# Question Government Response Date Posted

Solicitation Section L.4.1.5 states " A past performance questionnaire is provided in

Attachment 0002. For each contract submitted by the offeror, the offeror shall send a copy of the past performance questionnaire directly to the appropriate PCO and/or COR or other appropriate technical and contracting individuals. The offeror shall request that these individuals complete the questionnaire and forward it electronically directly to the

Government at usarmy.detroit.acc.mbx.dta-matoc@mail.mil as soon as possible and prior to the RFP closing date." It takes time for clients (including Federal Government clients) who provide past performance information for the Government for new procurements like the DTA MATOC to fill out these attachments. Can our clients submit a PPQ form previously submitted for other Department of Defense (DoD) proposals in lieu of this RFP

Attachment 0002?

Submission of other than Solicitation W56HZV20RL812, Attachment 0002 -

Past Performance Questionnaire that is included in Section J will not be evaluated/accepted

4-Mar-20

A past performance questionnaire is provided in Attachment 0002. For each contract submitted by the offeror, the offeror shall send a copy of the past performance questionnaire directly to the appropriate PCO and/or COR or other appropriate technical and contracting individuals. The offeror shall request that these individuals complete the questionnaire and forward it electronically directly to the Government at usarmy.detroit.acc.mbx.dta-matoc@mail.mil as soon as possible and prior to the RFP closing date." Can offerors submit past performance questionnaires directly to the

Government?

Past performance questionnaires (PPQ) must be submitted from the

PCO/COR or other appropriate point of contact applicable to each project/contract. Submission of PPQs directly from the offeror will not be evaluated/accepted.

4-Mar-20

The solicitation requires Attachment 0002 (Past Performance Questionnaire) to be filled out and sent in to the PCO. If a Past Performance appraisal has already been completed on a proposed project and is in CPARS , can an offeror just submit a copy of the CPARS evaluation in lieu of repeating this appraisal back to the customer?

No, submission of CPARS will not be accepted in lieu of a past performance questionnaire.

4-Mar-20

4 Will the Government notify the offeror when a PPQ is received?

No, the Government will not notify an offeror when a PPQ is received from the point of contact. It is advisable that each offeror request that the point of contact submitting the PPQ notify the offeror when it has been submitted to the Government.

4-Mar-20

Offeror requests clarification of the Pricing Workbook. It is the offerors understanding that we fill in the yellow highlighted cells for the rate of each trade, and there is no seed project from which to submit a proposal that these line items corollate to. The Pricing workbook and a narrative explaining the basis of rates are the only documents that are required to be submitted for Volume II Price Factor.

There is no seed project included in this solicitation. Offerors are to provide the information identified by the Government in RFP Section L.4.2, which includes the completed Attachment 0001 - Pricing Workbook (IAW RFP

Section L.4.2.3 and its subparagraphs) and a narrative explaining the basis for the proposed direct rates, indirect rates, and escalation (IAW RFP

Section L.4.2.3.4).

4-Mar-20

Is the Price Workbook used solely for the purpose of proposal evaluation to determine the reasonableness of the offers as Section C.2.1 states that all task orders will be made available for competition among MATOC holders per FAR 16.505 (b)(1)?

The pricing workbook will be used for evaluating price in the multiple award

IDIQ competition. For those offerors that receive a multiple award IDIQ contract, the proposed rates from the pricing workbook will be incorporated into the contract as ceiling rates not to be exceeded on future task orders/ task order competitions.

5-Mar-20

1. Is a hard copy of the proposal required? Paragraph L.2.2 requires two copies of a proposal on CD-ROM or DVD, but does not specify a paper copy of the proposal. Can you please clarify?

Per L.2.2.1, Each volume listed above shall be submitted on a separate set of

CD-ROMs or DVDs. Paper copies of the proposal are not required for this solicitation.

12-Mar-20

Will there be a pre-bid meeting to go over the solicitation requirements? No, a pre-proposal conference will not be held for this solicitation. The need for pre-proposal conferences and site visits for each individual task order request under the contract will be articulated in the task order request.

12-Mar-20

Are there any bonding requirements to qualify under this base contract? Would the government want to see a cover letter listing the bonding capabilities the company is able to achieve in order to perform at the $12M limit?

No, there is no requirement to substantiate your bonding capabilities for this solicitation. You may be required to substantiate your bonding capabilities in future task order request proposals. 12-Mar-20

Concerning the Pricing Workbook, what bearing, if any, will this pricing workbook have on the subsequent task orders that will be awarded under this MATOC?

