15. REMARKS
FINAL COST REPORT
Final Cost Report to be submitted when final end item has been delivered and accepted by the government (e.g., as evidenced by a completed DD 250) and 95% or more of total contract costs have been incurred.
If contract Period of Performance is extended, the contractor shall submit an additional cost report for each additional year of extension. The final report will be moved to the revised end of the Period of Performance.
POST-AWARD CONFERENCE
Per DFARS #242.503, a post-award meeting is required for all contract awards. The objective is to have a collaborative discussion between industry and the government with respect to industry's approach to fulfilling contractual obligations with the CSDR Contract Plan and CSDR policy as well as the government's expectations for each CSDR submission. The Contractor to demonstrate how their accounting system will feed the CSDR reports with minimal allocation, and to identify any revisions needed to the CSDR plan(s).
NON-RECURRING/RECURRING DEFINITIONS
Refer to the specific definitions and requirements in the CSDR Manual 5000.04-M-1 and the definitions in the DIDs for DD Forms 1921, 1921-1 and 1921-2. Any refinements or expansions of these definitions must be agreed to in the pre-contract or post contract award conference between the PM/CWIPT and the reporting contractor and approved by the OSD CAPE Chair before being incorporated into the contract. The contractor will utilize the specific definitions and requirements in the CSDR Manual (DoD 5000.04-M-1) and the definitions in the DIDs for the DD Forms 1921, 1921-1 and 1921-2 to segregate recurring and nonrecurring costs.
Refinements or expansions to these definitions are TBD pending the pre-contract or post contract award conference.
PRICE INDENTURED BILL OF MATERIAL
The Contractor shall deliver CDRL AXXX Financial Bill of Materials (BOM) with each 1921 delivery. The BOM will provide cost data at the part level by WBS in lieu of level 4 WBS elements in the CSDR plan. The Contractor will annotate in the remarks section of the 1921 that a supplemental BOM excel file accompanies this submission for costs of materials going to the vehicle.
Page 5 of 7DD FORM 2794, AUGUST 2015 PREVIOUS EDITION IS OBSOLETE
COST ACCOUNTING STANDARDS (CAS) DISCLOSURE STATEMENT DIFFERENCES
Contractors are required to follow the accounting procedures specified in their CAS Disclosure 13 Rev 1, 20071213 Statement. As part of the pre/post award conference, the CWIPT and the contractor will review the CAS Disclosure Statement in conjunction with the reporting requirements contained in the DD 1921-1 and DD 1921-2 DIDs and related formats. This review will address the need for mapping from the contractor’s accounting system into the required contractor cost data reporting (CCDR) categories. If the plan is submitted BEFORE the pre-contract or post contract award conference, enter TBD. Otherwise, enter the results of the review, as applicable.
1921-3 CONTRACTOR BUSINESS DATA REPORT
The Contractor Business Data Report is prepared by and for the business entity (e.g., business unit, segment, or site) responsible for submitting the representing the basis for Forward Pricing Rate Agreement (FPRA) negotiations with the government.
Reports are submitted annually at the end of the contractor's fiscal year. Data for Future Years should be reflective of the number of years contained in the most current document, i.e., the FPRP or the FPRA. If the document applies to more than three future years, attach additional future year sheets as required. In the absence of these documents, estimates should be provided for three future years.
** (if required) 1921-2 PROGRESS CURVE REPORT Unit or Lot Reporting: Reporting is to be provided by unit.
The contractor is required to provide " A. Completed Units/Lots", report incurred cost and hour data when that unit is completed, even if the DoD contracting component has not yet accepted the unit. The column should include zeros until the first unit is completed.
In column B, labeled "Work-in-Process (WIP)" enter incurred cost and hour data for the EMD phase unit started but not yet completed during the reporting period. Include only the direct labor hour and direct material costs and hours associated with this effort. This column should include zeros after the final unit is completed.
