About this file

This is a Performance Work Statement (PWS) detailing custodial task performance standards and cleaning frequencies for Enterprise Municipal Custodial Services across various facility types at Fort Hood. The PWS establishes specific cleaning requirements organized by facility category including Child Development Centers (CDCs), Child and Youth Services (CYSS) Centers, Physical/Community Fitness Centers (PFCs), Administration Facilities, Museums-Libraries, and other installation facilities. Each facility type is assigned cleaning frequency standards using a color-coded classification system (Green, Amber, Red, and Black for some facility types) that corresponds to baseline or enhanced service levels.

The document specifies detailed cleaning task frequencies for over 20 custodial functions including restroom sanitation, waste removal, floor care, carpet cleaning, window washing, dusting, and surface cleaning. Frequencies range from daily (D) to every other day (EOD) for high-traffic areas, with less frequent schedules (weekly, monthly, quarterly, annually) for specialized tasks such as carpet cleaning (typically 1-2 times yearly), exterior glass washing, and HVAC vent cleaning. The PWS emphasizes hospital-grade disinfection standards for CDCs per AR 608-10, references industry standards from ISSA and APPA, and clarifies task boundaries between custodial contractors and facility staff, with specific attention to food service areas, hazardous materials, and body secretion cleanup. The standards apply to approximately 432 buildings totaling 3.65 million square feet across Fort Hood and Belton Lake Outdoor Recreation Area.
