TECHNICAL EXHIBIT 3
PERFORMANCE REQUIREMENTS SUMMARY
Required Services (Tasks) Performance Standard Lot Size and Acceptable Quality Level
C.5.4.3.1 Work Classification:
Classification of all work is of utmost importance. Because of the significance and complexity of work classification, the Service Order Receptionist will interface directly with the Government personnel on unusual questions and situations. The Service Order Receptionist shall determine the type of work (J, K, L, and M) to be performed and place a fund citation on the work request.
• J - Utility Work.
• K - Repair or Replace (Real
Property).
• L - New Work.
• M - Reimbursable or Service.
Service orders shall be properly classified, as annotated in GFEBS. Data to support this metric shall be maintained by the contractor. The Contractor shall maintain logs of the SOs. The metric shall be calculated monthly by dividing the number of service orders that are properly classified by the total number of SOs performed. This metric shall be reported monthly by the contractor in the monthly activity/ significant event report

C.5.5.2 Priority Classification: SOs will be accomplished based upon the following priority system. IJOs priorities are determined by the Government or the COR. IJO priorities are as follows:
• Priority 1 – Emergency
• Priority 2 – Urgent
• Priority 3 – Routine.

C.5.4.3.4 Work Order Request Number:
The Work Order Receptionist shall number the work request and enter it into the GFEBS. All numbering shall be sequential.

The metric shall be calculated monthly by dividing the number of service orders that have a work order number by the total number of SOs performed. C.5.4.3.5 Date/Time of Work Request:
The Work Order Receptionist will enter the date and time that the customer requests work. This allows the COR to measure the Contractor’s response times.
Service orders will be annotated with the date and time the service order was requested, as annotated in GFEBS. Data to support this metric shall be maintained by the contractor. The Contractor shall maintain logs of the SOs/PMs/ SJOs. The metric shall be calculated monthly by dividing the number of service orders that have the date/time of the request by the total number of SOs performed. This metric shall be reported monthly by the contractor in the monthly activity/ significant event report.

C.5.4.3.6 Location: The Work Order Receptionist will enter the location at which the work is required.
Services orders will have the location of the requested work, as annotated in GFEBS. Data to support this metric shall be maintained by the contractor.

C.5.4.3.7 Name and telephone number of the customer: The Work Order Receptionist will enter the name and telephone number of the customer. This is so that the Contractor knows where to go to perform the requested work and who the POC is at the job site.
Service orders will have the name and phone number of the customer, as annotated in GFEBS. Data to support this metric shall be maintained by the contractor. The Contractor shall maintain logs of the SOs/PMs/ SJOs. The metric shall be calculated monthly by dividing the number of service orders with a customer name and telephone number by the total number of SOs performed. This metric shall be reported monthly by the contractor in the monthly activity/ significant event report.

C.5.5.2.1 Priority 1 - The Contractor shall respond to and initiate corrective action for Priority 1 SOs within one (1) hour after receipt of call during normal duty hours.
C.5.5.2.2 Priority 2 - The Contractor shall respond to, and initiate corrective action on, Priority 2 SOs within three (3) calendar days of receipt of call.
Service orders will meet the response times based on the priority of the work requested, as annotated in GFEBS. Data to support this metric shall be maintained by the contractor. The Contractor shall maintain logs of the SOs/PMs/ SJOs. The metric shall be calculated monthly by dividing the number of service orders which a responded to within the proper time limit based on priority by the total number of SOs performed. C.5.5.2.3 Priority 3 - The Contractor shall respond to, and initiate corrective action on Priority 3 SOs within five (5) calendar days of receipt of call.
C.5.5.2.1 Priority 1 - The Contractor shall accomplish the work within twenty-four
(24) hours of the request.
C.5.5.2.2 Priority 2 - All work shall be completed within seven (7) calendar days of receipt of call.
C.5.5.2.3 Priority 3 - All work shall be completed within thirty (30) calendar days of receipt of call.

C.5.1.7 The Contractor's responsibility for cost in Work Level II is the task will not be expected to exceed:
• Work Classification J, M or K:
32 man hours of labor.
• Work Classification L: 32 man hours and the total cost of the SO shall not exceed $2,000.00 (including labor, materials and equipment).

C.5.3.3 Detailed Estimates: The Contractor shall prepare a Detailed Estimate using an approved construction industry recognized estimating guide.
The Contractor shall provide a detailed "Scope of Work" by individual task, for all projects. Projects approved based on the Detailed Estimate shall be within 10% of the actual cost of the project.

C.5.3.3 The man-hour cost of developing the Detailed Estimate shall not exceed 8% of the value of the Detailed Estimate.

C.5.3.4 Project drawings shall be presented to the COR for review and comment at 50%, 90%, and 100%. The Contractor will make changes to the drawings if necessary per the comments presented by the Government.

