The staffing portion must include an organizational chart defining clear lines of authority, communication channels, and all key personnel (IAW PWS para 1.7.18.6). Accompanying the organizational chart, the offeror must provide a written narrative statement confirming that the Project Manager (PM) and Alternate Project Manager (APM) possess full authority to act on behalf of the Contractor and will be physically present on-site during normal duty hours IAW PWS para
1.7.18.6.1. The offeror must provide a staffing narrative that quantitatively details how the proposed staffing levels were derived, explicitly specifying the headcount for the PM, Quality Control Manager (QCM), Quality Control Inspectors (QCI), Custodians, Floor Technicians, and other key staff to demonstrate mathematical alignment with the workload and frequencies in the PAW, TE-A, and TE-C. This narrative must also outline the operational methodology and milestone schedule detailing methods for recruitment, training, retention, and managing rapid attrition and vacancies to ensure continuity of services without disruptions. Additionally, the offeror must provide an unpriced labor mix chart (utilizing the format in TE L-Pricing Spreadsheet) specifying the job title, proposed net productive hours, and prime versus subcontractor designation for each position (complying with RFO FAR 52.219-14). This technical chart must exclude all pricing and hourly rates but must identify whether each position is exempt or covered under the applicable Wage Determination or CBA (Attachment 3), including the corresponding Wage Determination category number or CBA Position Title for each position.
b. Subfactor 2: Quality Control Plan (QCP). The offeror must provide a QCP that specifically addresses how the offeror will manage the quality of work to ensure compliance with PWS 1.7.18.10 and IMCOM Performance Standards (Technical Exhibit C). The plan must detail a description of the inspection system used to verify performance, including specific areas to be inspected on a scheduled and unscheduled basis, the frequency of those inspections, and descriptive text identifying the title and organizational placement of the contractor's QCP inspectors, demonstrating that no lead person or first-line supervisor acts as a Quality Control Inspector. Additionally, the plan must detail corrective action processes for identifying, mitigating, and preventing the recurrence of defective services (e.
g., missed cleanings or facilities not meeting required standards/procedures), a customer complaint resolution process, how the cleaning schedule will be adjusted for newly added facilities, and a hazardous material management plan aligned with contract requirements.
c. Subfactor 3: Phase-In. The offeror must provide a Phase-In plan that outlines a transition of services IAW PWS 1.7.18.8. The plan must include: a timeline with a schedule of all key transition activities, from contract award through the end of the phase-in period, and a description of key personnel responsibilities during the transition period. Additionally, the plan must provide the milestones within the transition schedule describing how onboarding (hiring, badging, employee orientation, and training activities) will be completed in time to provide a workforce meeting all PWS qualification requirements on the initial day of contract performance and timeline for the procurement and establishment of contractor-furnished building. (NOTE: The specific methodologies for onboarding, orientation, and training shall be provided and evaluated under the Staffing Plan subfactor).
d. Subfactor 4: Technical Approach. The offeror must provide a cleaning methodology and operational approach plan detailing cleaning procedures for routine, quarterly and annual tasks that maps these procedures to the Building Inventory List (Technical Exhibit A) and IAW PWS frequencies. The methodology must address procedures for handling operational variances for integrating newly added facilities, managing unscheduled delays, addressing building closures, adjusting cleaning frequencies during shortened holiday workweeks and maintaining continuity of operations. The plan must also incorporate the procedures for security and safety compliance for military installation.
e. Subfactor 5: Management Capability. The offeror must submit written documentation (resumes) for the proposed Program Manager (PM), Alternate Program Manager (APM), Quality Control Manager (QCM), and all designated Quality Control Inspector (QCI) personnel. Volume III - Past Performance Factor
Assessment Methodology: The Government will perform an assessment on the offeror's Past Performance to arrive at an overall rating. The assessment represents the evaluation of an offeror's past work record to assess the Government's confidence in the offeror's probability of successfully performing as proposed. The Past Performance evaluation will be accomplished by reviewing an Offeror's recent and relevant Past Performance (as defined in RFO FAR 52.212-2), focusing on and targeting performance which is relevant to the effort.
