1. QUESTION: Can work hours be expanded?
ANSWER: Reference Attachment 8, Section 01 10 00, paragraph 1.14. Normal duty hours for work are Monday through Friday, 7:30 a.m. – 4:00 p.m. CST, excluding federally recognized holidays. Weekend work and holiday work will be allowed with approval from the Contracting
Officer, this work should be requested at least seven calendar days in advance.
2. QUESTION: Will the attendance roster be published in a future addendum?
ANSWER: The Government released the Contractor Sign In Sheet in Amendment 0001 with required redactions in accordance with (IAW) Army Regulation 340-21 and Federal Acquisition
Regulation (FAR) Part 24, and Army Federal Regulation Supplement (AFARS) Subpart 5124.1.
3. QUESTION: Is a bid bond required? In section 5.5 it states that P&P bond of $10M is required. But, in section 5.4.1 it states that all member of a JV must sign the bid bond.
ANSWER: No bid bond is required. See revised Section L- Instruction, Conditions and Notice to Bidders, paragraph 5.4.1. As a JV, all members of the JV shall sign the SF 1442, Corporate
Certificate and the performance and payment bond capacity documentation unless a written agreement by the JV is furnished with the bid designating one firm with the authority to bind the other member(s) of the JV.
4. QUESTION: Are there any further qualifications requirements due with our response besides the 1442, Reps & Certs and copy of a JV agreement?
ANSWER: Yes, performance and payment bond capacity documentation. Refer to the
Solicitation – W9124L23B0001, Section L – Instructions, Conditions and Notices to Bidders; C.
Bid Preparation Instructions, 5. Bid Content.
5. QUESTION: Are there any requirements with stipulations for the submission of any Key
Personnel, PPQ’s or Past Performance?
ANSWER: No. Refer to the Solicitation – W9124L23B0001, Section L – Instructions, Conditions and Notices to Bidders; C. Bid Preparation Instructions, 5. Bid Content for bid requirements and Section M- Evaluation Factors for award.
6. QUESTION: We highly recommend the Government reconsider revising Section L and
Section M of the RFP, and require, at a minimum, a technical proposal that allows the GOV

Is adding additional qualification requirements something the gov would consider so contracts and not awarded solely on low price?
ANSWER: We appreciate your comments. This is a IFB not an RFP. The Government has broad discretion to determine its needs and the best way to meet them. The concerns you conveyed were considered prior to arriving at the proposed acquisition strategy. The
Government acknowledges some risks exist but believe this approach will support our needs. As with all contracts, the possibility of “buying in” exists. The Government has adequate remedies under the contract to address any default by Contractor(s). As required in FAR 9.203(b), a contract award will not be met without an affirmative determination of responsibility. Per FAR
9.104-3(b), A prospective contractor that is or recently has been seriously deficient in contract performance shall be presumed to be non-responsible. At that time, the issue will be referred to the Small Business Administration to certify the company/contractor is or is not responsible
(FAR 19.601). Refer to the Solicitation – W9124L23B0001- Section M Basis for award and evaluation, paragraph c. Once the winning bid(s) is (are) selected, the Contracting Office must determine if the price is fair and reasonable and if the contractor meets the responsibility criteria in FAR Part 9 (Contractor Qualifications) and Subpart 9.4- Debarment, Suspension and
Ineligibility. If the Contracting Office determines that a contractor past performance is unallowable, the Contracting Office will confer with the Small Business Association to determine if the Contractor is able to perform on this MAID-IQ.
7. QUESTION: Please confirm there is no technical or managerial approach volume required with proposal submission. None were noted within Section C Bid Preparation Instructions.
ANSWER: Correct, no technical or managerial approach volume are required.
8. QUESTION: Section L, paragraph C.5.5.2 states to submit SF 1442 Section B (Supplies or
Services and Prices/Costs) as part of the bid package. However, Section B includes line items for the MATOC Base Year, Option Year 1, Option Year 2, Option Year 3, and Option Year
4. There doesn’t appear to be a line item for the SEED Project. Please advise where within
Section B Offerors are to include the price for the SEED Project, and please advise on how, Attachment 12 - Fort Sill MATOC QA MICC if any, Offerors are to complete the Section B for the MATOC Base Year and all Option
Years.
ANSWER: Refer to Solicitation – W9124L23B0001, Section B and Section L will be revised to clarify. Insert the bid for the SEED Project into Contract Line-Item Number (CLIN) 0001.
CLIN’s 1000-4000 can be ignored for bidding on this IFB.
9. QUESTION: Please confirm if “RESIDING” in the United States means must have a United
States Citizenship to work on Fort Sill Base?
ANSWER: Refer to Attachment 1 – SOW MATOC SILL-Rev3-2-14-2023 Section 1.6.8 for information regarding what is needed for contractors or subcontractors to access Fort Sill.
10. QUESTION: Line 11 Project Completion Duration Calendar Days was blank. Please provide the anticipated duration for this Repair HVAC System Bldg. 4702 SEED Project.
ANSWER: Refer to Revised Solicitation – W9124L23B0001, FAR Clause 52.211-10. 240
Calendar days after the date of receipt of notice to proceed.
11. QUESTION: Can the Government provide an example of additional documents that may be required and do they need to be included in the proposal submission or upon request.
ANSWER: Refer to the Solicitation – W9124L23B0001, Section L – Instructions, Conditions and Notices to Bidders; C. Bid Preparation Instructions, 5. Bid Content for documents that need to be submitted for a bid to be found responsive.
12. QUESTION: The Statement of Work list the personal required to complete this contract although I do not see that listed as and IFB requirement. Is this correct?
ANSWER: Correct. Personnel requirements will be a required submittal after award.
13. QUESTION: Is there a separate IFB attachment besides the solicitation if you can you please send.
ANSWER: All attachments and technical exhibits can be found on Sam.gov under the IFB
W9124L23B0001.
14. QUESTION: Regarding period of performance for task orders issued under this contract vehicle, will they be non-negotiable or negotiable due to lead times for various equipment and
Attachment 12 - Fort Sill MATOC QA MICC materials? Further will staged/phased notice-to-proceed be provided to help combat lead time and other factors affecting period of performance.
ANSWER: Refer to the Solicitation – W9124L23B0001-Section H Special Contract
Requirements, paragraph H19 and H29 and FAR Clause 52.249-10. The completion of work on
Task Orders (TOs) is independent of each other and may run concurrently. Contractors should ensure that performance of TOs that run concurrently are staffed to work TOs simultaneously in order to complete the TO by the completion date stated in the TO.
15. QUESTION: Is there currently funding for the seed project?
ANSWER: Refer to the Solicitation – W9124L23B0001- Section M, Basis for award and evaluation, paragraph b. Notice to bidder(s): Funds are currently available for this effort.
16. QUESTION: How will it be confirmed that we are, in fact, an 8(a) firm since the SBA no longer reviews/approves joint ventures for competitive 8(a) set-asides.
ANSWER: Refer to the Solicitation – W9124L23B0001- Section M, Basis for award and evaluation, paragraph c. Once the winning bid(s) is (are) selected, the Contracting Office will obtain small business eligibility determination from the Oklahoma Small Business
Administration (SBA). For any Joint Venture (JV) contractor(s) an eligibility determination will be done for each 8(a) contractor that is part of the JV.
