Q.001 Partnerships / Interested contractors List None None
Is there a list of interested vendors / contractors available for public release?
A.001
No. The Government has not collected contractors names for public distribution. Contractors will need to make their own partnership arrangements.
12/4/2015 12/18/2015
Q.002 Specifications:
Max Capacity
Solicitation Clause 52.242‐4557 Will contractors need to meet the 60 trailers capacity per month capacity?
A.002
The clause at 52.242‐4557 requires the max capacity be 60 trailers per month, if and when, the contractor gets a delivery order. At this time, the Government does not expect the contractor to produce trailers at the rate of 60 per month during the whole contract, but instead the successful contractor would only produce 60 per month when called for in select delivery orders.
Contractor will be obligated to accept a delivery that requires 60 trailer per month but not one that expects more trailers per month.

Q.004 Specifications:
ABS
Attachment 001
ATPD
3.9.11.2
Normally the COTS Anti‐lock brake system (ABS) electrical has one ECU that controls the braking per axle and not per wheel end. The COTS ABS can sense the wheel end but does not control each wheel end independently. The government specifies "The ABS shall operate on 24 volt power. ABS, with each axle end sensed and controlled independently, is required on all axles and shall meet current industry..." Does the Government need wheel end ABS braking control?
A.004
No. The Government requirement is for ABS sensing on each wheel end and ABS control on each axle. Ref ATPD paragraph 3.9.6b for clarification.

3.9.4
Are the tire contact requirements exempt during loading and unloading the M870A4 during air transport, particularly the 15 degree ramp?
A.006
Tire contact weight and contact dimensions are applicable during air transport loading and unloading; however, it is not required that all tires remain in contact while loading and unloading.
The weight and contact dimensions on the tire(s) or axle(s) in contact with the aircraft ramp must not exceed trailer component or aircraft load limits. Additionally, there must be enough tires in contact to maintain system stability during loading and unloading maneuvers IAW the ATPD at 3.9.4.

Q.007 Specifications:
Ride Quality
Attachment 003
ATPD
3.9.5
Request an extension to the offer due date so that we may perform a “Trailer Ride Quality Test” IAW Attachment 0003, Performance Requirements Matrix, Subfactor 2. This requirement includes completely filling out Attachment 0019, Trailer Vehicle Dynamics Data Sheets (as stated under Offerors Proposed Level of Performance). Currently, dynamic data on the suspension has not been measured/recorded on our trailer suspension by ourselves, or our supplier. We are requesting a 30 day extension to the due date (i.e., February 4th).
A.007
The intent is not to perform a trailer ride quality test for proposal but rather provide the requested suspension component characteristic data in Attachment 0019 and allow the Government to conduct Modeling & Simulation during proposal evaluation IAW Section L/M. The Government will verify ride quality performance during delivery order 1. Please refer to "Notes 2 Tab in Attachment 0019."

A.008

Solicitation
Block 8.
I would kindly ask for another extension as I am still gathering all needed components for this contract. I hope you understand since this contract has come available during the holiday season it is making it difficult to gather answers to questions I have about the contract and trailer components.

Q.014 Pricing Attachment 0017 CDRL CLINS
Does the government want CDRL pricing included in the unit pricing per Ordering Year or does the government want separate pricing for the CDRLs?

Q.018 Pricing Attachment 0017 CDRL CLINS We did not understand the Government's reply to CDRL pricing ‐ where does the Gov't expect the contractor to capture CDRLs pricing?
A.018
CDRLS are NOT separately priced IAW DFARS PGI
204.7105 (a) (6) (ii). Therefore, there is NO CLIN to price those CDRLS. Offerors are responsible for selecting where to include their price of the required CDRLS (i.e. included in the applicable trailer unit price or wherever else the offeror decides to capture or include the price of the
CDRLs). All prices must meet all section L and M requirements including fair and reasonable, balanced pricing, and affordability.

Q.019 Specifications:
ECE
ATPD 2395G
APPENDIX A. Vehicles, Construction Equipment, and Material Handling Equipment to be Hauled by the M870A4.
(1) Reference ATPD‐2395G pages 41‐43 – There are 83 separate pieces of equipment listed to be hauled by the M870A4. However, technical manuals are not provided for each piece of equipment. Where can contractor find information relating to weight and dimensions as it pertains to the equipment for which technical manuals where not provided, but that will be hauled by the M870A4? This is needed information for trailer design to optimize design and assure compliance and safety for loading/unloading and transport securement for all 83 pieces of equipment that may be hauled on M870A4.
(2) Contractor requests the solicitation response date be extended January 18, 2015. This will allow contractor to best review information/analyze loads for M870A4 proposed trailer.
A.019
(1) ATPD 2395G, Appendix A, is only a representative list of equipment that will be carried by the M870A4 semitrailer; however, it is not all‐inclusive or an exhaustive list. Weight and dimensional data is available to the public on the internet. Attachment 0008 identifies the equipment that best represents the design envelope. The primary purpose of Attachment 0008 is to provide transportability information required to complete CDRL A032, Equipment Tie Down Report. Information for the specific pieces of equipment identified in Attachment 0008 was provided in Attachments 0020 to 0034 when the solicitation was released on 4 DEC 15.
(2) No. There is no extension granted at this time.

0037, and other cites
(1) Is there an existing NSN for the tires qualified by J2014 for the M870A4 or (2) if the awarded OEM for this solicitation will select the tires based on the trailer specifications and submit for first‐article approval?
A.020
(1) No. There is not a separate NSN for tires for the M870A4 and selection of the tires shall be based on the trailer specifications in ATPD 3.9.5.1.
(2) Yes the trailer OEM will select the tires based on the specification.

Is the water‐soluble CARC paint mandatory?
We ask because we just completed a large military contract where the SOW required MIL‐ C‐53039 CARC, not MIL‐DTL‐64159 CARC.
A.021 Either MIL‐DTL‐64159 or MIL‐DTL‐53039 are acceptable for the CARC topcoat. Reference ATPD 2395G, paragraphs under 3.7 for clarification.
