About this file

This document provides an amendment to a solicitation for Cyber Center of Excellence Instructor Training Support Services. The amendment extends the proposal due date to January 21, 2021 and clarifies previous responses. The solicitation seeks proposals for multiple award ID/IQ contracts for comprehensive training and training support services to support development and execution of Military Occupational Specialty training in career fields including Signal, Cyber, and Electronic Warfare for both enlisted personnel and officers. The contracts would have a one year base period and four one-year options. The applicable NAICS code is 611430 with a $12 million small business size standard. The requirement is totally set aside for small businesses. The solicitation and amendments are available on beta.sam.gov and contractors should check for additional amendments. Questions were due by October 7, 2020 and proposals are due January 21, 2021. The Department of the Army Mission and Installation Contracting Command at Fort Eustis will evaluate proposals and make the award.

The following items are applicable to this modification:

Clarification to Previous Amendments

1. Prime and subs must submit Attachment 3 TCPPE for the 7 professional labor categories. The latest conformed RFP still states in multiple places that Offerors will complete Attachment 3. There is no reference to subs submitting. It is our understanding that the conformed RFP takes precedence over questions and answers in the evaluation. As such, the source selection would be based on what is stated in the RFP and not the clarifying information presented in the answers to questions. As such, will the Gov’t provide an update to the Instructions to Offerors that states definitely that subs are also required to submit?

Response: This clarifying guidance takes precedence over what was mentioned in previous Amendments. All offerors, subcontractors, and/or Teaming Partners must submit an Attachment 3 – Employee Total Compensation Plan Pricing Sheet that they ONLY intend to provide service for, NOT for each Professional Labor Category. The Proposal Preparation Instructions Addendum to FAR 52.212-1 has been revised to reflect Offeror, subcontractors, and/or Teaming Partners to submit an Attachment 3 – Employee Total Compensation Plan Pricing Sheet that each intends to perform.

2. W911SF-20-R-0031, amendment 0008, page 56, D. EVALUATION APPROACH, Factor 1. Staffing and Management Approach states:

“The Government will compare the proposed staffing mix, i.e. labor composition (e.g.

labor categories, grade, qualifications, etc.), to the Government estimate to ensure the expected outcome. The Government will evaluate the staffing mix (e.g. labor categories) for the proposed non-professional positions. The Government would evaluate the extent to which it believes that this proposed staffing mix would result in successful performance. Factor 1 will be rated using the combined technical/risk ratings in the Table below.”

However, proposal preparation instructions for Volume I do not mention a Staffing Mix. Can the government please clarify whether or not a Staffing Mix should be included in Volume I? If a Staffing Mix is to be included in Volume I, can the government please specify what should be included in the Staffing Mix?

Response: Staffing Mix has been added as TAB E under Proposal Preparation Instructions; Addendum to FAR 52.212-1; A. Proposal Submission; 2. Proposal Files;

Volume I: Factor 1 –Staffing and Management Approach.
