M870A4 Solicitation Section A

Executive Summary

A.1 The US Government (USG) is soliciting for an M870A4 semitrailer. The M870A4 is a low-bed semitrailer with a rated payload of at least 40 tons (80,000 lbs). The M870A4 trailer is to be used to transport a variety of Engineering Construction Equipment (ECE), tracked and wheeled vehicles. The M870A4 will be employed for tactical use on primary roads, secondary roads, improved trails, and trails. The

M870A4 will operate under worldwide climatic conditions in a military environment. The M870A4 shall satisfy the applicable standards of

Society of Automotive Engineers (SAE), Department of Transportation (DOT), Federal Motor Vehicle Safety Standards (FMVSS), and Federal

Motor Carrier Safety Regulations (FMCSR). The M870A4 shall be transportable by highway, rail, marine and air modes worldwide.

A.2 The U.S. Army Contracting Command - Warren intends to use a multi-phased approach to support an M870A4 Low Rate Initial Production

(LRIP) decision. A 5-Year Firm Fixed Price (FFP) Multiple Award IDIQ Contract with two (2) Single Option Years (7 years total) to two successful offerors. Award to a LRIP source will be decided prior to starting Phase 2. The contract term from the date of the contract award is expected to be seven (7) years. There will be five (5) base years and two (2) option years in this contract action. Offers will price the entire action with their initial offer. Offerors will be allowed to adjust prices only downward prior to the LRIP decision for

Phase 2. NOTE: this Section A - narrative is provided as a tool to assist the offeror in understanding the solicitation. This narrative is not authoritative, in the event of a conflict with another section, the other section, and not this narrative shall be controlling.

A.2.1 Phase I. The M870A4 program will be acquired on a full and open competitive basis utilizing source selection tradeoff procedures to obtain best value for the Government. The tradeoff process allows the source selection authority the flexibility to select the best-value offer, which may not always be the lowest-priced or highest technically-rated proposal. Each offerors? proposal will be evaluated through a Source Selection Evaluation Board (SSEB) and the Source Selection Authority (SSA) will make the best value decision. Following the source selection, a 5-Year Firm Fixed Price (FFP) IDIQ Contract with two (2) Single Option Years (7 years total) will be awarded to two (2) Original Equipment Manufacturers (OEMs) for the initial Delivery Order (DO) of two (2) trailers each which will be subjected to a competitive run-off Production Prove-Out Test (PPT). Upon completion of PPT, the IDIQ contractors shall be required to submit a Fair Opportunity Submission (FOS) for the Low Rate Initial Production (LRIP) DO. A technical evaluation will be conducted by the Government to evaluate each FOS. The evaluation of the contractors? FOS, Allocated Configuration Baseline, and PPT results will support the M870A4 LRIP decision. The ATPD will not be updated until phase II when a producer is selected for LRIP. Until the ATPD is updated, the offeror is bound to the contractor?s performance values to be tested in phase I. Each offeror?s proposed above threshold performance in the technical subfactors will be incorporated into the acceptance appendix for the offeror.

A.2.2 Phase II. The IDIQ contractor with the overall best value to the Government as determined through a fair opportunity competition

IAW FAR 16.505 will become the LRIP producer of the M870A4 semitrailer. Only for the LRIP selectee will the Government elect to award an additional DO of eleven (11) LRIP Trailers, subject to availability of funds. The eleven (11) LRIP Trailers will be produced in two

(2) production lots. The trailers produced in the 1st production lot shall be designated as follows:

LRIP #1: First Production Vehicle Inspection (FPVI)

LRIP #2: Logistics Development

LRIP #3 - #9: Production Verification Test (PVT)

The trailers produced in the 2nd production lot shall be designated as follows:

LRIP #10: Developmental/Operational Testing (DT/OT)

LRIP #11: Logistics Demonstration

In addition to the LRIP trailers, the LRIP DO will also include all associated OEM supplied items of equipment, deliverables, and services to include:

-Test/Log System Support Packages

-Maintenance Technical Representative

-Operator/Maintainer Training for Test

-Instructor Key Personnel Training (IKPT) Class -Radio Frequency Identification Tags (RFID) per trailer on an as needed basis for Outside the Contiguous United States (OCONUS) semitrailer shipments

The M870A4 IDIQ LRIP contractor will be required to pass FAT [First Production Vehicle Inspection (FPVI), Production Verification Test

(PVT), and Developmental Test/Operational Test (DT/OT)], establish a contractor-owned Production Configuration Baseline and complete a

Logistics Demonstration/Technical Manual Verification before entering into Full Rate Production (FRP).

