The 2.0 SpG. float comes from "C123/C123M – 14 "Standard Test Method for Lightweight Particles in Aggregate" which states "4. Significance and Use, 4.1 This test method is used to determine conformance with provisions of Specification C33 pertaining to the amount of lightweight material in fine and coarse aggregates. A heavy liquid with a specific gravity of 2.0 is used to separate particles which may be classified as coal or lignite." The test is looking for coal and lignite in the Hawaii aggregates which cannot occur as these are igneous rock, not organic sedimentary deposits. The natural cinder (scoria) is not the concern.
Therefore, based on the definitions of the aggregate categories per ASTM C33, table 3, note 1, will the design team;
1) Accept Hawaiian Cement's aggregate as "Moderate Weather (Modified)" based off the 3rd party test facility's findings?
Price accordingly per specification.

Part 1
32 13 14.13, 32 16 19.
Although many projects have been completed using air entrained concrete, slump loss due to pump placement has made finishing difficult. The onsite addition of HRWR would facilitate placing and finishing, but the onsite addition of HRWR would increase the air entrainment and push it outside of the accepted range. Air entrainment affects slump and slump affects air entrainment, so making these changes onsite after the travel time would be very difficult.
Air entrainment is primarily used for freeze-thaw protection (ACI 302.1R-96 "Guide for Concrete Floor and Slab Construction", Section 5.6.1 Air-entraining admixtures), which is not an issue in Hawaii. The other positive side-effects of AE, water reduction and workability, are already achieved with less volatile methods including use of water reducer and optimized combined aggregate gradation.
The downside of air entrainment is:
· One more property to control.
· Controlling air entrainment in mixes containing fly ash (which is required on this project, section 2.4.A.1.a) is especially difficult due the traces of activated carbon in the fly ash absorbing the AE admixture.
· Potential loss of air entrainment and associated concrete workability from pumping, placing, vibrating and finishing concrete (PCA "Design and Control of Concrete Mixtures" Table 8.5).
Price accordingly per specification.
Section 00 60 00, Requests for Information - Page 3
Part 2
· Air entrained concrete is stickier and more difficult to finish.
· Air Entrained concrete has a greater risk of surface defects including blisters and delamination. For these reason, air entrained concrete is not recommended by ACI for trowel finished floors (ACI 302.1R-96 section 5.6.1 and 11.7).
We recommend as an alternate to use non-air entrained concrete for this project.
This concrete has the same specified W/C ratio for durability as the specified air entrained mix. The advantage will be a simpler mix without the requirement to control air entrainment. Workability and slump control will simply be a function of the water reducer currently used in the mix to produce an easy to pump, place and finish mix. Without the air entrainment admixture, the onsite addition of HRWR will have little or no effect on the typical entrapped air content of the mix.
Here are the suggested procedures for jobsite addition of HRWR:
· Verify initial slump when ready mix truck arrives at jobsite.
· Adjust slump with a maximum 2 gallons of water per cubic yard (within specified W/C ratio per ASTM C94).
· Add HRWR to increase slump as needed (0 – 14 oz/cwt).
· Rev truck drum at mixing speed for a minimum of 5 minutes (70 revolutions).
· Proceed to pour area and place concrete.
1) Please advise if the air entrainment requirement in specs 32 13 14.13 and 32 16 19 can be waived.
See response in RFI #30, Part 1
09 90 00.
Spec section 09 90 00 paragraph 1.4.2 requires an SSPC QP 1 Certification.
There is only one contractor in Hawaii with this certification, which could pose a scheduling issue and be cost prohibitive. Please advise if this requirement can be waived.
Price accordingly to specifications.

Part 1
While we appreciate the government's understanding in only requiring the submittal of the Small Business (SB) Subcontracting Plan from Large Business concerns after submission of the initial Volume 1 – Technical and Volume 2 – Price Proposals and upon notification request by the Contracting Office or the Contract Specialist, we request your same consideration to allow the submittal of the SB Participation Plan required under Volume 1 – Tab E, Factor 4 at least one
(1) business day after the submittal of the initial proposals.
Kindly understand that the submittal of a SB Participation Plan – like the SB Subcontracting Plan – is heavily reliant on the offeror's proposed contract value that is based upon the subcontractor/supplier quotations received. As critical quotations, primarily concerning mechanical and electrical scope of work, are not received until the last moments before bid time, offerors already have much to contend with in trying to provide not only a competitive price, but also must complete the required price-related documents (Section 00 10 00, Proposal Schedule in the Price Proposal and SB Participation Plan in the Technical Proposal), finalize their proposal submissions, and upload their proposals via DoD SAFE before the 2pm HST deadline. If Offerors are required to submit the SB Participation Plan as part of the initial Volume 1 – Technical Proposal, this could result in the government's receipt of much higher and/or incomplete proposals due to offerors being required to finalize their proposals much earlier than desired in order to allow adequate time to finalize and upload their proposals by the deadline.
Denied
Therefore, to allow an offeror to better focus on providing a complete and competitive price and overall proposal to the government as well as based upon the current proposal due date of 2pm HST, Friday, March 12, 2021 (latest update by Amendment No. 0002), please allow submittal of the Volume 1 – Tab E, Factor 4 concerning the SB Participation Plan by no later than 2pm HST, Monday, March 15, 2021.
