SECTION SF 1449 - CONTINUATION SHEET
Clarification to Amendment 0005 and 0006
1. Response to question 71 (how many of the 133,776 Unclassifed Instruction hours are for the Signal School and Cyber School respectively?) states, "See Technical Exhibit 4 ATRRS Course Data." Attachment 4 only has a total of 99,203.09 hours. There are also courses that don't include any Instruction hours for example the Digital Wideband Technician course and the Satellite Trans System Operators course. How many of the 133,776 Unclassified Instruction hours are for the Signal School and Cyber School respectively since Attachment 4 only lists 99,203.09 hours?
Response: The ATTRS course list data (FY20) provided is to show an overview of the type of course work required, not for a determination of “Estimated” hours.
This is an estimate of current workload, based on anticipated FY20 data. Keep in mind, the Task Order will determine the government estimated workload.
2. Amendment 0006 Question 6. In reading the questions in the proposal, Q#127 states that the subs need to submit a Total Compensation Plan but in Q#151 it states that they do NOT have to submit a Total Compensation Plan…contradicting answers, please clarify?.. Response: Yes, Subcontractors need to submit a Total Compensation Plan.
Proposal preparation instructions: “Should a contract be awarded to the offeror, the final proposed labor category rates will become the maximum rates allowable (ceiling rate) for each labor category under the resultant contract when pricing TOs and TO modifications under the IDIQ MATOC.”
Should this only be required if the Prime contractor is utilizing any of the subcontractor rates as ceiling rates? Or should this only required if the subcontractors are receiving a guaranteed percentage (i.e. more than 25%) of the workshare?
Response: Subcontrator is required to submit Total Compensation Plan if the Prime is utilizing any of the subcontractor rates.
3. Labor Categories in Attachment 1: Mapping several different labor categories from exhibit 6 to one labor category in Attachment 1 could price a vendor out if they use a ceiling rate. For example, the actual salaries for the categories that make up the Cyber Instructor/Writer LCAT could be a broad range. By pricing only one category, the vendor is taking the chance of not being able to compete on some TO’s because they can’t exceed the ceiling rate from the original bid, or if they price the ceiling at the highest rate, they could be out of the competitive range at the IDIQ level. Pricing all of the LCATS in Exhibit 6 would provide the government more realistic and reasonable pricing. Also, is it possible for the labor hours to be broken down by LCATS from Exhibit 6?
Response: For each labor category listed in the revised Attachment 1, Pricing Worksheet, the offeror should use TE 6 - Historical Labor Categories, for informational purposes and has a crosswalk to Cyber and Signal requirements for the Historical Labor Categories. Offerors can utilize TE 6 to determine labor categories to support tasks 5.1 through 5.4 in the revised PWS. For non-professional positions, the offeror may utilize different labor categories than those listed in TE 6 to develop their pricing.
Offerors may breakdown Attachment 1 – Pricing Worksheet Labor Categories with TE 6 labor categories however, the Government will not provide the hours for each TE 6 labor category. The number of proposed hours for each labor category proposed from TE 6 for each labor category in Attachment 1 should total the number of hours in Attachment 1. Specific labor categories and estimated hours will be provided at the task order level. Labor hours in Attachment 1 are based on estimated hours for the base and each option year for the IDIQ as a whole. There is no Task Order at this time. The government’s expectation is for the offerors to propose their ceiling rates for the labor categories and estimated hours as listed in Attachment 1- Pricing Worksheet.
4. IF our customers do submit PPQs, will the government allow the original form if provided as a PDF and signed directly from our customers? IF not, Given the current timeline and the Holiday period with the new form coming out today, will the government consider an extension to January 14, 2021 so our customers have their normal required business week to complete the PPQ?
Response: Due to the current timeframe, the government will allow offerors to use Attachment 8 - Past Performance Questionnaire submitted as a PDF that was provided in Amendment 0005.
5. After reviewing Amendment 0006 clarifications to questions, clarify the response to question 6 and questions 7, 8, 9, and 10 that refer back to the response to question 6.
Please confirm that “Total Compensation Plan” refers to Attachment 3 - Employee Total Compensation Plan Pricing Sheet as the proposal element required from all offerors/teammates/subcontractors.
Response: Total Compensation Plan refers to Attachment 3 – Employee Total Compensation Plan Pricing Sheet.
6. Please confirm the due date and time for the RFP. The conformed RFP indicates the due date as 02:00 PM 30 Nov 2020.
Response: This was a system error. The conformed RFP and Amendment 0006 should reflect 2:00 PM 7 Jan 2021 as the due date.
7. Factor 1, Tab B Key Personnel provides conflicting guidance. While the first sentence indicates that this section is ‘reserved’ because “no information is required at the IDIQ level”, none of the remaining requirements have been deleted in the conformed RFP.
This includes the following: "The Offeror shall provide letters of commitment for the proposed PM. These Key Personnel shall be US Citizens and their qualifications shall be submitted for evaluation during the source selection process.” This ambiguity regarding whether or not the government desires / requires a Program Manager resume to be submitted at this time may potentially impact compliance. Would the government please clarify the requirement for Factor 1, Tab B in the conformed RFP?
Response: Tab B Key Personnel will not be deleted. Tab B Key Personnel is required at the task order level not at the IDIQ level. No letters of commitment or resumes are required until identified at the task order level.
8. Is the Government asking vendors to insert the TE 6 labor categories under the Attachment 1, Pricing Worksheet Labor Categories?
Example:
Cyber Instructor 165,030
Operating Systems Instructor/Content Developer
1,920
If so, will the Government provide the appropriate hours for each labor category in TE 6 to ensure pricing is evaluated equally among vendors?
