General: In accordance with reference a, and based on the listed reference documents above, SDDCTEA grants transportability approval to the Family of Skid Steer Loaders (FoSSL) for highway, rail, marine, air, helicopter sling load (HSL), and low v~locity airdrop (LVAD) transport modes subject to the restrictions provided herein. SDDCTEA also concurs with full materiel release and type classification standards.

Item Description: The FoSSL are commercial scoop loaders equipped with a diesel engine and a hydrostatic drive transmission. The type II version consists ~f tracks and the type III consist of steel tracks over wheel. The FoSSL has various attachments that are stored in an accessory box during transport which is designated as SSL-AB. The FoSSL are shown in figures 1 through 6 and the physical characteristics are listed in Table 1.

I

Requirements: The FoSSL is required to be capable of being transported by highway, rail, marine, air modes in C-130, C-17 and C-5 aircraft, helicopter sling loadable in one load, and capable of being rigged on an air delivery platform for low velot ity airdrop (LVAD) from C-130 aircraft, in accordance with MIL-STD-1366 and as described in MIL-HDBK-1791 and MIL-HDBK-669. The vehicle lifting and tiedown provisions shall meet the requirements of

MIL -STD-209K. I

Conditions of Certification: Our analysis shows that the SSL mebts its transportability requirement. A summary of our analysis follows:

I

a. Highway. The SSL Type II vehicle can be transported by the M870 trailer. The SSL Type III vehicle can be transported by the M172 and M870 trailer. Note that for the Type III

I vehicle the tracks had to be removed and vehicle driven in reverse to self load on the M870 trailer. The M 172 trailer was not test loaded but it is anticipated that the SSL type III shall be able to self-load onto the trailer. Due to chain interference Ithe SSL Type II and Type '" can only be transported without bucket. The M870 and M172 trailers with SSL type II and type III with SSL-AB equipment are approved for unrestricted highway transport within the United States and NATO countries. For further guidance on loading procedures please review the SSL technical manual (TM). Tiedown procedures suitable for highway truck/trailer transport can be found in TEA Pamphlet 55-20, Tiedown Handbook for Truck Movements, Fourth Edition. An electronic copy of this pamphlet can be downloaded from our website at www.tea.army.mil. or hard copies of any of our pamphlets can be ordered from the following location:

www.tea.army.millpubs/pubs_order.htm.

b. Rail. The SSL Type II, Type III and SSL-AB meet all dimenJionallimits and are capable of unrestricted rail transport in the United States and NATO countries. It successfully passed a M IL-STD-81 0 rail impact tests conducted Iby Aberdeen Proving Grounds on 14 August 2008 and 25 August 2008 as shown in reference c and d. Due to chain interference the SSL Type II and Type'" can only ~e rail transported without bucket. Figures 4 thru 6 shows how the equipment w~s restrained during rail testing. Tiedown procedures suitable for rail transport are incluC,led in TEA Pamphlet 55-19, Tiedown Handbook For Rail Movements, Sixth Edition. I www.tea.army.millpubs/pubs_order.htm http:www.tea.army.mil

Figure 5. M400W Steel Tracked Skid Steer Loader loaded! on railcar (rear)

Figure 6. Skid Steer Attachment Box secured to railcar

c. Marine. The SSL Type II, Type III and SSL-AB meet the dimensional and weight limits for transport on breakbulk, roll-on/roll-off, SEABEE, LASH and all USA, USMC and USN lighterage. Tiedown procedures for marine transport can be found in TEA Pamphlet 55-22, Marine Lifting and Lashing Handbook, Third Edition.

d. Fixed-Wing Air. The Aeronautical System Center Air Transportability Test Load Activity (ATILA) certified the SSL Type II, Type III, and SSL-AS for air transport aboard C-130, C-17 and C-5 aircraft. Refer to Enclosure 1 for further g:uidance on internal air transport.

e. Internal Helicopter Transport. The SSL Type II, Type III, ~nd SSL-AB do not have an internal helicopter transport requirement.

f. External Helicopter Transport. The SSL Type II, Type III, and SSL-AB met external helicopter transport requirement and is approved for helicopter sling load via all capable US Army helicopters (enclosure 2).

g. Low-Velocity Air Drop (LVAD). The SSL Type II and TypJ III successfully completed all testing and are approved for low velocity air drops (enclosure 3).

h. Containerization. The SSL Type II, Type III, and SSL-AB 10 not have a containerization requ i rement.

i. Lifting and Tiedown Provisions. The SSL Type II, Type III, and SSL-AB have all undergone a lift and tiedown strength tests at Aberdeen Proving Ground 15 May through 20 August 2008 and 13 November 2009 according to r~ferences band h. The SSL Type II and Type III tiedown provisions were tested to restrain weights no more than 9,520 Ibs. The SSL-AB provisions were tested to restrain Wteights no more than 35901bs. '

Point of Contact: This concludes the requirements for transportability approval for the

FoSSL. Please consult us to discuss the need for a new transportability approval should changes occur that increase the size and/or weight of the FoSSL. Point of contact for the

FoSSL is Mr. Kevin Rucker, (618) 220-5210, DSN 770-5210, or kevin.rucker@us.army.mil.
