Mobile Protected Firepower
Executive Summary
1) MPF Program Overview:_________________________
a. The Mobile Protected Firepower (MPF) vehicle is a new combat vehicle required to address the capability gap identified within the Armys Infantry Brigade Combat Teams (IBCTs). This vehicle will be incorporated in the IBCT structure as a weapon system solution to provide a protected, long range, cyber resilient, precision, direct fire capability for early/forcible entry operations. The MPF vehicle will be a new system within the IBCT designed to support the full range of military actions, and will operate in concert with the Ground
Mobility Vehicle (GMV) and Light Reconnaissance Vehicle (LRV) within the IBCT. The total MPF quantity is 504 vehicles at the brigade level and below.
b. Since its inception, the MPF program has represented an innovative approach to Army acquisition by focusing on delivering an essential new capability to the IBCTs while under a significantly reduced timeline, as compared to traditional acquisition efforts.
This was achieved by leveraging existing material solutions with proven capabilities coupled with new technologies to meet the requirements. This approach allows the program to enter at Milestone B, and alleviate a 2-3 year Technical Development phase.
2) Solicitation________________
a. This solicitation covers both the Engineering, Manufacturing, and Development (EMD) Phase and Low Rate Initial Production
(LRIP). This solicitation includes two primary contract types: Firm Fixed Price for EMD and Fixed Price Incentive (Firm) for the LRIP vehicle options.
b. Offerors shall submit proposals in six separate volumes by 01 March 2018 in accordance with L.2.1. The Offerors may submit optional Armor Coupons and an optional Bid Sample to support the proposals in accordance with L.2.8 by 02 April 2018. The Bid Sample and/or Armor Coupons will be evaluated, if submitted, as substantiating data to the proposals in accordance with Attachment 43.
3) EMD Proposal Evaluation___________________________
a. The Government will conduct a full and open competition using Best Value Source Selection procedures for the award of up to two contracts for the EMD phase.
b. The Government will evaluate Offerors proposals based on the below evaluation criteria and in accordance with Section M.4 of the RFP:
i. Schedule - The Government will assess the probability/risk that the Offerors design will successfully meet the program requirements within the delivery schedule in accordance with Section F. The Schedule Factor is composed of two Sub-Factors: 1) Design
Maturity and 2) Integrated Master Schedule/Integrated Master Plan. Both Sub-Factors are equal in importance.
ii. Performance - The Performance Factor contains two Sub-Factors: 1) Primary Technical and 2) Objective Technical. Primary
Technical is more important than Objective Technical. The Primary and Objective Technical Sub-factors will assess the probability/risk that the Offerors MPF will achieve the Governments defined threshold performance levels for the requirements identified in Table 1 of
Attachment 45 (Mandatory Compliance Requirements List) and the Government's defined objective performance levels in Attachment 46
(Objective Technical Requirements), respectively.
iii. Value Adjusted Total Evaluated Price (VATEP) - The VATEP Factor will be used in the trade-off evaluation to determine best value. The Performance Specification (P-Spec) includes a tiering structure. Compliance to the Tier 1 requirements in the P-Spec are mandatory. Tiers 2 and 3 are tradeable requirements with Tier 2 weighted higher than Tier 3, and individually are not mandatory, 2 128

Name of Offeror or Contractor:
PIIN/SIIN MOD/AMD
however a minimum quantity (approximately half) must be met to be eligible for award. These tradeable requirements will be evaluated in the form of a VATEP adjustment (i.e. Technical and Objective adjustments). These adjustments will be calculated based on the Offerors proposed compliance to the requirements. In order to be eligible for award the Offerors must propose a minimum of roughly half of any combination of Tiers 2 and 3 of the tradeable requirements. Tier 4 requirements are objective only and also receive an adjustment if proposed. For Tier 4 requirements, no credit will be assigned for partial compliance. Offerors proposed compliance to Tiers 2 through 4 will be incorporated into the resulting contract, if selected.
iv. Small Business Participation - The Government will evaluate the extent of the Offerors approach to achieving the
Government's objective of providing maximum practicable opportunities in meeting the small business participation goals identified in this solicitation.
c. Relative of Importance of Factors: The Schedule Factor is slightly more important than Performance. Performance and VATEP are equal in importance to each other. Performance and VATEP are each, on an individual basis, significantly more important than Small
Business Participation. As required to be defined by FAR 15.304(e), the non- VATEP factors, when combined, are significantly more important than the VATEP Factor.
