10 L.2.2.2 13 of
Typically offerors use a variety of graphics to depict concepts or even to just show an organizational chart. However, images are not text searchable. Will the Government confirm that graphics are excluded from the “text searchable” requirement?
Organizational charts are not considered graphics. Any chart shall be embedded and labeled in the document so it is searchable.
11 L.2.2.5 and Table 3.1.1 and 15 of
Section L.2.2.5 states that “each volume of the electronic proposal shall be in its own subdirectory on the CD-ROM, sequentially labeled Volume I, Volume II and Volume III” and that Volume IV gets its own CD-ROM. Table 3.1.1 indicates that each volume goes on its own CD- ROM. Will the Government please clarify which of the two options is required? For compliance purposes, will the Government update either section so they mirror each other?
Volume 1, II and IV are required to be separate CDs/hard copy Volumes. A CD containing all volumes is not required.
12 L.2.1.4 13 of
The font size restriction is Times New Roman 10 point font for tables, charts, graphs and figures. Headers and footers tend to include quite a bit of information, including the name of the solicitation, solicitation number, volume name and number as well as non-disclosure statements. 16 L.3.2.2 15 of
This section asks for the “original” to be clearly marked under a separate cover and provided without any punched holes.
1) There is only a requirement for one hard copy. Is the Government asking for a copy of the cover letter to go behind Tab A and another that is “original” under a separate cover?
2) What does under a separate cover mean? A sealed envelope?
Where does it go? Do we clip it to TAB A or elsewhere?
The cover letter should be protected and identified clearly. Volume I is the administrative volume, it should be a part of this volume.
17 L.3.2.4 16 of

The Government is confident in the clarity of the table.
20 L.3.2.6 16 of
The DD Form 254 is required as part of the proposal submission. The DD Form 254 provided as Attachment 4 seems to be a placeholder and also secured. For example, box 6.a. and c. have “FOR PLANNING PURPOSES ONLY” and the document is not editable. Will the Government provide a blank and fillable DD Form 254?
A DD254 is downloadable from the internet as a fillable PDF. A potential site to locate that is www.DTIC.mil.

25 L 3.3.2 17 of
Please confirm that the Table of Contents, List of Table and Drawings, Cross Reference Matrix, Glossary and the actual TAB A, TAB B and TAB C are excluded from the 75 page limitation for the volume.
These are not excluded, however, the page limit has been increased to 125 for that volume.
26 L 3.3.4 18 of
This paragraph requires that resumes be submitted for key personnel. Is there a page limit for each resume and are the resumes included or excluded from the 75 page limitation for the volume?

27 L 3.3.7 19 and 20 of
The requirements of this section either duplicate information already required as part of SUB-FACTOR 2: MANAGEMENT AND ORGANIZATIONAL PLAN or is similar in nature and content to past performance requirements. Did the Government intend to require that this information be provided within the Sub factor 3 response or should it be provided as part of past performance in Volume III? In either case, is this content excluded from the overall page limitations from the volume it is presented in?
Offerors may present different projects as they pertain to the factors.
Additionally, is the information being provided under this instruction to be for the same projects we are citing in Volume III, in addition to those projects, or can it be a combination of both?
28 L 3.4 20 of
Please clarify how may past performance citations are permissible for the prime contractor and for any significant subcontractors. Section L
3.3.7.1 and 3.4 provide conflicting information.
These are not conflicting, they are separate requirements with differing and definitive purposes.
29 L 3.3.7.2 20 of
This states that the offeror is encouraged to submit their Past Performance Questionnaires to the Contracting Officer. Paragraph

35 RFP,
Standard Form 33, Block 9
Block 9 requires offers to be delivered to the MICC at JBLM not later than by 2 p.m., 15 May 2017
Our experience is that a Monday delivery cuts short the time alloted for proposal preparation and production, and presents shipping challenges.
To allow sufficient time for preparation of proposals, production, shipping, and guaranteed delivery, will the government extend the submission date to 2 p.m. 19 May 2017?
Requests for an extension are being considered. Any extension offered will be posted in Amendment 0002.

