About this file

This is a Women-Owned Small Business (WOSB) Solicitation for Installation Custodial Services at Fort Hood, Texas. The requirement encompasses custodial services supporting Fort Hood and the Belton Lake Outdoor Recreation Area, including the Warrior Transition Unit and Child Youth Services, across approximately 432 buildings totaling 3.65 million square feet. Services are categorized into Basic 1-Day, 3-Day, 5-Day, and 7-Day weekly service levels, plus Enhanced 5-Day services. The contract is structured as a single-award Indefinite Quantity (IDIQ) contract with a guaranteed minimum order of $10,000 and a maximum contract value of $65,000,000. The ordering period consists of a one-month phase-in (December 1-31, 2026), five 12-month ordering periods (January 1, 2027 through November 30, 2031), two optional 12-month periods (December 1, 2031 through November 30, 2033), and an additional extension option of up to six months available under FAR 52.217-8. All pricing is firm fixed price, with annual price adjustments permitted only to reflect Department of Labor wage determination changes required under Service Contract Labor Standards.

The contract includes six Contract Line Item Numbers (CLINs) for the base period covering Admin Facilities (1 Day/Week), OAF and Other Admin Facilities (5 Day/Week), CYS/Youth Centers (5 Day/Week Enhanced), WTU ADA (3 Day/Week), Museum and Library (3 Day/Week), and Physical Fitness Centers (7 Day/Week), with corresponding CLINs for option periods. Required insurance includes Workers' Compensation ($100,000), General Liability ($500,000 per occurrence), and Automobile Liability ($200,000 per person/$500,000 per occurrence). The solicitation is set aside exclusively for Women-Owned Small Businesses, with a 10 percent price evaluation preference for HUBZone small business concerns unless waived. Offerors must comply with limitations on subcontracting (50 percent for service contracts), provide a 40 percent joint venture participation requirement if applicable, and maintain current Cybersecurity Maturity Model Certification (CMMC) Level 1 status. The site visit is scheduled for September 16, 2026, at Fort Hood, and written questions must be submitted by September 18, 2026, by 12:00 p.m. CST.
