APPENDIX B QUALITY ASSURANCE PROVISIONS FOR TACTICAL TIRE/WHEEL/RUNFLAT ASSEMBLY
PROCUREMENT CONTRACTS
Foreword—APPENDIX B, Quality Assurance Provisions for Tactical Tire/Wheel/Runflat Assembly Procurement Contracts (IS INCLUDED AS A REFERENCE FOR CONTINUING SUPPLIER QUALITY ASSURANCE PROVISIONS)
B.1 Quality Assurance Provisions—These items, as required, should be covered in the procurement contract language for both the original equipment and replacement tires/wheels/runflat assemblies.
B.1.1 Responsibility for Inspection—Unless otherwise specified in the contract or purchase order, the tire/retread/wheel/runflat assembly manufacturer is responsible for the performance of all inspection requirements as specified herein. Except as otherwise specified in the contract or purchase order, the tire/retread/wheel/runflat assembly manufacturer may use their own or any other facilities suitable for the performance of the inspection requirements specified herein with approval by the military.
The military reserves the right to perform any of the inspections set forth in the specification where such inspections are deemed necessary to assure that supplies and services conform to prescribed requirements.
B.1.1.1 RESPONSIBILITY FOR COMPLIANCE—Items must meet all items of SAE J2014, 4., Technical Requirements, as specified. The inspection set forth in this specification shall become a part of the tire/retread/wheel/runflat assembly manufacturer's overall inspection system or quality program. The absence of any inspection requirements in the specification shall not relieve the tire/retread/wheel/runflat assembly manufacturer of the responsibility of assuring that all products or supplies submitted to the military for acceptance comply with all requirements of the contract. Sampling in quality conformance does not authorize submission of the known defective materials, either indicated or actual, nor does it commit the military to acceptance of defective material.
B.1.1.2 TEST EQUIPMENT AND INSPECTION FACILITIES—Test and measuring equipment and inspection facilities of sufficient accuracy, quality, and quantity to permit performance of the required inspections shall be established and maintained by the tire/retread/wheel/runflat assembly manufacturer.