For those offerors that receive a multiple award IDIQ contract, the proposed rates from the pricing workbook will be incorporated into the contract as ceiling rates not to be exceeded in proposals submitted for future task orders/ task order competitions. Ceiling rates will also be applicable to contract changes.

12-Mar-20

Will the MATOC task orders be competed among the MATOC contractors as a bottom line firm fixed price submission? Or will the contractors be required to submit proposals based on the labor rates/mark ups provided in the pricing workbook and vary based on the number of hours and direct material rates estimated for each project?

Supporting cost or price information requested by the Government for future task order competitions can vary based on the specific MATOC task order requirements. The Government anticipates that most task order competitions will be utilized where the Government only requires the offeror to propose a bottom-line firm-fixed-price, and others where the

Government will require the offeror to provide the labor categories, labor hours, and labor rates that it used in developing its proposed firm-fixed-price.

12-Mar-20

Will the government want to see the drawings and specifications of the projects submitted for past performance evaluation? Paragraph L.2.2.1.4 restricts drawings to no larger than

8.5 in x 11 in dimensions. This would make the detailed information too small to be readable. Would the government be satisfied in their past performance evaluations if only the narrative/scopes of work were provided for the projects submitted?

Per L.4.1.3(m), Offerors are to supply drawings in order to substantiate the square footage relative to the scope of work or performance work statement as listed in L.4.1.2 In addition, L.2.2.1.4 has been amended to adjust acceptable drawing sizes formatted to 24 inch x 36 inch.

12-Mar-20

Concerning Davis Bacon labor rates, what specific locations will be supported under this

MATOC contract (in order to anticipate which wage determinations will be used)?

The Government has provided the Davis Bacon wage determination in

"Attachment 0003- DBA wage Determination MI20200091 14 February

2020". In addition, within Attachment 0001 - Pricing Workbook, the

Government has provided the Direct Labor and Fringe minimums in accordance with the wage determination provided in Attachment 0003.

12-Mar-20

What government furnished property, if any, is the government offering for the contractor’s consideration?

Government furnished property is not being offered for this requirement.

12-Mar-20

Can contractors submit past performance on current/on-going projects, or do the projects need to be substantially completed?

Yes, offerors can submit contracts that have not been completed. However, the Government can only take into account work that has been performed.

If your description of the work (L.4.1.3(j)) performed only shows partial performance of the scope, you may receive a lower relevance rating or past performance confidence assessment. In addition, if the POC who fills out the questionnaire answers a question "too soon to tell", the Government may consider that to be "lacking...credible past performance information"

(M.4.1.3) for that question. If a question is answered with "too soon to tell" or "not applicable" the Government will not be able to predict future performance from that answer and it will not impact the evaluation.

12-Mar-20

Standard Form 1442 indicates we are to turn in an original and 2 copies of our proposal

(for a total of 3 sets of CD/DVDs). However, paragraphs L.2.1.1 and L.2.2.1 of Section L

Instructions, Conditions and Notices to Bidders indicates we are to turn in 2 sets. Please clarify if we are to submit 2 or 3 sets of our proposal.

Only two copies are requested in the solicitation. Per L.2.1.1, "The offeror shall submit two identical sets of CD-ROMs or DVDs for each volume." In accordance with L.2.1.1, "The offerors proposal shall consist of the following volumes:

Volume

Number Title Quantity

Volume I Past Performance 2

Volume II Price 2

Volume III Administrative 2"

12-Mar-20

Solicitation Section L.4.2.3.5: All the Occupational Codes provided by the Government in the Attachment 0001 Pricing Workbook are subject to Davis Bacon. This paragraph starts with “For labor categories subject to the Davis Bacon Act.” Please confirm that there are no non-DBA labor rates being requested.

The only labor rates that are requested are those listed in the the

Attachment 0001 Pricing Workbook. All 14 labor rates are subject to the

Davis Bacon Act. 12-Mar-20

Solicitation Section L.4.2.3.5: There are no labor rates being requested for non-DBA labor, or for DBA labor not included on the list of occupational codes. How will non-DBA labor and DBA labor not shown be treated during the Task Order bidding process or project modifications process? For example, project management, supervision, safety, quality, scheduling, etc.?

For future task order competitions, offerors will not be limited to proposing only the labor categories identified within Attachment 0001 - Pricing

Workook. Offerors will be able to propose any labor category that they determine to be necessary in performance of the task order. Modification pricing will be completed in accordance with FAR 52.243-4.

12-Mar-20

Solicitation Section C.2.1 and Response to Question 6, Questions and Answers, 05 March, 2020: Since future Task Orders are to be solicited and competed amongst MATOC contract holders, and awarded as a firm fixed price, why are contract ceiling rates applicable?