Response: See Question 3. The Government has identified professional and non-professional labor categories required for the ceiling rates in Attachment 1 – Pricing Worksheet. Offerors may insert Technical Exhibit (TE) 6 - Historical Labor Categories labor categories under Attachment 1 – Pricing Worksheet Labor Categories however, the Government will not provide the hours for each TE 6 labor category.
9. Is the Government asking vendors to provide a ceiling rate for each LCAT in TE 6 which would result in 38 different ceiling rates?
Example:
Labor Category Estimated
Annual Hours Proposed Hourly Rate
Cyber Instructor 165,030 Operating Systems Instructor/Content Developer 1,920 $180.00 Networking Instructor/Content Developer 5760 $175.00
Or
Is the Government asking for Ceiling rates to be proposed at the Top Level and Hours to be proposed for each Labor Category identified in TE 6 which would result in 7 ceiling rates and hours associated to 38 LCATS that would be discounted at the Task Order level for each Labor Category in TE 6?
Example:
Labor Category Estimated
Annual Hours Proposed Hourly Rate
Cyber Instructor 165,030 $180 Operating Systems Instructor/Content Developer 1,920 $180 Networking Instructor/Content Developer 5760 $180
Based on the scenarios above is the Government requiring 38 Ceiling rates for Professional Employees or seven (7) Ceiling rates for Professional Employees?
Response: Seven (7) ceiling rates for the Professional Employees will be evaluated.
The Government is requesting ceiling rates for professional and non-professional labor categories to be proposed at the “Top Level and Hours” found in Attachment 1 – Pricing Worksheet. The Offeror shall provide a fully burdened labor rate, including profit, for each professional and non-professional labor category, for each year of contract performance. These rates will become the IDIQ ceiling rates.
10. Amendment 0005 Question # 127 - If the clarification to Question # 59 is yes, then is it the Government asking vendors to submit TCCPE Worksheets (Attachment 3) for all TE 6 labor categories? Note: This would equate to approximately 38 TCCPE Worksheets for the prime and 38 for each subcontractor which in our case would total approximately 266 separate files the Government would need to review/evaluate for a single vendor proposal.
Response: Offeror is required to complete Attachment 3 - Employee Total Compensation Plan Pricing Sheet is only for seven (7) professional LCATs. The Government is requesting for all subcontractors, prime, and teaming partners to submit Attachment 3.
11. Amendment 0005 Question # 43 - The Governments response conflicts with Question #59 that states the offeror is required to complete Attachment 3 only for seven
(7) professional LCATs. Does the Government require only seven (7) TCCPE Worksheets (Attachment 3) or approximately 38 per prime and 38 from all subcontractors?
Response: There are seven (7) professional labor categories designated in Attachment 1 – Pricing Worksheet. Offeror is required to complete Attachment 3 - Employee Total Compensation Plan Pricing Sheet is only for seven (7) professional LCATs. The Government is requesting all prime, teaming partners, and subcontractors to submit an Attachment 3 – Employee Total Compensation Plan Pricing Sheet for each professional labor category.
12. Amendment 0005 Question # 43 (follow-on) - If the Government only requires 7 TCCPE Worksheets and not 38 TCCPE Worksheets which labor category should be provided in the TCCPE Worksheet under Program Manager; Cyber Instructor; Signal Instructor; Doctrine Support; and Training Developers that all have multiple labor categories underneath them as provided in TE 6?
Response: See Question 11. Attachment 1 – Pricing worksheet was previously revised to reflect Professional Labor Categories (Instructors) not subject to SCLS and Support Personnel who are subject to SCLS. Offerors must submit Attachment 3 - Employee Total Compensation Plan Pricing Sheet for each professional labor category identified in Attachment 1.
Please refer to revised Technical Exhibit 6 – Historical Labor Categories - for informational purposes. The offeror can utilize Technical Exhibit 6 to determine labor categories to support tasks 5.1 through 5.4 in the revised PWS. For non-professional positions, the Offeror may propose labor categories that may have different job titles than those listed in Exhibit 6 but perform the functions described to support Tasks 5.1 through 5.4 of the PWS in order to develop their pricing.
13. Amendment 0005 Question # 120 - Is the Government mandating that we must categorize those non-professional labor categories as SCA?
Response: Yes. Non-professional labor categories will be categorized as SCA.
14. Amendment 0005 Question # 151 - The Governments response conflicts with Question #59 as the Government response is that Subcontractors are not expected to submit a pricing narrative and total compensation plan. Are subcontractors required to submit the Employee Total Compensation Plan (TCPPE) - Attachment 3?
Response: All Subcontractors, Prime, and Teaming Partners are required to submit Attachment 3 - Employee Total Compensation Plan Pricing Sheet.
15. Amendment 0005 Question # 193 - The response to Question 193 establishes a subcontractors threshold of 25% when there are no Task Orders currently available to establish workshare. Workshare will only be decided at the Task Order level for most vendors under an ID/IQ. Will the Government remove the 25% subcontractor threshold or reduce to 10% due to this being a Total Small Business Set Aside requirement the Prime vendor to perform 50% of the total contract value?
Response: The 25% subcontractor threshold will not be revised.
16. It appears the CLINs, associated LCATs, and the updated pricing methodology are not reflected in W911SF-20-R-0031 A0006 Conformed pages 3-17, and thus do not match Attachment+1+-+Pricing+Worksheet+(Rev-1). As such, there appears to be no way for an offeror to submit compliant pricing—will the Government please clarify?
Response: W911SF-20-R-0031 A0006 Conformed pages 3-17 reflects the accurate CLIN Structure that the Government is requesting. It is the Offeror’s responsibility to compile the proposed prices from the LCATS in Attachment 1 – Pricing Worksheet (Rev-1) to match the CLINs. The Government has provided descriptions per CLIN to distinguish between Professional and Non-Professional Services.
