The following items are applicable to this modification:

SECTION SF 1449 - CONTINUATION SHEET

Clarification to Amendment 0005

1. The Government mapped Technical Exhibit 6 to Cyber and Signal to match Attachment 1 Pricing Worksheet. The training developers were mapped to either Cyber or Signal as well. However, there is a separate labor category for training developers.

Are we to map the developers under Cyber or Signal Instructor or under training developer?

Response: The Training Developer in Technical Exhibit 6 should be mapped under Training Developer in Attachment 1.

2. The revised Attachment 6 maps labor categories to either Cyber or Signal. There is a separate labor category for training developers in Attachment 1. Do we map the developers in attachment 6 to Cyber, Signal, or training developers?

Response: See Question 1.

3. Response to question 49 states, "For non-professional positions, the offeror may utilize different labor categories than those listed in Exhibit 6 to develop their pricing."

Please confirm that the Government is only allowing different labor categories for the non-professional positions.

Response: The Government is allowing different labor categories for non-professional positions.

4. Response to question 59 states, "For example, an offeror could propose 40,000 hours for Information Security Instructor, 100,000 hours for CEMA Instructor, and 25,030 hours for ULO Instructor, that equals the number of hours for Cyber Instructor;

165,030; in Attachment 1. This would be done for each labor category in Attachment 1.

The Government would evaluate the total of the extended price (proposed hourly rate times number of hours) for each labor category." Please confirm that the Government is asking for Contractors to change the Professional labor categories (of which there are 533,816 hours) in Attachment 1 which maps to TE6. Please confirm that as per the above example the Cyber Instructor labor category would change to be three labor categories (Information Security Instructor, CEMA Instructor, and ULO Instructure) each priced separately.

Response: The response is an example. Professional Labor Categories cannot be changed for this solicitation; the Government is allowing different labor categories for non-professional positions.

5. Response to question 71 (how many of the 133,776 Unclassifed Instruction hours are for the Signal School and Cyber School respectively?) states, "See Technical Exhibit 4 ATRRS Course Data." Attachment 4 only has a total of 99,203.09 hours. There are also courses that don't include any Instruction hours for example the Digital Wideband Technician course and the Satellite Trans System Operators course. How many of the 133,776 Unclassified Instruction hours are for the Signal School and Cyber School respectively since Attachment 4 only lists 99,203.09 hours?

Response: This response will be posted in an Amendment at a later date.

6. In reading the questions in the proposal, Q#127 states that the subs need to submit a Total Compensation Plan but in Q#151 it states that they do NOT have to submit a Total Compensation Plan…contradicting answers, please clarify?..

Response: Yes, Subcontractors need to submit a Total Compensation Plan.

7. The Government response to Question 127 indicates that a Total Compensation Plan must be completed by all subcontractors and teaming partners. The answer to question 151 states that subcontractors are not expected to submit a total compensation plan. The Revised Instructions to Offerors and the Revised Evaluation criteria do not mention who is required to submit this document. Please advise on who is required to submit the Total Compensation Plan.

Response: See Question 6.

8. The answer to Question 127 states that Total Compensation Plan worksheets must be completed by all sucontractors and teaming partners. Yet the answer to Question 151 states that subcontractors are not expected to submit a total compensation plan.

Response: See Question 6.

9. In Question 127 it states that Subcontractors are required to submit the Total Compensation Plans, however in question 151 it states that Subcontractors do not need to submit the Total Comp Plans. Can you please clarify the government’s intent for subcontractors to submit their Total Compensation Plans as part of the Prime response to the solicitation?

Response: See Question 6.

10. Will the Government please clarify the discrepancy between Question 127 and 151 and confirm whether subcontractors do or do not need to provide total compensation plans?

Response: See Question 6.

11. As per the Government’s response, how is the contractor to map the non-professional labor categories (training support) to TE 6 when the Government has mapped TE 6 to the professional labor categories of Cyber, Signal, and Doctrine? Can the Government confirm that the PWS area 5.4 “Registrar/TrainingSupport” is not a “professional” position and is mapped to the “non-professional” positions (Cyber Training Support, Signal Training Support, Cyber TRAP Training Support, and Signal TRAP Training Support)?

Response: Technical Exhibit 6 is intended for the Professional Labor Categories. For Non-Professional Labor Categories, the offeror may utilize different labor categories than those listed in Technical Exhibit 6 to develop their pricing.

