# RFP Reference Question Response
1 A.5, B.1, M.3.2, M.3.2.1, Attachment 35
The referenced sections provide different time period breakouts. Section A only references FY, which is assumed to be Government Fiscal Year consisting of October through September each year. Both Sections B and M provide a yearly increment breakout of “Performance Periods” from January through January each year. It is not clear how the different breakouts correlate to each other. Are we to assume that our proposed costs from the time of award through January 2020 should make up the amount to be input for the FY2019 “Proposed Price” in the “CLIN 0001” tab in
Attachment 35? And that our proposed costs from January 2020 through January
2021 should make up the amount to be input for the FY2020 “Proposed Price” in the
“CLIN 0001” tab in Attachment 35? And so on? However, this also creates a monthly overlap each year since, for instance, January 2020 counts for both FY2019 and
FY2020. Will the Government clarify what months/years make up each FY of funding for EMD for pricing purposes?
The Government Fiscal Year begins 01 October and ends 30 September every year. The contract funding period is different based on when funds are expected to be received. The first performance period of FY19 should be contract award through December 2020.
Subsequent periods should be for 12 months (Jan - Dec). For simplification, Offerors may plan work and submit either on a midpoint (mid-January to mid-January) or January through December for the 12 month period. Either method will be considered acceptable. Please utilize those amounts in completing Tab "CLIN 0001" in Attachment 35. Section M.3.2 will be clarified in a future
RFP amendment.
2 L.4.3.1.4, Attachment 35
As a follow on to the above question, the Top Level Spreadsheets require that “For each CLIN identified in Section B of the RFP, the Offeror shall provide a top-level spreadsheet, time-phased by the Offerors fiscal year and organized by cost element
(e.g., Direct Labor, Subcontracts, Direct Material, Other Direct Costs, Overhead/Indirect Costs, Profit/Fee, etc.), which supports the Offerors proposed price.
The cost breakdown must be consistent with your cost accounting system.
The total proposed CLIN price identified in each top level spreadsheet shall equal the proposed total CLIN price identified in Attachment 35 (EMD Pricing Spreadsheet). For
FPIF CLINs, the top level spreadsheets shall equal the target price identified in
Attachment 35.” Each Offeror’s Fiscal Year will most likely be a different time period than either the “Performance Periods” called out in the RFP or a Government Fiscal
Year. Therefore, the Offeror’s FY breakout would not match the FY2019-FY2022 breakout in the “CLIN 0001” tab in Attachment 35, it would only match the overall
Cumulative Proposed Price. Please confirm that the Government wants the Top
Level Spreadsheets broken out by each individual Offeror’s fiscal year?
In accordance with L.4.3.1.4 Top-Level Spreadsheets, the offeror shall provide a top-level spreadsheet, time-phased by the Offeror's fiscal year. The Fiscal Years identified in Attachment 0035 -
Pricing Spreadsheet, Tab "CLIN 0001" are defined in RFP Section M.3.2.1 EMD Phase. The Government acknowledges that the Offeror's fiscal year identified in RFP Section L.4.3.1.4 (which is utilized in the top-level spreadsheet) may be different than the fiscal year identified in RFP Section M.3.2.1 (which is utilized in Attachment 0035 - Pricing Spreadsheet, Tab "CLIN 0001". This potential difference in fiscal years is why Section L.4.3.1.4 states that "The TOTAL proposed CLIN price identified in each top level spreadsheet shall equal the proposed TOTAL CLIN price identified in Attachment 35 (EMD Pricing Spreadsheet)." Therefore, the total proposed price for CLIN 0001 in the top-level spreadsheet shall equal the total proposed price for CLIN 0001 in
Attachment 0035 - Pricing Spreadsheet. However, there is no requirement that the proposed price by fiscal year in the top-level spreadsheet equal the proposed price by fiscal year in Attachment
0035 - Pricing Spreadsheet, Tab "CLIN 0001".
3 C.1.1.4; C.2.1.4 The GFP language is restrictive, may conflict with DCMA approved systems, and may cause unnecessary administrative burden and costs. Such as:
- Configuration managed GFP list
- Monthly GFP inventory counts above the FAR 52.245-1 physical inventory requirement
- Reporting deficient and defective GFP in a CDRL in addition to the required written statement to the Property Administrator
- Requirement shipments on DD1149
- Reporting based on specific events
- Providing signed shiping documentation
The GFP sections will be updated in a future RFP amendment to be less restrictive and reduce administrative burden. The Data Item Description (DID) for CDRL A006 will be changed to DI-
MGMT-80503 with delivery frequency as required. CDRL A005 subsequent deliveries will be changed from' monthly' to 'annually or as required by the COR'.
The GFP language will be revised to the following in C.1.1.4:
GFP for this contract includes Government Property as defined by FAR 52.245-1, Government Furnished Material (GFM), and Government Furnished Equipment (GFE). GFP is identified in
Attachment 09.
The contractor shall develop and implement an Inventory Control Plan and process that accounts for GFP in accordance with DFARS 252.211-7007. The contractor shall maintain a GFP list in accordance with FAR 52.245-1. The contractor shall utilize a Property Management System, approved by the Defense Contract Management Agency (DCMA) Property Administrator for the delivery and storage of GFP. The contractor shall maintain the Property Management System for all GFP in a manner consisting of; Nomenclature (Description); Part Number (PN); National
Stock Number (NSN) if available; Quantity received (or fabricated), issued, and balance-on-hand; Unit Acquisition Cost; Serial Number (actual or assigned); Unit of measure; Accountable contract number or equivalent code designation; Location in Facility/Building; Disposition; Posting reference and date of transaction; and Date placed in service. The contractor shall provide property accountability reports in accordance with CDRL A005. If an NSN is not available the contractor shall request and utilize a Management Control Number (MCN) from the Accountable Property
Officer (APO) for Government furnished equipment, Special tools, and Test Equipment.
Report of Shipping (Item) and Packaging Discrepancy shall be provided to the Government by the contractor when GFP is received which does not agree with information on the shipping documents in accordance with CDRL A006.
The contractor shall request authorization for the replacement or repair of unserviceable GFP no longer usable for intended use during the execution of current efforts. Requests shall be made to the PCO as soon as a determination can be made. The contractor shall obtain written authorization from the PCO prior to shipping unserviceable assets to the repair location. The contractor shall notify the PCO and COR when shipped for contract modification if required.
The contractor shall ship GFP from Contractor facilities to and between various locations as necessary to support the execution of this contract. Movement of all GFP shall be made via one of the following forms; Internal contractor shipping document, DD 1149, DD 1348, DD 250, or a commercial shipping/tracking document. Signed shipping documentation shall be provided to the
Contracting Officers Representative (COR) and Accountable Property Officer (APO) upon request.
The contractor shall support the Government in conducting annual inspections/inventories of Communications Security (COMSEC) property and standard GFP every three years or as required by the COR. The Government will notify the contractor no less than thirty (30) calendar days in advance of inspection / inventory to ensure proper access to facilities and property is available.
The contractor shall enter GFP no longer required for execution of the contract into the PCARRS Database, no later than 30 calendar days after notification that any remaining options will not be awarded.
3(Co nt'd)
C.1.1.4; C.2.1.4 (answer continued from above) C.2.1.4 will also be updated to the above language, with the exception of the last sentence which will read "The contractor shall enter GFP no longer required for execution of the contract or not required for MPF follow on contracts into the PCARRS Database, no later than 90 calendar days prior to the end of the contract period of performance.
