Response to Vendor Questions #8 1 PWS Page 85 In PWS Section C.5.11.4, it states the contractor will be responsible for all food service equipment replacements. Please clarify whether a threshold exists and/or provide historical data on replacements.
The equipment is purchased by YPG customers, the Contractor is responsible for installation, repair, and removal as required.
PWS Page 77 In reference to paragraph C.5.3.3, please provide historical workload for the contractor-required detailed estimates for IJO projects.
Construction work will be on an as-needed basis, issued as a negotiated task order using RSMeans as a source for pricing.
3 Technical Exhibit 2 All Does the historical data in TE 2 includes Emergency Service Repairs hours and material?
TE 2 includes Emergency Service Repair hours and material.
4 PWS Page
In reference to paragraph C.5.19.5.10, please provide the number of meters.
The list of meters will be provided following contract award. The Meter Reading SJO averages 519 man-hours per year.
5 Att. L-1 N/A This attachment requires that the offeror provide documentation for contract discrepancy reports (CDR). The level of severity for a CDR can vary significantly from very minor to extreme. There are co KO’s that issue CDR’s much more liberally and in some instances for routine events that other KO’s most likely would not issue a CDR. Would the Government consider limiting the inclusion of CDR’s to just those that are for significant events?
See Section L, 3.4 for details on Past Performance.
6 C.1.1.1 C.1-5 This section indicates that "YPG Special Community Activities" is one of the functional areas to be performed by offerors. Section C.5.20.11, (Grounds Maintenance, Special Events) gives examples of the support required but does not define the scope of these tasks. Is there a schedule or historical documentation of Special Events? How is support by other trades such as electricians, carpenters, and heavy equipment operators documented and authorized? Are the man-hours associated with this work included in the historical data provided in Attachment 2.
Typically, this work is performed under Service Order or Individual Job Order and issued by Task Order.
7 Attachment 5, Amend #1
CLINs X003, X004 and X008 all have a specified amount for G&A of
0.023. Is the Government telling Offerors that for these CLINS only a rate of 0.023 is allowed?
Attachment 5 has been revised.
Please utilize the version posted with Amendment 0002.
May offerors instead submit an enhanced Attachment 5? This would allow offerors to supply the Government with the required information while allowing offerors to remain complaint with their established Estimating Policies & Procedures and DCAA approved accounting practices?
8 Attachment 5 and Section B TE23, Amend #1
In Section B X003 has a quantity of 100 each and requests a unit cost and total costs. Attachment 5 shows this as an amount of $201,075.00 but requires detailed labor information. In addition TE23 is required to be completed by PWS section for a total of 4 hours. It is unclear how to complete each document.
TE23, what is required in column D “Total for 4 HOURS”. Is this a fully loaded composite rate for what it might cost if more than one labor type is needed for a limit of 4 hours? Example if an Electrician was needed for 3 hours and a Plumber for 1 hour. IF not, please provide clarification of what is needed.
A Attachment 5, CLIN X003. How does the information shown in TE23, column D convert over the Attachment 5? Please provide clarification
Section B, How does TE23 and Attachment 5 roll up into a unit cost in Section B. Please provide clarification.
Attachment 5 has been revised.
Please utilize the version posted with Amendment 0002.
9 C5.7.5. 82 This section requires that the Contractor schedule IJO workload to "efficiently balance workload with the available manpower" but also prohibits the contractor from using "service order/PM/SJO staff to perform IJO (except for emergency IJOs)". Since Section C.5.7.2 states that there are no potential IJOs, it appears that all non-emergency IJO work must be sub-contracted. Is this the intent?
C.5.7.2 states for emergency services, IJOs should not be assumed. Emergency response shall be accomplished via a Service Order. If follow on repairs are required, the Contractor shall provide an estimate and the KO will determine if the follow repairs will be performed by the Contractor.
It is not the intent for non-emergency IJOs to be sub-contracted. It will be up to the Contractor to determine how that work will be performed.
The intent is to ensure that SO/PM/SJO staff are not used to perform IJO work.

a) Would the Government consider removing the $10M threshold for the Alternate Project Manager?
b) Would the Government consider substituting years of experience in lieu of the education requirement for the Alternate Project Manager?
a) The requirement is not too restrictive based on the complexity of the tasks and the historical value of the contract.
b)No, the requirement states a Bachelor’s degree is required.
11 Per PWS Section C.5.13:

f) The Government’s General Fund Enterprise Business System (GFEBS) has the capability for meeting the UPH operations requirements.
12 TE22 lists multiple items equipment and specialized trade tools that require periodic maintenance (vehicles, etc.) and could require unanticipated repair or replacement. Since the equipment and tools are essential to performing the required services (heavy equipment, etc.). Is service and maintenance of these items provided by the government and at government expense or is the ISSC responsible for maintenance, repair, or rental/replacement of equipment/tools (as needed)?
GFE heavy equipment and fleet vehicles will be maintained by the Government.
13 The Base Year and the Phase-In both start August 1. Is the contractor responsible for full performance of the contract on August 1, or after Phase-In on September 15?
The Government will make a bilateral award with terms and conditions that must be adhered to.
14 C.5.19 Operation, Maintenance and Repair of Structures and Facilities
a. Do labor categories under C.5.19 go under CLIN 0001 Operational Staffing?