Factor 2 only requires the submission of Past Performance Questionnaires.
57 L 3.4.3.2 21 of
Please clarify which form the Government is discussing here and who the submitter is considered to be. Is it the Specific Relevant Contract Reference Sheets or the Past Performance Questionnaire?
This is the Past Performance Questionnaire being discussed in Section L 3.4.3. These are submitted by the offeror’s customers.
58 L 3.4.3.6 M 3.1.0
22 of
Is an offeror given any positive consideration for submitting 5 qualified past performance examples? Under the described rating structure an offeror submitting one past performance can score the same as an offeror submitting 5. Wouldn’t an offeror with more examples of successfully executed relevant programs be more qualified than an offeror with only a single citation?
Please review Sections L & M for a detailed guide to the Past Performance rating structure.
59 L 3.4.4.3 M 3.2.0
23 of
Under this evaluation model an offeror who submits 5 citations that each cover all of the PWS tasks can be rated the same as an offeror who is only able to cover all areas by combining 5 past performance citations. Why would the Government not look at each citation and determine the relevancy based on its individual merit? Shouldn’t an offeror be scored higher for having a larger body of relevant experience?
Please review Sections L & M for a detailed guide to the Past Performance rating structure.
60 L 3.4.5.2 M 3.3.0
23 0f
Under this evaluation model an offeror who submits 5 citations that each exceed the $36M bar needed to be deemed very relevant can be rated the same as an offeror who is only able to exceed that threshold by combining 5 past performance citations. Why would the Government not look at each citation and determine the magnitude based on its individual merit? Shouldn’t an offeror be scored higher for having a larger body of relevant experience at a greater magnitude?
Please review Sections L & M for a detailed guide to the Past Performance rating structure.
61 C.5.5.2.1. 80 Who is the approval authority for Emergency Service Orders up to $10,000?
COR approval up to $10,000. KO approval is required for over $10,000.
62 C.5.6. 81 Where is a PM work order defined? Who approves PM work orders and what is the dollar limitation? Can PM work orders be used for buildings, facilities and structures in addition to "equipment in place"?
The Contractor’s Preventive Maintenance Plan (PMP) will define all PM’s. The PMP is approved by the KO/COR. The Contractor shall implement the PMP. There is no dollar limit for a PM. PMs can be used for buildings/ facilities/structures for building inspections and Installation Status Report inspections. A individual PM shall be developed for each piece of equipment identified in TE 5.
63 C5.7.5. 82 This section requires that the Contractor schedule IJO workload to "efficiently balance workload with the available manpower" but also prohibits the contractor from using "service order/PM/SJO staff to perform IJO (except for emergency IJOs)". Since Section C.5.7.2
Paragraph C.5.7.2 does not state that there are no potential IJOs. Paragraph C.5.7.2 states for emergency services, IJOs should not be assumed. Emergency response shall be accomplished via a Service Order. If states that there are no potential IJOs, it appears that all non-emergency IJO work must be sub-contracted. Is this the intent?
follow on repairs are required, the Contractor shall provide an estimate and the KO will determine if the follow repairs will be performed by the Contractor.
It is not the intent for non-emergency IJOs to be sub-contracted. It will be up to the Contractor to determine how that work will be performed. The intent is to ensure that SO/PM/SJO staff are not used to perform IJO work.
64 Attachment 5, Amend #1
In accordance with our established Estimating Policies & Procedures, this offeror does not breakout its proposed fringe cost elements to the level of the Government provided Attachment 5. Attachment 5 has been revised. Please utilize the version posted with Amendment 0002.
65 Attachment 5, Amend #1
In accordance with our DCAA approved accounting system this offeror has additional burdens not found in the Government provided Attachment 5. 68 C.1.1.1 C.1-5 This section indicates that "YPG Special Community Activities" is one of the functional areas to be performed by offerors. Section C.5.20.11, (Grounds Maintenance, Special Events) gives examples of the support required but does not define the scope of these tasks. Is there a schedule or historical documentation of Special Events? How is support by other trades such as electricians, carpenters, and heavy equipment operators documented and authorized? Are the man-hours associated with this work included in the historical data provided in Attachment 2.
There is no consistent data. Typically, this work is performed under Service Order or Individual Job Order.
69 Attachment 5 and Section B, Amend #1
On Section B, CLIN X005 has a quantity of 100.000, X006 has a quantity of 750,000, CLIN X010 has a quantity of 50,000 and CLIN X011 has a quantity of 50,000. Offerors are to supply their unit and final cost for these quantities.
On Attachment 5 CLIN X005, the Roll Up tab shows an total dollar amount of $100,000, CLIN X006 the Roll Up tab shows a total dollar amount of $750,000, CLIN X010 has a total dollar amount of $50,000 and CLI N X011 has a total dollar amount of $50,000.
Are the Quantities (Section B) and the Dollar Amounts (Attachment 5) meant to be exactly the same? If so should Offerors then complete Section B with a unit cost of $1.00? And once again, how does the co-efficient provided in Attachment 5 for CLIN X005 transfer over to a unit cost in Section B?
Attachment 5 has been revised. Please utilize the version posted with Amendment 0002.
Due to limitations of the contract writing system, vendors may not be seeing the following:
CLIN 0005 EST $100,000 per year CLIN 0006 EST $750,000 per year
CLINs 0005 and 0006 are IJOs that will be issued as individual Task Orders.
CLIN 0010 $50,000 per year (not separately priced) CLIN 0011 $50,000 per year (not separately priced)
If CLINs X005, X006, X010 and X011 truly NTE plug numbers as indicated on Attachment 5 shouldn’t they also be shown the same on Section B with NTE instead of FFP and no unit price required just they total dollar value?

