Responses to Questions #3
1 Paragraph C.5.3.3 Detailed Estimates, requires the Contractor’s estimate to be within +/- 10% of the actual cost of the project. This evaluation process was appropriate in the current contract where the Contractor was performing the work, but most of these estimates will be performed via other contract vehicles by other Contractors. How can the awardee of this contract’s estimators be held responsible for other Contractor’s prices or performance? We recommend that this contract’s estimates are prepared with the same estimating system (RSMeans ?) as the Contractor who will be performing the work. Estimates should be compared in the same format. Also recommend desk estimates be prepared in RSMeans as an IGE for the Government to compare with MATOC/JOC contractor’s estimates for the specified project.
The contractor is responsible for their estimators and the estimates they produce.
2 Ref. Section L contains Provision 52.216-1 Type of Contract which states “The Government contemplates award of a Cost-Plus-Fixed-Fee contract resulting from this solicitation.” Is this correct? If so, which CLINs in Section B is/are CPFF?

7 Paragraph C.1.4.8.1.2 Qualifications, requires the Project Manager to have five years operation experience with minimum of two years as the Project Manager on Operation and Maintenance (O&M) contract greater than $20 million per year, and the Alternate Project Manager with $10 million per year. The $20 million per year is more than twice the value of this contract, and an unreasonable requirement for a contract with a $38.5M
The requirement is not too restrictive based on the complexity of the tasks and the historical value of the contract.
small business set aside. We recommend a lower dollar amount more in line with the value of this contract.
8 Paragraph C.4.5.4.3 Record Files, requires the Contractor to maintain a system of record files to include purchase orders, vendor receipts and issue slips in order to establish an audit trail for all purchases and issues. This appears to be a paragraph that would be included in Cost Contracts. All of the CLINs are FPP, and Contractor’s performance should be evaluated based on the quality and timeliness of the completion of services. The Contractor should not be required to provide an audit trail for materials included in an FFP.
This RFP will result in a FFP contract with Cost Reimbursable CLINs which will require the level of administration described in para C.4.5.4.3.
9 Section L, Para 3.3.5: Make reference to Attachment #21 in 2nd paragraph.
• Where is Attachment #21 in the proposal documents or is the Technical Exhibit 21?
If so are the labor categories just suggested or ones that must be staffed against and no changes allowed either adding more or changing what is there, please clarify?
• Paragraph should read “Technical Exhibit #21”
• Technical Exhibit #21 was prepared as guidelines for the offeror to utilize for demonstrating their staffing plan. It is the responsibility of the offeror to provide the labor categories necessary to perform the tasks described in the PWS.
10 RFP Section L, Para 2.1.2 Page Limitations: The draft had a page limit of 75, will the page limit be increased to 125 vs 75 since the spacing is 1.5 and all the areas to be addressed in Para 3.3 Factor 1, Mission Capability?
