Subject: Transportability Approval for the Asphalt Paver (LeeBoy)
File Number: DP 23-10
Requestor: Joe Kogelmann, Systems Engineer, Combat Engineering Team, TARDEC
Reference Documents:
a. DoD Instruction 4540.07, "Operation of the DoD Engineering for Transportability and Deployability Program,” dated 11 September 2007
b. Transportability Testing of the Bituminous Material Paving Machine (BMPM), October 2010
c. Air Certification Memorandum for the Bituminous Material Paving Machine, 27 May 2011
General: In accordance with reference a, and based on the reference documents listed above, SDDCTEA grants transportability approval to the Asphalt Paver, subject to the restrictions provided herein. SDDCTEA also concurs with full materiel release and type classification Standard.
Item Description: The Asphalt Paver is a diesel-powered, crawler-driven paving machine manufactured by LeeBoy, Inc. It is designed to work typically in tandem with an M917 military 20-ton dump truck or similar vehicle: the paver pushes the dump truck, and the dump truck supplies bulk paving materials to the paver. This commercial off-the-shelf (COTS) equipment has been modified for use with a military 24-V direct current (VDC) electrical system. The paver is capable of laying asphalt strips up to 20 ft wide to facilitate new road construction and existing road repair. The paver is shown in figures 1 through 5 and the physical characteristics are listed in Table 1.

Date: 27 May 2011 Item Nomenclature: Bituminous Material Paving Machine File Number: 2010.11.01 Requestor: SDDCTEA (Kevin Rucker)
Item Description: The subject item is identified to be a diesel-powered, crawler-driven paving machine manufactured by LeeBoy, Inc. Its approximate dimensions are 226” L x 103” W x 108” H. The unit’s gross weight is approximately 26,420 lbs with a gross vehicle weight rating (GVWR) of 46,420 lbs.
Figure 1: LeeBoy Bituminous Material Paving Machine
Certified Aircraft: USAF C-17 and C-5
Conditions of Certification:
1. Maximum Weight for Air Transport: 26,486 lbs (tie-down restriction)
2. Item Preparation:
a. Shipper provided rolling and parking shoring is only required for the tracks if the vehicle track pads show excessive wear which could result in steel grousers bottoming out on the cargo floor during flight. Shipper provided floor protection shoring is required for the screed to rest on during transport. Approach shoring is required for C-17 transport. See paragraph 5 for applicable dimensions.

b. All hazardous materials (to include fuel level, batteries, etc.) must be prepared and certified for airlift in accordance with TM 38-250/AFMAN 24-204(I). Do not consider this air transport certification as approval for hazardous materials. Authorization for airlifting hazardous material is the responsibility of 401 SCMS/GUMAA (DSN 787-4503 or COM (937) 257-4503).
3. Loading Instructions:
a. C-5: Airplane must be in forward kneeled position if loaded through the forward ramp and in aft kneeled position if loaded through the aft ramp.
b. Vehicle shall be loaded on the aircraft facing forward so the rear tie-down provisions can be used for forward restraint.
c. If rolling shoring is required per paragraph 2.a, shoring must be placed under each track continuously from the end of the ramp toes to the forward edge of the vehicle stowed position on the aircraft (aft edge if loaded through the forward ramp of C-5).
d. The screed must be manipulated during loading and unloading to prevent contact with the aircraft.
e. Approach shoring is required under the ramp toes of C-17. See paragraph 5.
f. C-17: The vehicle must be loaded and positioned in compartment E.
g. Once the paver is in its final transport position, the screed shall be lowered onto floor protection shoring. The screed does not lock in the lowered position. Therefore, it must be restrained to the aircraft floor per paragraph 4.
h. Floor protection shoring must be placed between the screed and the aircraft floor. See paragraph 5 for dimensions.
4. Restraint Requirements: The Bituminous Material Paving Machine and all accompanying cargo must be restrained to meet MIL-HDBK-1791 requirements of 3G forward, 1.5G aft and lateral, and 2G
up. In addition, stored or installed equipment must meet these requirements and be capable of withstanding a 4.5G down load. There are two front tie-down provisions and two rear tie-down provisions on the tractor. There are two main tie-down provisions on the screed. See Table 1 and Figures 2 through 5 for tie-down rated capacities and locations.