Requirement Scope: Past Performance information described herein is required on the offeror and all subcontractors, teaming partners, and/or joint venture partners proposed to perform 20% of the proposed effort based on the total proposed price. The offeror shall submit, along with the information required in this paragraph, a consent letter, executed by each subcontractor, teaming partner, and/or joint venture partner, authorizing release of adverse past performance information to the offeror so the offeror can respond to such information. For each identified effort for a commercial customer, the offeror shall also submit a client authorization letter, authorizing release to the Government of requested information on the offeror's performance.
a. The offeror must include documentation regarding their relevant past performance as it directly relates to the work being procured under this solicitation. The offeror MUST NOT go back any farther than the past three (3) years for the submitted data. The past performance data shall document a successful history of past contract performance.
b. All Offerors shall submit information substantiating their past performance and compliance with RFO FAR 52.219-8, Utilization of Small Business Concerns to maximize opportunities for small business subcontractors. Offerors shall also provide a statement indicating whether any negative information has been reported in the past three (3) years concerning their past compliance with RFO FAR 52.219-8. If any such negative information is reported, the offeror may submit explanations or comments responding to such negative information. Offerors with no prior contracts containing RFO FAR 52.219-8 shall certify stating as such.
c. In conducting the Past Performance evaluation, the Government reserves the right to use both the information provided in the offeror's Past Performance Volume and information obtained from other sources, such as the Contractor Performance Assessment Reporting System (CPARS) or similar systems, Defense Contract Management Agency (DCMA) and commercial sources. Offerors are reminded that both independent data and data provided by offerors in their proposals may be used by the Government to evaluate offeror past performance. However, the burden of providing thorough, complete, and current past performance information as requested in this paragraph remains with the offerors.
Proposals that do not contain the information requested by this paragraph risk rejection or a less than acceptable performance rating by the Government. All past performance comments received will be taken into account and could affect the overall rating. The overall past performance evaluation is a subjective decision based on the whole of all data received. In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the offeror may not be evaluated favorably or unfavorably on past performance (see RFO FAR 15.202(c)).
Therefore, the offeror shall be determined to have unknown past performance. In the context of acceptability/unacceptability, "unknown" shall be considered "acceptable."
3. Submission Requirements: The offeror shall submit a Past Performance Volume containing the information identified below and organized in the order it is listed:
a. Table of Contents.
b. Summary Page. The Offeror shall describe the role of the Offeror and each subcontractor, teaming partner, and joint venture partner that are associated with the three largest relevant efforts. The Offeror shall provide the UEI and CAGE code for each submission.
c. Consent Letters executed by each subcontractor, teaming partner, and/or joint venture partner, authorizing the release of past performance information so the offeror can respond to such information.
d. Up to Three Largest Relevant Efforts. Sheets are limited to 3 pages per reference. The Offeror shall list up to three contract numbers for the largest relevant efforts, in terms of scope (nature of work, complexity, magnitude), relevant efforts (using Attachment 5 - Relevant Contracts) performed during the past 3 years, that the Offeror sent Past Performance Questionnaires (Attachment 4 - Past Performance Evaluation Questionnaire) for and the point of contact information for the individual(s) to which said questionnaires were sent. Offerors with fewer than three relevant efforts shall provide this information for however many relevant efforts they have available. The offeror shall provide information on problems encountered on the identified contracts and the offeror's corrective actions.
e. Client Authorization Letters, if applicable. The offeror shall provide, for each identified effort for a commercial customer, a client authorization letter authorizing release to the Government of the requested information on the offeror's performance.
f. Organization Structure Change History. Many companies have acquired, been acquired by, or otherwise merged with other companies, and/or reorganized their divisions, business groups, subsidiary companies, etc. In many cases, these changes have taken place during the time of performance of relevant present or past efforts or between conclusion of recent past efforts and this source selection. As a result, it is sometimes difficult to determine what past performance is applicable to this acquisition and/or the Offeror. Therefore, the offeror shall include in this Volume a "roadmap" describing all such changes to the organization. As part of this explanation, show how these changes impact the relevance of any efforts you identify for past performance evaluation. Since the
3.
4.
Government intends to consider present and past performance information provided by other sources as well as that provided by the offeror, your "roadmap" should be both specifically applicable to the efforts you identify and general enough to apply to efforts on which the Government receives information from other sources.
4. Past Performance Questionnaire: See Attachment 4, Past Performance Questionnaire.
For the contracts identified on each Specific Relevant Contract Reference, the offeror shall forward a copy of the Past Performance Questionnaire to the points of contact responsible for monitoring performance under such contracts. The points of contact shall return the questionnaires directly to the Contracting Officer not later than the solicitation closing date. Any questionnaires not returned directly to the Contracting Officer will not be reviewed and evaluated. The information contained in the questionnaires will be used to evaluate the offeror's past performance. New entities that have no past customers shall annotate on the Summary Page that they have had no previous clients and that the minimum number of questionnaires cannot be provided.
