# RFP Reference Question Response
1 RFP
L.4.1.1.2
What format does the Government want for the FEA grid submission for underbelly analysis?
Does the Government want the material property cards and input decks delivered with the proposal, if so in what format?
Section L.4.1.1.2 is updated in RFP Amendment 2 to request
"underbody simulation input data with Finite Element Analysis
(FEA) results to include static images, description of material properties, attachments/integration, dynamic and plastic deformation, and global and local vehicle acceleration plots."
If available the vendor may submit LS-DYNA keyword (.k) files.
2 C.1.1.4 and C.2.1.4 Issue: C.1.1.4 and C.2.1.4 Government Furnished Property requirement may conflict with existing, DCMA approved business practices.
Recommendation: Allow Offerors to use their current DCMA approved systems and business practices in lieu of the specified directions listed in the requirement.
Rationale: The requirement as written levies specific additional requirements on the
FAR/DFARS that could require an Offeror to either seek a waiver or require changes to their current DCMA approved business systems. The impact of such changes could invalidate their existing approved Property Management System and affect other programs.
Contractors shall comply with the RFP terms as no specific conflicts have been identified.
3 CDRL A092 Question: For the Battle Damage Assessment Repair manual, does the Government’s requirement include weld repair of damage hull and turret structures?
There is no requirement for hull/turret weld repair in the Battle
Damage Assessment and Repair manual. This does not relieve the contractors from developing hull/turret weld repair procedures in
DMWR's, NMWR's, compliance with Section E requirements, etc.
Please refer to MIL-STD-40051-2C within CDRL A092 and A130 for clarification.
4 L.4.1.2.1 Bullet (e) Resource hours/dollars
Is the expectation for this section to have an all-encompassing IMS that includes hours and dollars or is the request asking for hours or dollars?
The IMS shall include both hours and dollars.
MPF RFP W56HZV-18-R-0001 - Questions and Answers BATCH 4 (Distro A)
C.1.5.1.2.3, C.1.5.1.3.4
1) Both paragraphs require FSR’s to “operate vehicle” is it the Government’s intent to have contractors drive vehicles on test courses during the test, or is this to move around the work space?
2) Will the Government provide office space, with internet connections and space for SSP storage at all test locations?
1) Per the referenced SOW paragraphs, "The contractor shall provide onsite FSR suppoer for vehicle operations, maintenance, instrumentation, and test setup activities at
Government test locations." For clarification, this does NOT involve driving the vehciles on test courses nor around the workspace. ATC personnel will drive the pre-production (and
LRIP) vehicles. Contractor/FSR personnel will not drive the assets, however will provide support regarding operations, etc.
2) The US Government will provide office space and space for
CONEX SSP Storage. The contractor shall be responsible for internet and telephone connections.
6 C.2.8.4.15 Depot Maintenance Work Requirement (DMWR) Development - Requirement is to perform a pre-pilot overhaul of the MPF, what vehicle will the Government release to contractors for this effort?
The Contractor shall use the 2nd or 3rd Retrofit vehcile (PDR2 or
PDR3) that was delivered under CLIN 1002 after the successful completion of Log Demo.