Product characteristics: 1921-2 must include the weight. Expand Rows 5a through 5c to capture the following technical characteristics for the sub-configuration:
Product Characteristics:
*Vehicle Integration, Assembly, Test and Checkout (lbs) *Hull/Frame/Body/Cab Weight (lbs) and (composition % by type) *System Survivability Weight (lbs) *Suspension/Steering Weight (lbs) *Vehicle Electronics (lbs) *Power Package/Drive Train Weight (lbs) *Auxiliary Automotive Weight (lbs) *Fire Control (lbs) *Armament (lbs) *Automatic Ammunition Handling (lbs) *Navigation and Remote Piloting (lbs) *Special Equipment (lbs) *Communications (lbs) *Other Vehicle Subsystems (lbs) *Curb Weight (lbs) - total weight of a vehicle with standard equipment, all necessary operating consumables (e.g. motor oil and coolant), a full tank of fuel, not loaded with passengers or cargo.
*Gross Vehicle Weight (lbs) - includes the weight of the vehicle itself plus standard equipment, consumables, fuel, passengers, and cargo.
In addition to the data given, include a description of how the data was derived (e.g. actuals from physically weighing the item, spec sheets, engineer estimates, or some combination thereof) to include GFM items.
Page 6 of 7DD FORM 2794, AUGUST 2015 PREVIOUS EDITION IS OBSOLETE
CONTRACT WORK BREAKDOWN STRUCTURE (CWBS)
The WBS included is intended to facilitate open competition for the MPF program. It is the intent of the Government to collect data at level four of the WBS for high value and high-risk MPF subsystems, with high value notionally being a subsystem that accounts for roughly greater than X% of a given mission role vehicle's projected recurring unit cost or development cost. The contractor shall expand upon the WBS elements ending with "Subsystems 1...n (Specify)" with additional product oriented WBS elements for major subsystems within the WBS. If there are no additional major subsystems, the WBS element should be renamed to provide an appropriate "other" element to collect the remaining cost and effort within the associated WBS element.
For WBS element 1.1.15, further software releases and Computer Software Configuration Items (CSCI) will be defined at the post-award conference.

15. REMARKS
FINAL REPORT
Final Cost Report to be submitted when final end item has been delivered and accepted by the government (e.g., as evidenced by a completed DD 250) and 95% or more of total contract costs have been incurred.
If contract Period of Performance is extended, the contractor shall submit an additional cost report for each additional year of extension. The final report will be moved to the revised end of the Period of Performance.
POST-AWARD CONFERENCE
Per DFARS #242.503, a post-award meeting is required for all contract awards. The objective is for the Contractor to demonstrate how their accounting system will feed the CSDR reports with minimal allocation, and to identify any revisions needed to the CSDR plan(s).
IPMR REPORTING
a. IPMR column 13.h reporting requirements shall be updated/annotated at the post-award conference.
b. IPMR elements selected for reporting in column 13.h shall be updated to reflect the PMO's programmatic risk and reporting visibility needs throughout contract execution.
c. EVM reporting requirements shall be reflected in the contractual IPMR CDRL (DD FORM 1423-1).
d. For information on IPMR policy requirements, refer to DID DI-MGMT-81861A and the IPMR Implementation Guide.
EAC REPORTING
a. EAC column 13.f reporting requirements shall be updated/annotated at the post-award conference.
b. EAC column 13.f reporting levels shall reflect IPMR column 13.h reporting levels.
Page 5 of 7DD FORM 2794, AUGUST 2015 PREVIOUS EDITION IS OBSOLETE
AS-OF-DATE
a. When both an IPMR and CSDR are due in the same month, the data As-of-Date shall be aligned to reflect the contractor's accounting month end data.
b. CSDR Due Date need not align with IPMR Due Date.
The Contractor shall deliver CDRL AXXX Bill of Materials (BOM) with each 1921 delivery. The BOM will provide cost data at the part level by WBS in lieu of level 4 WBS elements in the CSDR plan. The Contractor will annotate in the remarks section of the 1921 that a supplemental BOM excel file accompanies this submission for costs of materials going to the vehicle.
If the plan is submitted BEFORE the pre-contract or post contract award conference enter TBD.
Page 6 of 7DD FORM 2794, AUGUST 2015 PREVIOUS EDITION IS OBSOLETE
CONTRACT WORK BREAKDOWN STRUCTURE (CWBS)
The WBS included is intended to facilitate open competition for the MPF program. It is the intent of the Government to collect data at level four of the WBS for high value and high-risk MPF subsystems. The contractor shall expand upon the WBS elements ending with "1...n (Must Specify)" with additional product oriented WBS elements for major subsystems within the WBS.