12. As per the Government’s response to question 59, the offeror could propose hours and rates for each of the TE6 labor categories which have been cross walked by the Government to the Attachment 1 Excel Pricing Sheet. Since this is not a requirement as per the revised Proposal Instructions and the revised Evaluation Criteria, can the Government confirm that this is up to the offeror and that the offeror is only required to price the Attachment 1 labor categories as they are currently listed?

Response: Attachment 1 has included labor hours. The Government is requesting rates for Professional Labor Categories and Non-Professional Labor Categories. Offerors may propose different positions for Non-Professional Labor Categories. The Proposal Preparation Instructions, 2 Proposal Files, Volume V Price, (c) TAB A states that “the Offeror shall provide a fully burdened labor rate, including profit, for each labor category, for each year of contract performance.”

13. The Government has indicated staffing mix will be evaluated in Basis of Award under Volume 1, but in Instructions has only requested Staffing Mix in Volume 5, which is pricing. In order to evaluate criteria in the appropriate volume, will the Government please clarify how it intends to evaluate staffing mix in Volume 1 without the evaluable material present in the volume? Should offerors provide a price-sanitized staffing mix in Volume 1?

Response: The Revised Proposal Preparation Instructions, Volume V: Factor 5 – Price does not include Staffing Mix. Per the Revised FAR 52.212-2 Evaluation, Volume I, the Government will evaluate the staffing mix (e.g. labor categories) for the proposed non-professional positions. The Government would evaluate the extent to which it believes that this proposed staffing mix would result in successful performance. A staffing mix should not include price. Factor 1 will be rated using the combined technical/risk ratings.

14. Response to question 52 states, "the Government will evaluate the staffing mix for the proposed non-professional positions." For the base year, there are 605,136 total hours of which 71,320 hours are for non-professional. Please confirm that the Government is only evaluating the staffing mix for the non-professional positions and not for the professional positions.

Response: Yes. The Government is only evaluating the staffing mix for the non-professional positions.

15. Can the Government please confirm that as per the Government’s response to question 18 that a Program Manager resume is not required? This is contradictory to the revised Instructions document.

Response: Program Manager resume will be requested at the Task Order level. The Revised Proposal Preparation Instruction under A Proposal Submission, 2 Proposal Files, Volume I Factor 1-Staffing and Management, TAB B is now marked as “Reserved.”

16. Will the Government please clarify what content should be included in Tab B for the IDIQ level proposal if we are not to propose key personnel at this time?

Response: No content should be provided for Volume I TAB B: Key Personnel. TAB B is now marked as “Reserved” in the Revised Proposal Preparation Instructions. The Key Personnel is not required at the IDIQ level and will be identified at the task order level.

17. Since there is no longer a requirement for Key Personnel at the IDIQ level per Q&As 249 and 255 below, what does the government want us to include under Tab B – Key Personnel for Volume I? Suggest this Tab is deleted from Proposal Instructions as it states that submission of these documents are not required in response to this solicitation and they are not evaluation factors.

Response: See Question 16.

18. In response to Question 18, the government removed the requirement for Resumes for Key Personnel, but the requirement for Key personnel is still in the revised proposal instructions and RFQ document under TAB B Instructions. Please advise which is correct? Would the government revise the RFQ instructions and evaluation criteria accordingly?

Response: Yes. See Question 16. Revised Proposal Preparation Instructions under A Proposal Submission, 2 Proposal Files, Volume I TAB B has been revised.

19. Do the Subs/Teaming Partners need to submit a signed Attachment 7?

Response: Attachment 7 will be marked as “Reserved” in the Proposal Preparation Instructions as this requirement has been incorporated into System for Award Management (SAM) (https://www.sam.gov) for FAR 52.204-24 Representation Regarding Certain Telecommunications and Video Surveillance Services or Equipment.

20. Questions 280a and 280b - the answer to 280a states that subcontractors do not need to complete Attachment 7; the answer to 280b indicates that a signed Attachment

7 must be submitted for each teaming partner under TAB C. (We use the terms 'subcontractor' and 'teaming partner' synonymously.)

Response: See Question 19.

21. If PPQs are offered, are they also excluded from the 10-page limitation?

Response: Past Performance Questionnaires are excluded from the 10-page limit.

Proposal Preparation Instruction under A Proposal Submission, 2 Proposal Files (h) has been revised.

22. Consent Letters and Organizational Change History: Question 175 states that these are included in the page limit, however questions 178 and 202 indicated they are not in the page limit. The revised Instructions are silent on the matter. Can the Government please confirm whether the Consent Letters and Organizational Change history are included in the page count of the Past Performance Volume?

Response: Consent Letters and Organization Change History are not included in the page limit. The Revised Proposal Preparation Instruction under A Proposal Submission, 2 Proposal Files (h) states documents not included in the page limits.