DFAR 252.237-7024 has been removed from the solicitation this plan. It is acceptable to include it at the end of Volume I - General & Contract Documentation?
23 RFP Section L, 1.6, Security Requirements
A DoD Contract Security Classification Specification, DD Form 254, will be incorporated as part of the contract. An Offeror must be able to perform requirements at the highest level (SECRET) to be eligible for award. In a similar bid for Fort Carson BOS, there is a similar requirement. After a pre-submission protest was filed, the Army changed this requirement to state that the Secret clearance was not required to be eligible for award.
The government requires offerors to be able to perform requirements at the highest level (SECRET) to be eligible for award. 1) What proof of capability to perform at the SECRET level does the government require for award eligibility? 2) Must the offeror prove this capability to eligible for submission of a proposal?
See C.1.7.3 for clearance requirements.

27 RFP, Standard Form 33, Block 9
Block 9 requires offers to be delivered to the MICC at JBLM not later than by 2 p.m., 15 May 2017
Our experience is that a Monday delivery cuts short the time alloted for proposal preparation and production, and presents shipping challenges. To allow sufficient time for preparation of proposals, production, shipping, and guaranteed delivery, will the government extend the submission date to 2 p.m. 19 May 2017?
Requests for an extension are being considered. Any additional extension offered will be posted in Amendment 0003.
28 RFP Section L,
3.3.4 SUB-
FACTOR 2:
MANAGEMENT
AND
ORGANIZATION
AL PLAN
The Offeror shall submit a detailed organizational chart and narrative that includes its organizational structure; provides adequate oversight of all functional areas; clearly identifies the key positions, the qualifications of those position(s), responsibilities, and their resumes; and explains what parts of the organization are responsible for what work (identifies each organizational element, i.e., Division/ Branch/ Team, and what work they are responsible for managing and accomplishing; where decision making authority lies within the organization; and clearly describes the work performed by teaming partners).
The reference requires identification of key positions and submission of resumes. Our practice is to begin the search for key personnel who meet or exceed the specified qualifications (PWS C.1.4.8.1.2 Qualifications) once we have identified an opportunity to bid on; however, we do not hire until an award is received. While we can clearly state in our proposal which positions are key and state the organizational responsibilities and authorities, we cannot provide the names and resumes of our key personnel until we have hired them for a contract-awarded. Additionally, we are required by Executive Order to extend offers of employment to qualified incumbent personnel. During phase-in, we would want the opportunity to interview the incumbent key personnel. This benefits the government by retaining their institutional knowledge. Finally, with the typical time to award a contract of this nature exceeding 1 year, ensuring key personnel are available at contract award is nearly impossible. Will the government
This is a pre-award requirement. Please review Section L Para 3.3.4 and the PWS Para C.1.4.8.1.2 for submission requirements.
accept assurance that key personnel will meet or exceed the required qualifications, followed by submission of resumes upon contract award?
29 Technical Exhibit 5 What is the overall length of the water system? What are the Pipe Sizes/types? Would the government provide a map?
The length, sizes and types have been added to TE2.
30 Section L, 3.1.1, Table 3.1.1
The digital format for Volume I is MS Word. Many of the Section L and M requirements come from the RFP. We would need to copy the PDFs from the RFP and insert them into a word document. That is difficult for both the government and offerors to handle. Additionally, MS Word files, depending on the version, can look differently on government computers.
We recommend the government allow offerors to submit each volume as a
PDF.
Will the government allow offerors to submit our proposal files in PDF format with the exception of pricing excel spreadsheets?
Section L para 2.2.2 describes the uniform standard used in all Government contracts.
31 Reference RFP Section L—Volume I, 3.2.8 and Section I Clause 52.223-3, is the Offeror required to complete this clause for incorporation into the submitted proposal, or is this to be completed after contract award? The information required for completion could be in excess of 80 pages; if the Offeror is to include this in the submitted proposal, will the government allow this to be an addendum to the proposal?
No, the limit has been increased to 125 pages.
32 On what date do you anticipate releasing the conformed solicitation? A conformed copy will be provided when it is complete, or meaningful.
33 Section L, Item 3.2.5 states “The government has agreed to provide materials as needed. Materials that the government cannot provide will be captured at the Task Order Level, or through the Reimbursable CLINs when authorized.” However, PWS Section 4.2 states “The Contractor shall furnish all additional supplies and materials necessary to meet the requirements of the contract.”
QUESTION: Are materials and supplies provided by the government and / or reimbursed to the contractor for all Work Levels (Preventive Maintenance, Service Orders, IJOs) and Priority Levels or are materials and supplies only provided for Emergency Service Orders and Negotiated IJOs?
Preventive Maintenance, Emergency Service Orders and Negotiated IJOs should include materials and supplies. The CLIN for Reimbursables will cover other items
34 In reference to the Answer to Question #2 dated April 26, 2017, since the government cannot provide workload history / estimate data, therefore making it impossible to provide an accurate firm fixed price, will the Lead, Asbestos, Mold Abatement work be issued through an IJO?
Yes, these tasks are not considered Preventive Maintenance.
35 In reference to the Answer to Question #2 dated April 26, 2017, since the government cannot provide workload history / estimate data, therefore making it impossible to provide an accurate firm fixed price, will the Vehicle Platform Beds Repair / Replacement work be issued through an
IJO?
Yes, these tasks are not considered Preventive Maintenance.
36 Att.
37 C.5.11.1 C.1-85 This paragraph states, “Limited scheduled PM and inspection will be performed on kitchen equipment that is not real property and belongs to the user”. Please identify the equipment covered by this requirement. Food Service Equipment and Repair is performed on an as-needed basis. Historical data indicates an average of 410 man-hour’s annually.
38 C5.7.5. 82 This section requires that the Contractor schedule IJO workload to "efficiently balance workload with the available manpower" but also prohibits the contractor from using "service order/PM/SJO staff to perform IJO (except for emergency IJOs)".
It will be up to the
Contractor to determine how that work will be performed.
The intent is to ensure that SO/PM/SJO staff are not used to perform IJO work.
39 The Base Year and the Phase-In both start August 1. Is the contractor responsible for full performance of the contract on August 1, or after Phase-In on September 15?
The Government will make a bilateral award with terms and conditions that must be adhered to.