A.2.3 Phase III. The Government's decision to award Full Rate Production (FRP) (maximum 1,350 M870A4 Semitrailers) initiates Phase III

SECTION H - SPECIAL CONTRACT REQUIREMENTS

SECTION H: SPECIAL CONTRACT REQUIREMENTS

H.1 Phase I PPT DO - Initial Delivery Order. Each of the two (2) IDIQ contractors chosen for award will be issued an initial delivery order for the minimum guaranteed quantity of two (2) PPT Trailers (E.4.2) conforming to the Automotive Tank Purchase

Description (ATPD) in Attachment 001 and the performance levels captured in the offerors acceptance appendix for the initial award. By issuing an order for the minimum guaranteed quantity, the Government has satisfied its contractual obligations with both IDIQ contractors. The IDIQ contractors shall contact the PCO to make arrangements for delivery of up to two (2) PPT Trailers no later than

180 Days after Start of Work Meeting (DA-SOWM). The two (2) PPT trailers delivered for this first order will be the basis for the evaluation selection of a contractor to continue into Low Rate Initial Production (LRIP).

H.2 Phase I PPT DO - Fair Opportunity Submission Request (FOSR) for the Phase II LRIP DO

H.2.1 Both IDIQ contractors will be provided a fair opportunity utilizing FAR 16.505(b)(1) to be considered for the Phase II

LRIP Delivery Order (DO). The Phase II LRIP DO is anticipated to include eleven (11) PPT Trailers (E.7.2). Any questions regarding the

FOSR shall be in writing and shall be directed towards the contract specialist. The cut off for questions shall be exactly 7 days before the FOSR closes. No question will be answered, if the question is received within 7 days of the FOSR closing.

H.2.2 For the award of the Phase II LRIP DO, the Government will only evaluate technical and price as proposed in the FOSR. The

IDIQ contractors will be required to provide the level of detail and substantiating data as stated below. The IDIQ contractors will be given a common submittal date 30 days after the completion of PPT to submit their final FOSRs. Submission instructions will be provided by the PCO with the FOSR.

H.2.3 Each awardee desiring to compete for the LRIP DO shall be required to deliver a proposal in response to the FOSR. The contractors

FOSR is based on the Phase I PPT DO configuration and shall consist of two (2) volumes in response to the evaluation factors: Technical

Performance and Price.

H.2.4 The Government will not assume the Offeror possesses any capability, understanding, or commitment not specified in its FOSR proposal. It is the Offerors responsibility to submit a well-written proposal, with adequately detailed information, which clearly demonstrates full understanding of and the ability to comply with the solicitation requirements. The Government will NOT assume the duty to search for data not found in proposals.

H.2.5 For the Technical Performance Volume, the Offeror shall provide a narrative describing the Offerors proposed design approach to delivering an M870A4 that meets the contract requirements of Attachment 001, ATPD 2395 and the performance levels proposed by each contractor for the initial award, which are listed in the acceptance appendix. The Technical Performance Volume may include text, photos, illustrations and model or drawing extracts, and shall be no more than 50 pages for the contractor's single solution. Proposed trailers which fail to meet the ATPD and the performance levels proposed by each contractor for the initial award, which are listed in the acceptance appendix will not be considered.

H.2.5.1 Substantiating data shall be in the form of Government, third party or Offeror test data and reports; commercial literature, manufacturers specification sheets, parts lists, certified modeling and simulation data, 2-D Computer Aided Design (CAD) drawings, schematics, engineering analysis, historical information, analytical support, safety confirmations, material release information, photos, videos, design documentation and rationale. Government test data and reports for the same design configuration that is being offered will be considered the most credible form of substantiating data. All other forms of substantiating data will be considered less credible. Any substantiating data for a design configuration which meaningfully varies from the offered design configuration may be considered less credible.

H.2.5.2 Substantiating data shall be complete, specific, and relevant only to the specific performance levels proposed to be achieved by the Offeror for each requirement. If the substantiating data for one requirement is the same as data cited for another requirement, then reference the previously provided data and do not provide duplicate data.

H.2.5.3 The technical performance factor section of the contractors FOSR shall address the contractors planned mitigation for deficiencies identified during (a) the Phase I PPT (E.4) and the subsequent Final Failure Analysis Corrective Action Reports (FACARs)

(E.4.7). The IDIQ contractors shall identify proposed revisions to the A-BL configuration (C.3.4.3) to address any required or proposed performance level(s) not met during PPT testing. The IDIQ contractors shall submit supporting documentation for all proposed changes.

The IDIQ contractors shall appropriately highlight all revised aspects of the configuration tested at PPT when submitting their proposal. Supporting documentation for all proposed changes shall be submitted.

H.2.5.4 If the IDIQ contractors make any revisions that impact any other aspect of its submission in response to the FOSR, the IDIQ contractors shall make the appropriate revisions to all aspects of their submission that are affected. IDIQ contractors shall address all secondary effects resulting from any revisions made after PPT in their FOSR proposal, and provide substantiation to show that proposed performance will not be degraded by these revisions. Where the Offeror submits substantiating data for a design configuration that meaningfully varies from the offered design configuration tested during PPT, the Offeror shall explain the extent of the variances and the impact such variances have on the credibility of the substantiating data.