C.5.3.5 Detailed Estimate Priority: The Contractor shall complete those Detailed Estimates based on the following priorities:
• Priority 1 shall be started immediately and be completed within 2 calendar days of receipt.
• Priority 2 within 15 calendar days of receipt.
• Priority 3 within 30 calendar days of receipt.
• Priority 4 within 60 calendar days of receipt.
Detailed estimates shall be completed on time based on priority. Data to support this metric shall be maintained by the contractor. The Contractor shall maintain logs of the IJOs. The metric shall be calculated monthly by detailed estimates shall be completed on time based on priority by the total number of detailed estimates. C.5.3.3 Estimated Construction Completion: The Contractor will include an estimated construction completion time (e.g., 45 calendar days) with the Detailed Estimates.

C.5.7.3 A safety risk assessment shall be performed for all IJOs (except emergency IJOs).
A safety risk assessment shall be submitted to the COR within five calendar days of NTP for all IJOs (except emergency IJOs). The Contractor shall maintain logs of the IJOs. The metric shall be calculated monthly by dividing the number of safety risk assessments submitted to the COR by the total number of IJOs started during the month. C.5.7.4 The Contractor shall schedule a pre-construction meeting with the customer and other pertinent personnel for all IJOs (except emergency IJOs).
The pre-construction meeting shall be scheduled within three calendar days of start of construction. The Contractor shall maintain logs of the IJOs. The metric shall be calculated monthly by dividing the number of pre-construction meeting held by the total number of IJOs started during the month. This metric shall be reported monthly by the contractor in the monthly activity/ significant event report.

C.5.7.5 The Contractor shall submit construction schedules and schedule updates for all IJOs (except emergency IJOs) to the COR.
The construction schedules shall be submitted to the COR within five calendar days of NTP. All schedule updates shall be submitted to the COR within one calendar day of the planned schedule change. The Contractor shall maintain logs of the IJOs. The metric shall be calculated monthly by dividing the number of detailed estimates that do not exceed 8% of the detailed by the total number of detailed estimates. C.5.7.6 The Contractor shall provide the COR with a utility outage report for all HVAC, water, sewer and power outages.
Outages occurring during normal work hours will be reported to the COR before Close of Business (COB) on the same day. If the outage occurs during non-work hours, the reports must be provided to the COR before 0900 hours the next working day. If the problem cannot be repaired by COB the same day, the reporting will continue each work day until the utility is back in service. The Contractor shall maintain logs of the IJOs. The metric shall be calculated monthly by dividing the number submitted to the COR by the total number of required utility outages. This metric shall be reported monthly by the contractor in the monthly activity/ significant event report.

C.5.7.7 The Contractor will be required to submit a detailed project delay report stating the cause of any delay in completing an IJO and an estimated completion date and rationale.
This report shall be submitted to the KO and COR within 2 working days of the delay. The Contractor shall maintain logs of the IJOs. The metric shall be calculated monthly by dividing the number of project delay reports submitted to the COR by the total number of projects delayed during the month. C.5.7.8 The Contractor shall notify the COR when a major milestone is completed and inspection is required before continuance of the project.
The Contractor shall notify the COR within 2 calendar days of completion of the major milestone and prior to the start of construction for the following milestone. C.5.7.8 The Contractor shall arrange for final inspection of all completed work on the IJO.

C.5.7.9 Completed IJOs shall be signed by the Contractor, certifying the work has been completed. The Contractor shall provide all required data to update real property records. The data shall include, but not be limited to, actual labor hours and labor costs, material costs, equipment rental costs, all financial data and invoices. A copy of the IJO, material order, scope of work, change orders, equipment data catalog cut, AutoCAD map technically accurate to scale as-built drawings, and any other pertinent data.
The Contractor shall provide an IJO project file to the COR within 10 calendar days of the project's physical completion. The Contractor shall maintain logs of the IJOs. The metric shall be calculated monthly by dividing the number of IJO project files submitted to the COR within 10 calendar days by the total number of completed IJOs during the month. This metric shall be reported monthly by the contractor in the monthly activity/ significant event report.

C.5.7.10 The Contractor shall submit a draft DD 1354 within 10 calendar days of
NTP.

C.5.7.10 The Contractor shall submit an interim DD 1354.

The Contractor shall provide all reports as referenced in Technical Exhibit 6, Deliverables. Any additional reporting requirements will be directed as required by the KO/COR.

C.5.13.1 The Contractor shall provide Enlisted Bachelor Quarters (EBQ) (20 units, grounds and common areas) maintenance and administrative supervision.

C.5.15.1 The Contractor shall provide operation, maintenance, repair/ replacement, and installation of heating plants and equipment, including air compressors. The terms heating plant includes all gas, fuel oil, and electric fired heating systems and insularly equipment identified with those systems. This section also covers the operation, maintenance, and repair of air compressors.
SOs/PMs/SJOs for all heating plants and equipment, including air compressors shall be in accordance with the Preventive Maintenance Plan.