Question:Do we enter UPH information in HOMES?
No. The contractor is not required to utilize “HOMES” for UPH information.
41 Attachment #5, YPG Price Breakdown for Evaluation – Base through Option 4 Tabs has formula errors.
a) Column I – Overtime – although it doesn’t appear to impact other formulas in the sheets, the lead pay is not included in the formula.
b) Column K – Direct Labor – this column has multiple formulas, i.e., cell K8 formula is different than cells K9- K15. Both formulas seem to be incorrectly calculating direct labor cost.
c) Attachment 5, Section B, Price Breakdown, provided by the Government includes for CLIN 0005 (and corresponding option years), Negotiated IJOs – Construction, a plug number of $100,000, and CLIN 0006 (and corresponding option years), Negotiated IJOs – Services, a plug number of $750,000. Do these plug numbers include Materials, Labor, G&A and Profit?
d) The spreadsheets included in Attachment 5, Section B, Price Breakdown include materials/supplies in all of the FFP CLINs. Should the Offeror bid materials/supplies in each of the FFP CLINs or are all materials/supplies for the FFP included in the plug number for CLIN 0009 (and corresponding option years)? Also, please clarify to what material you are referring under the Column T in each of the FFP CLINs.
Attachment 5 has been revised.
42 Technical Exhibit 2 does not include Workload History for the Planning/Estimating Section. For example, the estimated number of Desk Estimates, Detailed Estimates, and CADD Project Drawings performed by this section each year. This workload will enable Offerors to develop staffing for the Planning and Estimating Section.
This information has been added to TE 2
43 In reference to Paragraph C.4.5.5.2 Mission Critical/Disaster Preparedness Stock List, are these supplies and materials Contractor Furnished or Government Furnished? We understand that the Contractor must maintain and submit the list, but who furnishes these supplies? If the Government furnishes, it should be provided in the Government Furnished Materials attachment.
These items will be contractor furnished.
44 C.5.11.1 C.1-85 This paragraph states, “Limited scheduled PM and inspection will be performed on kitchen equipment that is not real property and belongs to the user”. Please identify the equipment covered by this requirement. Since there is no workload for Food Service Equipment broken out in Technical Exhibit 2, please provide workload to support the PWS requirements.
Food Service Equipment and Repair is performed on an as-needed basis. Historical data indicates an average of 410 man-hour’s annually.
45 PWS Page 85 In PWS Section C.5.11.4, it states the contractor will be responsible for all food service equipment replacements. Please clarify whether a threshold exists and/or provide historical data on replacements.
The equipment is purchased by YPG customers, the Contractor is responsible for installation, repair, and removal as required.
