Responses to Questions from Industry for Solicitation W9124D-20-R-0034 Consolidated JOC/MATOC:
Q1. Due to the extension on Questions deadline and the amount of outstanding questions, can we please also request an extension to the Due Date as well so that we have an adequate amount of time to understand the contract after answers have been issued and get our proposal put together with this information?
A1. Amendment 0002 revises the proposal due date.
Q2. SOW_ATT_00, page 4, paragraph c references “Attachment 12 for more specific details and bid examples.”
Attachment 12 that was not provided. Please provide the referenced attachment 12.
A2. See Amendment 0002; Attachment 12 has been added.
Q3. Are offerors expected to provide RS Means line item pricing and apply a coefficient for the seed project and if so where is this information supposed to be provided in our proposal since CLIN 0001 only requires a lump sum price be inserted?
A3. The seed project is not a JOC requirement; a lump sum price for MATOC is to be included in proposals.
Q4. Typically coefficients and unit price books are utilized for single award contracts and not multiple award contracts such as this one since in theory, the contractor with the lowest coefficient should win every task order since the qty’s of work should be the same for all bidders. Under multiple award contracts, bidders typically compete amongst other MATOC awardees and the low price offeror is awarded the task order. Please clarify if subsequent task orders under this contract action will require RS Means online line item pricing with a contractor coefficient applied or will task order be awarded based on the low lump sum price as competed amongst MATOC holders?
A4. See Revised SOW, paragraph 1.3. Exact work/task to be performed shall be indicated on individual task orders.
Task Order requests shall be identified as either JOC, or MATOC, as stated in the individual Requests for Task Order Proposals. The contractor shall complete all work and services under this contract in accordance with schedules indicated in individual task orders.
Q5. If a coefficient is to be proposed in response to the solicitation, we assume the contractor’s proposed coefficient is for the life of the contract. Is this correct?
A5. Correct
Q6. Given current circumstances around COVID – 19, would the government consider accepting electronic copies of proposals to be emailed rather than have hard copies hand delivered?
A6. There will be no change to the proposal submission requirement. Please submit proposals as instructed in Solicitation, Sections L and Section M.
Q7. If projects used in our proposal for past experience are federal projects with a completed CPAR’s, can the CPAR’s be utilized in lieu of Past Performance Questionnaires?
A7. That is acceptable.
Q8. Is the seed project to be bid as a JOC or MATOC project? If a MATOC project, where will the coefficient need to be shown?
A8. The seed project is to be proposed as a MATOC; a coefficient is not required for MATOC requirements.
Q9. What distinguishes whether a project will be presented as a JOC or MATOC project? Will it be the dollar amount, size, etc?
A9. See response to Question 4, above.
Q10. According to the seed project drawing Bid Option #1, it states to check three areas to determine the amount of existing stone (minimum of 10” compacted D.G.A is required). How do we determine the thickness of existing D.G.A. subbase prior to bid? Does government have an estimated thickness?
A10. See Amendment 0002, Revised ATT 00b, for revisions to seed project drawings.
Q11. How will the Contractor laydown area lot be determined? General contractors that self-perform will need additional space over a non-performing general contractor.
A11 .Each awardee will be provided a location for set-up and storage of equipment as noted in ATT 06; no additional space will be provided to any awardee.
Q12. Will there be a Seed Project laydown area available for the contractor?
A12. If the awardee needs a laydown area, it will be provided in the smaller parking lot just north of Pershing Drive on the east side of the circle.
Q13. Will the prepping of the contractor laydown area on Queen Street be the responsibility of the MATOC contract holder or the government? Will the contractor be allowed to drop trees in their assigned area?
A13. The Contractor, upon award, will be provided with a laydown area; all site preparations, security and utilities are the responsibility of the contractor. The contractor can limb trees but if a tree needs to be removed, the environmental regulations from SOW, ATT 15 apply.
Q14. During the pre-bid conference it was stated there would be changes to the scope of work for the seed project and an Amendment would be issued within a few days. Will there be additional time given to ask RFI’s?
A14. Additional time for questions was provided in Amendment 0001.
Q15. It states in paragraph L.3.2-b that digital copies on CD-ROM disk shall be provided in Microsoft Word, PowerPoint and/or Excel. Do you want these in PDF format as well?
A.15. Please follow Solicitation, Section L.3.2 Proposal Format for submission instructions.
Q16. Page 64 of the Solicitation, paragraph M.5.1 states contractor shall submit the following documents as part of the Price Proposal. Offerors shall prepare pricing information for the Seed Project, provided in Attachments 00a and 00b however these attachments were not available on beta.sam.gov. Will these attachments be made available?
A16. The attachments were included as attachments to the solicitation. Please see ATT 00a and 00b (updated/revised in Amendment 0001, and further revision to ATT 00b and 00c in Amendment 0002).
Q17. Page 65 of the Solicitation, paragraph M.5.2, refers to L.6.3. On page 55, L.6.3 states the Offeror is required to complete the Price Proposal Breakdown Worksheet, for the Seed Project, included in Attachment 00a however there was no attachment in beta.sam.gov. Will the attachment be made available?
A17. This form is included in ATT 00a Seed Project Specifications, as Section 110, Bid Form.
Q18. In Section 00311 of the seed project specifications states will receive contract no later than 15 June 2020 and will complete all work within 120 calendar days. Is a new date going to be given?
A18. The anticipated date of award was revised in ATT 00a, as revised in Amendment 0001. The date will be finalized with task order award; the number of days for completion of all work will not change.
Q19. Attachment 8 lists AutoDesk AutoCAD V 2017 however version 2017 is no longer available. Will a current version be acceptable?
A19. Yes, files can be saved to an older version so DPW-ESD will be able to open them.
Q20. What is the intent of this contract? A20. Please see ATT 00 Part 1.
Q21. Will there be multiple JOC bidders?
A21. All contracts awarded will include both JOC and MATOC actions; all contract awardees will be afforded the opportunity to provide a proposal/bid for all requests for both JOC and MATOC task order proposals.
Q22. Will MATOC RFPs require an RS Means estimate? A22. No
Q23. Is the intent of the contract to have seven (7) contractors providing RS Means/JOC proposals or seven (7) MATOC shareholders and one (1) JOC Contractor?
A23. See response to Question 21 above.
Q24. The solicitation does not account for applying a coefficient to the UPBs, is MICC requesting for use to provide a coefficient against the UPBs?
A24. See Amendment 0002, revised Section L.6 Volume 3: Factor 3—Price. Offerors shall provide a coefficient to be used throughout the contract period of performance.

Q28. Para. 1.4.3 & 1.4.4:

Q29. Para. 2.1.10.1:

A.35. No, the concrete is visible through the asphalt in areas where it has deteriorated and the thickness is minimal.
Similar projects in the past the concrete has been 12” and under with little to no DGA. If DGA is encountered the removal of it will require the same procedure as the removal of earth and will not be considered for a modification to the contract.
