MPF RFP W56HZV-18-R-0001 - Questions and Answers - BATCH 1 (Distro A)

# RFP

Reference

Question Response

1 RFP What is the time period for questions on the RFP? Questions regarding the RFP are due two weeks prior to the due date and time specified in block 9 of the solicitation; however, all questions should be submitted as soon as possible.

2 RFP When does the USG anticipate providing classified RFP information ? Classified information was mailed on 27 Nov 17 to offerors who expressed interest in this requirement and were approved to receive classified information. Offerors requesting classified information shall follow the procedures stated within paragraph 7) b. of the Mobile Protected Firepower Executive Summary.

3 Attachment 53 Page 9, CLIN B0003, refers to section C.1.2.9.4 as the reference for the requirements of the

CLIN.Page 32 of the solicitation includes section C.1.2.9 and states that “C.1.2.9 through C.1.2.9.4 see Attachment 53.” The solicitation as released via FBO does not include an Attachment 53. Can the Government please provide the attachment or updated guidance on where we could find the technical specifications for the requirements of CLIN B0003.

All attachments, including Attachment 53, that are not posted to Federal Business Opportunities (FBO) website for solicitation W56HZV-18-R-0001, are FOUO. Offerors requesting access to FOUO documentation shall follow the process outlined within the Mobile Protected Firepower Solicitation, Executive Summary section 7b.

4 Exhibit A CDRL A053 specifies that a Safety Assessment Report (SAR) must be delivered prior to each TRR.

Is a SAR necessary prior to the Armor Coupon TRR?

No SAR will be required for Armor Coupon TRR. CDRL A053 will be modified to reflect this clarification in an upcoming RFP Amendment.

5 Exhibit A CDRL A055 specifies that a Health Hazard Assessment Report (HHAR) must be delivered prior to each TRR. Is an HHAR necessary prior to the Armor Coupon TRR?

No HHAR will be required for Armor Coupon TRR.CDRL A055 will be modified to reflect this clarification in an upcoming RFP Amendment.

6 L.2.3 L.2.3 states: “Each volume shall include a (i) title page, (ii) table of contents, and (iii) list of tables and figures.” and “Provide a list of all attachments and substantiating data in the table of contents.

The table of contents shall include the following information for each factor, attachment, and for all substantiating data listed: (a) Cross-reference to related section L paragraph number, (b) Page number, (c) CD-ROM or DVD Volume and number, (d) File name, (e) Classification” Is it the intent for the Table of Contents to include the Table of Contents of the Volume, the Cross-reference matrix to the solicitation, and the list of all attachments/ files/substantiating-data in a single table? Or can a Cross Reference Matrix (CRM) and directory/file index follow the ToC and list of tables & figures? Recommend the following change: Each volume shall include a (i) title page,

(ii) table of contents, (iii) list of tables and figures, (iv) section L cross reference, and (v) substantiating-data/attachment index.

Complete in accordance with Section L.2.3.

7 L.2.3 L.2.3 states: “…each paragraph of the proposal shall have a reference number.” Is it the intent that every paragraph separated by a carriage return (even within the same section heading) should have a reference number in the margin?

It is not the intent that every paragraph separated by a carriage return has a reference number in the margin.

8 C.2.6 FSR and SME Support scope is not explicitly stated in the test events of C.2.6 (for LRIP), however it is present in the test events of C.1.5 (for EMD). Is it expected that the only on-site contractor support to LRIP testing is in the form of training and SSP management?

No, LRIP on-site FSR/SME Support will be handled through a future contract. The offeror shall bid all other test support in its proposal.

9 Section B According to section B, CLIN 1001 “funds work performed in accordance with Section C.2, except the paragraphs noted in separate CLINs 1002-1004” and CLIN 2001 “funds all of Section C.2.”

Since the period of performance of CLINs 1001 and 2001 overlap (and that CLIN 2001 is an option that may not be awarded even if CLIN 1001 is awarded), is it correct to assume that CLIN

1001 will carry all of the scope of C.2 through the completion of the test events (except CLIN 1002-

1004 scope and any scope associated with option 2 vehicles) and that CLIN 2001 will only cover option 2 vehicles and any remaining scope once vehicle testing is complete (this would include 2

PMRs)?

CLIN 2001 will be updated to mirror the language of CLIN 1001 to clarify the scope it funds. The period of performance/delivery for the CLINs are specified. The USG recognizes that PMRs, etc will be funded under

CLIN 2001 as the scope allows it. The will be updated in an upcoming RFP Amendment.

10 L.4.3.1.4.2 Please clarify “Non-Major Subcontracts (Less than 50% of the proposed CLIN price)” per Section

L.4.3.1.4.2. Does this section apply to both hardware-only suppliers and suppliers providing non-recurring engineering work? Or can we exclude hardware-only suppliers (e.g. catalog parts, etc.)?

RFP paragraphs L.4.3.1.4.1 through L.4.3.1.4.8 detail the information that offerors are required to provide in support of the proposed costs included in each top-level spreadsheet (as definited in RFP paragraph L.4.3.1.4);

regardless if hardware or services. Therefore, offerors are required to provide the information detailed in L.4.3.1.4.2

(Non-Major Subcontracts) or L.4.3.1.4.3 (Major Subcontracts) to support costs that an offeror designates as subcontracts within their top-level spreadsheets, and they are required to provide the information detailed in

L.4.3.1.4.4 (Material) to support costs that an offeror designates as material within their top-level spreadsheets.

11 C.2.6.1.5.5 Per C.2.6.1.5.5, the SSP for Corrosion Testing needs to be delivered “at least 30 calendar days prior to the start of any training that precedes testing.” Per C.2.6.1.5.5, Operator and Maintainer Training for Corrosion Testing needs to occur “no less than 15 calendar days prior to the start of test.”

Based on Attachment 21 and the timing of LRIP Option 1 contract award, Corrosion Testing will begin approximately 2 weeks after LRIP award; however, the SSP for that test needs to be on-site at least 30 days prior to award. Please clarify the timing requirements for the Corrosion Test SSP that is due on site just after LRIP contract award.

USG will modify Attachment 21 in an upcoming RFP amendment to indicate the Corrosion Testing will begin 65 days after contract award, allowing sufficient time to get SSP on-site prior to start of any training.
