified AISC erector for the erection of the structural steel for the project. Hawaii only has two such erectors and one is a General Contractor possibly bidding this project. Due to the limited competition in this field please remove the certification requirement for the structural steel erector.

Price accordingly per specification.

S-003.

Please verify that contrary to the first note on page S-003 special inspections are to be provided by the Owner per IBC section 17. Below is the language form the specific section in question:

1704.2 Special inspections and tests. "Where application is made to the building official for construction as specified in Section 105, the owner or the owner's authorized agent, other than the contractor, shall employ one or more approved agencies to provide special inspections and tests during construction on the types of work specified in Section 1705 and identify the approved agencies to the building official. These special inspections and tests are in addition to the inspections by the building official that are identified in Section 110"

Contractor shall retain special inspectors as indicated on sheet S-003 and specification section 01 45 35.

32 05 33, 00 10 00.

Per 00 10 00, CLIN 0003, Option 2 involves providing grassing, 16 palm trees, and landscaping within the project limits as indicated in the project drawings.

However, please confirm that work per 32 05 33 (i.e. temporary irrigation, hydroseeding, maintenance period, etc.) shall be included in base bid (CLIN

0001).

Specification Section 32 05 33 applies only to Option 2.

Section 00 60 00, Requests for Information - Page 7

Part 1

Section 32 13 14.13, subsection 2.3.2.4.

The following specifications contain deleterious requirements for airfield pavement aggregates;

Section 32 13 14.13, subsection 2.3.2.4

Table 5 (Limits Of Deleterious Materials In Coarse Aggregate For Airfield

Pavements) of these specifications lists the classification for the aggregates as

"Moderate Weather".

UNIFIED FACILITIES GUIDE SPECIFICATION, SECTION 32 13 11

"CONCRETE PAVEMENT FOR AIRFIELDS AND OTHER HEAVY-DUTY

PAVEMENTS" references UFC 3-130-01 "GENERAL PROVISIONS: ARTIC AND

SUBARCTIC CONSTRUCTION" to determine weather severity and subsequently the Deleterious Materials - Airfield Pavements (2.2.2.4). Moderate is an Air

Freezing Index (AFI) of 500 or less with Any Amount as Average Precipitation for any Single Month during the Freezing Period; Moderate (b) has 501 (AFI) or more and Less than 25 mm (1 inch) precipitation; This guide implies Hawaii is not moderate or severe. The guide also references the weathering map in ASTM C33

"Standard Specification for Concrete Aggregates"

Price accordingly per specification.

Section 00 60 00, Requests for Information - Page 8

Part 2

Hawaiian Cement's aggregate was sent to a 3rd party test facility, American

Engineering Testing, Inc. for evaluation. Hawaiian Cement's aggregate meets all requirements of the "Moderate Weather" classification with the exception of the

"lightweight particles <2.0 SpG" however, the following remarks were made by

American Engineering Testing Inc., "The individual test limit for this category was

0.2%. However, all the material less than 2.0 specific gravity was comprised of the highly vesicular, mafic lithology scoria."

The 2.0 SpG. float comes from "C123/C123M – 14 "Standard Test Method for

Lightweight Particles in Aggregate" which states "4. Significance and Use, 4.1

This test method is used to determine conformance with provisions of

Specification C33 pertaining to the amount of lightweight material in fine and coarse aggregates. A heavy liquid with a specific gravity of 2.0 is used to separate particles which may be classified as coal or lignite." The test is looking for coal and lignite in the Hawaii aggregates which cannot occur as these are igneous rock, not organic sedimentary deposits. The natural cinder (scoria) is not the concern.

Therefore, based on the definitions of the aggregate categories per ASTM C33, table 3, note 1, will the design team;

1) Accept Hawaiian Cement's aggregate as "Moderate Weather (Modified)" based off the 3rd party test facility's findings?

Part 1

32 13 14.13; 32 16 19. The following section(s) specify air-entrained concrete;

Section 32 13 14.13 - (4%) and Section 32 16 19 - (4.5%)

Hawaiian Cement successfully had air entrainment removed from numerous projects (ranging from private to federal). Hawaiian Cement would like to request that the air entrainment be waived for this project as well. Air-entrainment is primarily used for freeze-thaw protection (ACI 302.1R-96 "Guide for Concrete

Floor and Slab Construction," Section 5.6.1 air-entraining admixtures), which is not an issue in Hawaii. The other positive side-effects of AE, water reduction and workability, are already achieved with less volatile methods, including the use of water reducer and optimized combined aggregate gradation.

The downside of air entrainment is:

· One more property to control.

· Controlling air entrainment in mixes containing fly ash (which is required on this project, section 2.4.A.1.a) is especially difficult due the traces of activated carbon in the fly ash absorbing the AE admixture.

· Potential loss of air entrainment and associated concrete workability from pumping, placing, vibrating, and finishing concrete (PCA "Design and Control of

Concrete Mixtures" Table 8.5).

· Air entrained concrete is stickier and more difficult to finish.

· Air Entrained concrete has a greater risk of surface defects including blisters and delamination. For this reason, air-entrained concrete is not recommended by

Hawaiian Cement recommends as an alternate to using non-air entrained concrete for this project. The advantage will be a simpler mix without the requirement to control air entrainment. Workability and slump control will simply be a function of the water reducer currently used in the mix to produce an easy-to-pump, place, and finish mix. Without the air entrainment admixture, the onsite addition of HRWR will have little or no effect on the typical entrapped air content of the mix.

Here are the suggested procedures for jobsite addition of HRWR:

· Verify initial slump when ready mix truck arrives at jobsite.

· Adjust slump with a maximum of 2 gallons of water per cubic yard (within specified W/C ratio per ASTM C94).

· Add HRWR to increase slump as needed (0 – 14 oz/cwt).

· Rev truck drum at mixing speed for a minimum of 5 minutes (70 revolutions).

· Proceed to pour area and place concrete.

Hawaiian Cement would like to request:

Will the design team (engineer and/or architect) waive the air entrainment requirement?
