Document Reference Question Response
1 PWS C.5.23 is not used now but in old it was for Maintenance and repair of Portable Fire Extinguishers. TE 2, Workload history, Page 2, still shows 1.0 Man Year.
Should the TE 2 be changed or the PWS? Please clarify.
TE #2 will be revised to reflect that the Fire Extinguisher requirement is removed.
2 There was a CBA included last time, there is not one this time in the final RFP. Please confirm that NO CBA is in effect? If there is one, will Government please provide?
Current CBA attached to forthcoming Amendment.
3 Ref. Section E Inspection and Acceptance cites FAR Clause 52.246-5 Inspection of Services Cost-Reimbursement. Review of Section B indicates all Service related CLINs are Fixed Price. Is this the correct clause or should this be 52.246-4 Inspection of Services—Fixed-Price?
Clause replaced with correct clause for Fixed-price, 52.246-4 in forthcoming Amendment.
4 Ref. Section E Inspection and Acceptance cites FAR Clause 52.246-11 Higher-Level Contract Quality Requirement. What is the higher-level quality standard(s) the Government requires?
Clause removed in forthcoming Amendment.
5 Ref. Section G Contract Administration Data cites DFARS 252.225- 7048 Export-Controlled Items. This clause requires the contractor "to register with the Department of State in accordance with the ITAR”.
Will the Government identify the export-controlled “items” or “defense items” in the PWS and functional areas that the contractor is responsible to manufacture, export, or broker?
This clause has been deleted due to no known requirement for export-controlled items within this contract.
6 Ref. Section I Contract Clause 52.222-42 Statement of Equivalent Rates for Federal Hires. Will the Government identify and provide “the classes of service employees expected to be employed under the contract and states [sic] the wages and fringe benefits payable”?
Included in Solicitation posted 4/6/17.
7 Ref. Section I contains Contract Clauses 52.242-3 Penalties for Unallowable Costs and 52.242-4 Certification of Final Indirect Costs.
Are these two clauses applicable to this solicitation and resulting contract?
52.242-3 and 52.242-4 are removed from the Solicitation in forthcoming Amendment.
8 Ref. Section L VOLUME IV – FACTOR 3: COST/PRICE. Discusses Attachment 16 but could not find this. Could the Govt pls provide the draft Attachment 16?
Per Amendment 0001, Attachment #16 in Section L has been renumbered to Attachment #5.
9 Somewhat confused by the site visit information in Amend 01. Pre- Proposal conference at 8:00 then after, board the site visit bus at 7:45.
DPW will have a bus waiting at the Visitor's Center to pick up the registered attendees so everyone can leave their vehicles at that parking lot.
They will load the bus around 7:45 a.m., drive to Building 2364, where you will off-load for the Pre-proposal Conference which will start around 8:00 a.m., then guests will get back on the bus for a brief tour of several of the facilities where work will be performed before returning everyone to the Visitor's Center.