There are 16 PWS tasks. In order to receive a “Very Relevant” rating for past performance, offerors are to show performance of 85% or more of these PWS tasks. 85% of 16 equals 13.6, 70% of 16 equals 11.2, 50% of 16 equals 8 and 49% or less equals less than 8. Will the Government clarify exactly how many tasks need to be identified to receive a “Very Relevant” and “Relevant” rating? Recommend 13 and 11.

74 PWS
C.1.3.1
C.1-7 Would the Government please confirm that the offeror will not have full responsibility for contract performance until the successful completion of the 45 day transition period?
The Government will make a bilateral award with terms and conditions that must be adhered to.
75 C.5.4.3.1. 78 Shouldn't the S/O Receptionist interface with offeror management personnel first on "unusual questions and situations" before going to Government sources? The use of the old RPMA lettered accounts is interesting especially since the M account is redefined as "Reimbursable of Service" work. Is there a dollar limit on J, K, or M S/Os? These may include significant material and equipment charges.
Performance will be in accordance with the manual cited.
76 C.5.1.8 C.1-
This paragraph states: “Variations in workload shall not limit the Contractor’s obligation to perform services as described to the required level of effort.” Please confirm that this PWS requirement will not limit the contractor’s ability to request and receive equitable adjustments for workload that exceeds the levels presented in the solicitation for bidding purposes or that are determined to be outside of scope.
This contract is written IAW the FAR and that regulation will dictate procedures for equitable adjustments.
77 C.5.15.1 98 PWS C.5.15.1 requires operation and maintenance of heating plants and equipment and identifies Technical Exhibit 5 as the list

of heating plant equipment. Technical Exhibit 5 identifies 25 Hot Water Boilers and 5 Steam Boilers, but does not give any indication of the boiler size or characteristics.
Please provide the BTU/Hour rating and PSIG rating for these Boilers, and the days of operation of each Boiler.
78 L.2.1.4 33 The past performance evaluation methodology is highly formulaic and appears to avoid the exercise of reasonable judgement in deciding the level of confidence. Where an offeror can demonstrate depth of capability by submitting multiple past performances, how will the government factor in that additional expertise or will the ability to establish a more robust past performance and thus substantiating a superior past performance not be taken into consideration.
Please review Sections L & M for the rating criteria.
79 RFP Section L—1.12.4, page 81 states questions are due 5 days after site visit. Please verify whether this refers to only questions derived from the site visit, or all questions regarding the solicitation.
