MICC – Fort Sill Subject: Contractor Questions and Government Answers – Fort Sill MATOC Solicitation Number: W9124L-23-B-0001 Fort Sill MATOC
1. QUESTION: Please confirm if the Fire Alarm & Mass Notification System will require smoke and/or heat detection in all spaces (closets, bathrooms, etc.) of the facility since there is no fire sprinkler system in the building.
ANSWER: Smoke and/or heat detectors are not required in closets and bathrooms but are required in janitor closets.
2. QUESTION: Please confirm if the Fire Alarm & Mass Notification System Text Message Signs for the Mass Notification System within the facility are required to be the “Scrolling Text” type of device, or is the “Evacuate / Announcement” type acceptable for this project. (There are major pricing differences in the two different systems due to different equipment costs, power requirements and battery requirements.)
ANSWER: Scrolling text signs are required.
3. QUESTION: Please confirm if the Fire Alarm & Mass Notification System requires strobes be installed in all spaces throughout this facility (including all sleeping rooms, all restroom areas, etc.) as it appears to be asked for in the Fort Sill Public Works “ELECTRICAL GENERAL REQUIREMENTS” section 6.5 where it states “Provide visual notification signals in areas where hearing protection is worn due to high ambient noise levels. Also, visual notification signals must be provided in all areas of the building, even if some areas in the building are only accessed occasionally by personnel who are hearing impaired and granted unaccompanied access, such as maintenance or cleaning personnel.”
ANSWER: Yes, speaker/strobes are required in sleeping areas.
4. QUESTION: Please confirm if a Fire Protection Engineer is required to approve the Fire Alarm and Mass Notification System shop drawings or is a NICET Level IV Fire Alarm Technician review sufficient for this project?
ANSWER: Per UFC 3-600-01 Section 9-18,2 a QFPE is required.

5. QUESTION: If a Fire Protection Engineer is required for this project, can you define their complete scope of work for the project. Are they responsible to provide a complete project design analysis plus develop specification and drawings at 35%, 65%, 95% and IFC levels? Is sound modeling for all spaces for predictive intelligibility speaker selection and settings required? Will the FPE be required to review and approve shop drawings and testing plans? What is the FPE involvement requirements for the testing processes, if any?
ANSWER: Per UFC 3-600-01 Section 9-18,2 their role is as follows: For Army, construction (shop) drawings and calculations must be prepared by, or prepared under the immediate supervision of, the QFPE. The QFPE must affix their professional engineering stamp with signature to the shop drawings, calculations and material data sheets, indicating approval prior to submitting the fire alarm system shop drawings to the DFPE. The QFPE must monitor the installation of the fire alarm system and certify in writing that the fire alarm system has been constructed and operates as intended in the design plans and specifications.
6. QUESTION: Please identify all gas fire appliances and their locations for carbon monoxide detection requirements.
ANSWER: Gas boiler in basement mechanical room, gas dryers in 1st and 2nd floor laundry rooms.
7. QUESTION: Please confirm if a new Monaco Transceiver and antenna system is required for this project.
ANSWER: A new Monaco BT-XM is required but existing antenna can be reused.
8. QUESTION: 28 31 75 Specifications item 2.12.5 Protection Circuits states: Each amplifier shall be constantly supervised for any condition that could render the amplifier inoperable at its maximum output. Failure of any component shall cause automatic transfer to a designated backup amplifier, illumination of a visual "amplifier trouble" indicator on the control panel, appropriate logging of the condition on the system printer, and other actions for trouble conditions as specified. Please confirm back-up amplifiers are required. And please confirm if a System Printer is required.
ANSWER: A back up amplifiers are required, system printer is not required.

9. QUESTION: 28 31 75 Specifications item 2.17.1 Alarm Wiring calls for the SLC (Signaling Line Circuit) to be a minimum of # 14 AWG solid copper cable. The manufacturers recommended cable size is a # 18 AWG cable. Would a #16 AWG SLC cable be acceptable for this project?
ANSWER: Per UFC 3-600-01 section 9-18.9.4.2, All signaling line circuits must be minimum 18 AWG. Initiating device and notification appliance circuits must be minimum 16 AWG.
10. QUESTION: 28 31 75 Specifications item 3.8.1 Instructor calls the “Equipment manufacturer or a factory representative instructor shall provide 48 hours of onsite technical training and programing to the Government personnel.” 48 hours is an odd duration (one week and one day for 8 Hour Days) for on-site training.
Please confirm this training requirement.
ANSWER: The 48 hours of onsite training is to provide emergency responders and maintenance the basic operations of the system and additional training for base maintenance on the software programming as necessary to comply with 28 31 76 paragraph 3.10.4 Special Tools.
11. QUESTION: Are there any other hazardous materials? Asbestos report states none. What about lead?
ANSWER: No lead base paint has been identified in this facility.
12. QUESTION: Reading thru the specifications it states this is an electronic bid but the Solicitation form states 1ea sealed package, hard copy is to be delivered to Ft. Sill at the address stated in box 7. Does a hard copy need to be delivered on bid day? Thank you for your help.
ANSWER: Refer to Section L of the solicitation, paragraph 1. Either a hard copy bid, or an electronic bid shall be submitted prior to the closing date and time identified in block 13 of the SF 1442. You can provide your bid either electronically with the instructions in A. 1.1 of Section L, or a hard copy in accordance with A. 1.2 of Section L.
13. QUESTION: According to the RFP an original signatures are required on the SF1442 and Amendments. Since the proposal is submitted electronically, can these forms be signed electronically?