23. What is included and what is excluded in the page count for the PP Volume?

Response: See Question 21.

24. The Answer 175 states that Consent letter and Organizational Change History are included in the page limit. The answers178 and 202 state that Consent Letters and Organizational Change History are included in the page limit.

Response: See Question 21.

25. The Answer to Question 175 states that Consent letter and Organizational Change history are included in the page limit. However, the answer to Questions 178 and 202 state that neither are included in the page limit.

Response: See Question 21.

26. Questions 175 and 178 - There appear to be contradicting answers to the question of whether or not consent letters are included in the page count for Volume IV - the answer to question 175 says they are included; the answer to question 178 states they are excluded.

Response: See Question 21.

27. Please clarify Volume IV Past Performance page limit – is it 10 pages or 20 pages and whichever one is the correct number of page limit, please clarify what is included and excluded from the page limits.

Response: The page limit is 10 pages for Volume IV Past Performance. The Revised Proposal Preparation Instruction under A Proposal Submission, 2 Proposal Files (g) and

(h) states documents included and not included in the page limits.

28. Question 96 and its response don’t seem to match. Can the Government confirm the answer to question 96?

Response: The response at Question 96 in Amendment 0005 should say “All positions will be priced at Ft. Gordon.”

29. Will the Government please clarify the answer to Q96 to address the content of the question? Answer currently refers to quality control while question refers to labor rates.

Response: See Question 26.

30. Question 96 asks about Factor 5 Pricing but the response is about the Quality Control PWS 1.7. Can the Government provide a corrected answer to Question 96?

Response: See Question 26.

31. Cover Letter information was not provided for Attachment 8 in the latest RFP amendment 1. Can you kindly update to provide the required information for us to complete?

Response: Attachment 8 has been updated to reflect completed information on the Cover Letter.

32. Regarding Volume 3, the Government specified three tabs, which includes more than one format. Specifically, Tab A is to be provided in Microsoft Excel, Tab B is to be supplied in Pdf format, and Tab 3 is unspecified. A revised Employee Total Compensation Pricing Sheet was not provided, and the original Attachment was provided in Microsoft Word.

a. Are offerors allowed to include Tabs B and C in one electronic file as long as the information is clearly identified within the Volume’s table of contents? It is understood that offerors must use Attachment 3, Employee Total Compensation Sheet in the original Word format as the basis. May offerors convert the completed Attachment 3 to

Response: The Proposal Preparation Instruction under A Proposal Submission, 2 Proposal Files, Chart is revised to have the completed Volume V Tab C Attachment 3, Employee Total Compensation Sheet be converted to .Pdf format.

b. Given the stated desire of the Government to include different formats within Volume 3, should offerors use the following naming convention

i. “Volume Number 3 Tab A Attachment 1 - Company Name - Initial.xlsx” for the Excel file and

ii. “Volume Number 3 Tabs 2 and 3 – Company Name – Initial.pdf” for tabs 2 and 3

Response: Volume III is not requesting for different formats. All Volumes are expected to be submitted as .Pdf format with the exception of Volume V – Price Tab A. For example, Volume V will have an excel spreadsheet for Tab A Attachment 1 that will be identified as “Volume V – Company Name – Initial.xlsx” and one (1) .Pdf for Tabs B and C labelled as “Volume V – Company Name – Initial.pdf.”

c. Alternatively, if the Government requires Attachment 3 to remain in Microsoft Word format, would the applicable naming convention be:

i. “Volume Number 3 Tab 1 Attachment 1 – Company Name – Initial.xlsx”

ii. “Volume Number 3 Tab 2 Pricing Narrative – Company Name – Initial.pdf”

iii. “Volume Number 3 Tab 3 Attachment 3 – Company Name – Initial.docx”

Response: File names should be “Volume Number - Company Name - Initial” for the first submission. With this convention, all the volumes will be inclusive of their respective Tabs. A completed Attachment 3 for Volume V can be converted to .Pdf format.

33. Based on the extremely large quantity of questions and answers and significant number of independent revised documents for W911SF320R0031 CCoE MATOC, does the government anticipate providing a conformed RFP to facilitate traceability and compliance?

Response: A conformed RFP will be posted to https://beta.sam.gov/.

34. The ceiling for this effort is $229M - does this include the optional 6-month extension that the government could exercise or is that ceiling for Awarded TO without the 6-month extension?

Response: Yes. The ceiling includes the optional 6-month extension that the Government could exercise.

File details come from the government source that posted it. Updated .