Volume IV - Price Factor
CLIN Pricing: The offeror shall complete Continuation of Supplies or Services and Prices /Costs of the solicitation. The offeror shall submit prices for each CLIN on Technical Exhibit L to the solicitation. The proposed CLIN prices shall sum (roll up) to the respective CLIN prices on Technical Exhibit L, which shall be transferred to Continuation of Supplies or Services and Prices/Costs of the RFP.
Pricing Spreadsheet: The Offeror shall complete and submit Technical Exhibit L - Pricing Spreadsheet. Specific instructions on completing this pricing spreadsheet are included within Technical Exhibit L - Pricing Spreadsheet on the tab titled "instructions". PLEASE READ THE "INSTRUCTIONS" TAB CAREFULLY! Although formulas are provided in the spreadsheet cells, it is the responsibility of the offeror to verify that all formulas are mathematically correct and align to the offeror's proposed pricing structure. If changes are made to the cells containing formulas, the offeror shall include a statement in the price narrative explaining which fields were changed and the mathematical justification for the change.
Additional Data: In addition to the solicitation data requirements detailed herein, the Contracting Officer may require the offeror to submit additional information after receipt of the offeror's proposal to support the offeror's proposed price in accordance with RFO FAR 15.403-3. The specific nature and details of this information will be specified by the Contracting Officer at the time of the request.
Non-exempt Labor Pricing Instructions:
a. Collective Bargaining Agreement (CBA), (Attachment 3). In accordance with the terms of RFO FAR clause 52.222-43, Fair Labor Standards Act and Service Contract Labor
Standards-Price Adjustment (Multiple Year and Option Contracts), offerors are hereby notified that the rates for several of the non-exempt labor categories on the incumbent contract, W91151-21-C-0003, performed by the incumbent, Nugate Group, LLC, are subject to a Collective Bargaining Agreement. RFO FAR 22.1002-3(b)(2) states that a successor contractor must pay wages and fringe benefits (including accrued wages and benefits and prospective increases) to service employees at least equal to those agreed upon by a predecessor contractor under the following conditions-defined in 41 U.S.C.6707(c). (i) The services to be furnished under the proposed contract will be substantially the same as services being furnished by an incumbent contractor whose contract the proposed contract will succeed; (ii) The services will be performed in the same locality; and (iii) The incumbent prime contractor or subcontractor is furnishing such services through the use of service employees whose wages and fringe benefits are the subject of one or more collective bargaining agreements."
b. DOL Guidance: Further CBA guidance regarding successor contracts can be found on the Department of Labor (DOL) website at: https://www.dol.gov/agencies/whd/government-contracts/service-contracts/faq (see VI. Collective Bargaining Agreements). This DOL guidance states the successor contractor's obligation is to ensure that all service employees are paid no less than the wages and fringe benefits if employed under the predecessor's Collective Bargaining Agreement for the first year of the contract.
Accordingly, offerors are hereby informed that the wages and fringe benefits for the labor categories included on the current contract's CBA (Attachment 3) represent the minimum wages and fringe benefits that can be proposed for these categories.
c. Ordering Periods: Offerors shall use the current CBA wages and fringe benefits for all labor classifications covered by the current CBA through all ordering throughout the contract. Wage Determination 2015-5237 Rev 30_13 MAY 2026 applies to this solicitation for the proposed non-exempt labor classifications not covered by current contract's CBA throughout the contract.
d. Minimum Requirements: All proposals submitted in response to this solicitation shall propose no less than the applicable minimum wages and fringe benefits required (i.e. either the WD or CBA - whichever takes precedence). Offerors shall not propose escalation of non-exempt labor. RFO FAR 52.222-43 allows for adjustments in non-exempt labor rates and health and welfare (H&W) costs as determined by the Department of Labor through the Wage Determination process. Offerors are hereby encouraged to read RFO FAR clause 52.222-43, Fair Labor Standards Act and Service Contract Labor Standards -- Price Adjustment (Multiple Year and Option Contracts), placing particular emphasis on paragraph (e).
5. Exempt Labor Pricing Instructions: Since RFO FAR clause 52.222-43, Fair Labor Standards Act and Service Contract Labor Standards -- Price Adjustment (Multiple Year and Option Contracts) does not apply to exempt employees. Offerors shall account for any anticipated labor rate escalation for exempt employees/ personnel within their proposed firm-fixed-price CLINs for each ordering period beyond the first year. The Government will evaluate the resulting fixed-price CLINs as proposed.