4) EMD Phase: __________
Up to two EMD contracts are targeted for award during the first quarter of FY19. Each contractor is required to deliver 12 pre-production vehicles in accordance with the Scope of Work and P-Spec. In addition, the contractor(s) shall deliver two Ballistic Hull and Turrets (BH&T), System Support Packages (SSP) and Special Tools and Test Equipment (STTE), Armor Coupons, and a Cyber Bench, if proposed with its design, during EMD. During the EMD phase, the vehicle shall be developed, designed, and tested within the affordability constraints described in Section M.3.2, and the vehicles will be used to support Pre-Production Testing, and a Soldier
Vehicle Assessment (SVA) used to measure prototype effectiveness and provide feedback. Pre-production vehicles shall be transferred to the Government through use of a DD Form 1149, Requisition and Invoice/Shipping Document. The MPF program includes a comprehensive provisioning program to allow for crew and field-level organic Army support by First Unit Equipped in 2025.
5) Funding and Affordability:_____________________________
The Government will provide funds for EMD on an incremental basis. Any proposal received in response to this RFP that proposes a total price in excess of the cumulative available funding by fiscal year for in EMD or the LRIP option(s) available funding will be considered unaffordable in accordance with M.3.2.
EMD Available Funding by FY (for each offeror) Cumulative Available______________________________________________ ____________________
FY2019 $176M
FY2020 $311M
FY2021 $360M
FY2022 $376M
LRIP Affordability__________________
Sum of CLINs 1001 (Ceiling Price) and 1003 $378M
CLIN 1002 $16M
CLIN 2001 (Ceiling Price) $311M
6) Low Rate Initial Production (LRIP) Option(s) ____________________________________________
a. The Government intends to award the option(s) on only one of the two EMD contracts. The contractors awarded EMD contracts will deliver prototype vehicles that will be evaluated in a subsequent competitive evaluation for their ability to meet MPF System requirements. The contractor whose system best meets the evaluation criteria will be awarded the LRIP option(s). Only one EMD contractor will be selected for LRIP. The LRIP options include a total of 54 vehicles (26 vehicles for Option 1 and 28 for Option 2)
LRIP also includes the retrofit of 8 EMD vehicles, SSP, STTE, Logistics Products, and Government Test Support.
b. The Government will convene an Evaluation Board to determine which contractor offers the best value to the Government for LRIP.
LRIP options will be exercised for one of the two EMD contracts. The Government will evaluate contractor proposals based on the below evaluation criteria and in accordance with Section H.10.
i. Performance - The Performance Factor contains two Sub-Factors: 1) Technical and 2) Force Structure. The technical Sub-Factor will assess the probability/risk that the contractors MPF will achieve the contractors proposed performance levels for the requirements identified in Attachment 34 (LRIP Down-Select Requirements List). The Force Structure Sub-Factor will assess the probability/risk that a contractor can meet the tasks identified in Attachment 54 (Force Structure Worksheet).
ii. VATEP - The VATEP Factor will be used in the trade-off evaluation to determine best value. The VATEP Factor includes the
Evaluated Options Price, a LRIP Technical Adjustment, GFP Use and Charges Adjustment, and an Operations and Sustainment Adjustment.
iii. Data and Background Patent Rights - The Government will assess and evaluate the extent the additional proposed Data and
Patent Rights allows the Government to (1) organically perform or to compete the depot maintenance and gun barrel production; (2)

compete spare parts procurement; (3) secure additional sources for the MPF system and equipment; and (4) use submitted technical data or computer software and background patent rights for any other Government programs.
iv. Small Business Participation - The Government will evaluate the extent of the Offerors approach to achieving the
Government's objective of providing maximum practicable opportunities in meeting the small business participation goals identified in this solicitation.
Relative Order of Importance of Factors: Performance is more important than VATEP and VATEP is slightly more important than Data and
Background Patent Rights. Data and Background Patent Rights is significantly more important than Small Business Participation. As required to be defined by FAR 15.304(e), the non-VATEP factors, when combined, are significantly more important than the VATEP
Factor. The Performance Factor is more important than VATEP.
c. LRIP includes a performance incentive for reliability. Cost will be incentivized by use of an FPIF contract. The terms and conditions for the reliability incentive is set forth in Section H.5.