In submitting proposals for future task order competitions, anytime an offeror proposes to utilize any of the labor categories identified in

Attachment 0001 - Pricing Workook, the offeror will be limited to proposing at or below the ceiling rate on contract for that labor category. In order to confirm this, when requesting proposals for future task order competitions, the Government may request that offerors provide the labor categories, labor hours, and labor rates that the offeror used to develop its proposed

Firm-Fixed-Price. Contract ceiling rates could also be applicable when changes are made to an awarded effort.

12-Mar-20

Solicitation Section C.2.1 and Response to Question 6, Questions and Answers, 05 March, 2020: If, under competition, a MATOC contract holder exceeds their ceiling rates, but still have the lowest FFP, why would exceeding the ceiling rates matter?

When submitting proposals for future task order competitions, whenever the offeror proposes to utilize a labor category that is included in the

Attachment 0001 - Pricing Workbook, the offeror is prohibited from proposing a labor rate that exceeds the ceiling rate on contract. A proposal submitted for a future task order competition that includes a labor rate which exceeds the ceiling labor rate may be rejected by the Government or be deemed ineligible for award.

12-Mar-20

Attachment 0001 – Pricing Workbooks: The workbook only asks for an indirect and profit rate on the labor categories shown and on materials? How will a MATOC contractor recover indirect and profit on subcontractors and other direct cost (ODC)?

Any costs that are not covered within the Attachment 0001 - Pricing

Workbook and are unique to a specific task order can be included in the proposal for the task order competition.

12-Mar-20

L.5.7 states, “If applicable, include the written consent of its proposed Subcontractor to allow the Government to discuss the subcontractor's past performance with the offeror.”

It does not appear that this requirement is applicable to this solicitation and past performance is not being requested for subcontractors. Please confirm.

The Government is not requesting subcontractor past performance.

12-Mar-20

L.2.1 appears to indicate that the proposal delivery is electronic via CD/DVD. Since the proposal delivery is electronic, would the Government consider proposal delivery via DoD

SAFE?

No, the Government will not accept proposals submitted via DoD Safe.

Proposals must be submitted on CD/DVD in accordance with L.2.2.1. 12-Mar-20

L.4.1.2 includes only square footage criteria. Since the SOW also includes exterior work, would the Government consider other relevancy criteria that can capture this type of work

(e.g., civil, exterior electrical, etc.)?

The Government will be evaluating based on L.4.1.2(i) and (ii). No additional criteria will be added for evaluations. 12-Mar-20

The delivery instructions differ in L.2.2.3 vs. LS7001 (b) and (c) in terms of the specific address and whether or not the offer is to be addressed to an individual buyer. Please clarify.

Local narrative LS7001 is removed. Follow guidance in section L.

12-Mar-20

I am not sure what we are required to do for forms 1423-1. Are we is some way supposed to turn these in with the bid? Or are they just a sample of what we will be dealing with if awarded the contract?

The DD 1423-1, CDRLs, are deliverables that will apply to future task orders.

There is no requirement to submit them with your base MATOC proposal.

23-Mar-20

Can you confirm what we need to submit with our bid? Also where are bids due? See Section L.2.2.3 and L.2.2.4 for proposal delivery instructions. Review the

RFP package for further details regarding what is required to submit a proposal. 23-Mar-20

Will contracts be accepted if PPQs are received past the RFP close date? Past performance questionnaires will be accepted past the RFP close date, however offerors should continue to try and make contact with their POC for any updates. 23-Mar-20

If a past performance questionnaire responses don't come back prior to final evaluation

(due to the disruption caused by COVID-19), will that cause those contracts not to be considered? Will an extension be granted until things settle down?

Thank you for sharing this concern with us. We anticipate that the evaluation of offers will take a sufficient amount of time for DoD offices to return to full functionality (either by having all employees fully returned to work by telecommuting) and that they will have SIGNIFICANTLY more than enough time to respond to the PPQs. 23-Mar-20

Due to the current COVID-19 effects, many of contractors are transitioning to work from home, would the Government consider an extension to the DTA MATOC?

An extension will be granted to extend the proposal due date by 7 days. The new RFP due date will be 03 April 2020 at 11:00AM EST. An amendment is forthcoming detailing this change. 25-Mar-20

If the due date is to remain the same, we are requesting that the Government allow electronic delivery of proposals (e.g., DoD SAFE) given possible disruptions to travel and normal package delivery schedules.

The Government is providing an extension of 7 days. Alternative proposal delivery methods are not being considered at this time. The mail room on

Detroit Arsenal will be continuing normal operations.
