LAYAWAY OF INDUSTRIAL FACILITIES (LIF)

PERFORMANCE WORK STATEMENT (PWS)

(DIRECT)

1. OBJECTIVE: This PWS provides the Layaway of Industrial Facilities (LIF) requirements and responsibilities of the contractor at the Scranton Army Ammunition Plant (SCAAP). The term LIF refers to the process of placing Government Furnished Property (GFP) including: real property, personal property, production equipment, and infrastructure into a layaway status. This process may include, but is not limited to: cleaning, minor repair, preservation, and storage. GFP may be placed into layaway by Government direction or at the request of the contractor with Government approval. This PWS will detail the Governments requirements for the contractor’s LIF plan.

2. ENCLOSURES:

Enclosure 1: GFP Currently in Layaway at SCAAP (Attachment 0024) Enclosure 2: Active GFP (Attachment 0025) Enclosure 3: GFP Prohibited from Layaway (Attachment 0026) Enclosure 4: GFP Prohibited from Relocation (Attachment 0027)

3. LIF SCENARIOS:

3.1 The purpose of this section is to provide the contractor with a list of likely production scenarios that will affect the scope of LIF at SCAAP. The scenarios will help to determine which GFP shall be included in the contractor’s LIF plan.

Contractor shall reference the Government Property PWS to ensure GFP accountability.

3.2 It is recommended that the contractor’s plan take into account one of these scenarios but the contractor will not be limited to them. The provided scenarios are as follows:

Active (Status Quo) Partial Layaway Full Layaway

3.3 ACTIVE (STATUS QUO): This scenario would assume full occupation and production at SCAAP utilizing the GFP listed on Enclosure 2. Under this scenario the contractor does not need to include a LIF plan as part of this solicitation but may submit one if not actively utilizing all GFP in Enclosure 2.

3.4 PARTIAL LAYAWAY: This scenario takes into account a hybrid production approach where the contractor would be performing certain activities at an alternate location and certain activities at SCAAP (i.e. utilizing only a portion of

SCAAP). This scenario allows for the transfer of some GFP, at the contractor’s expense, from SCAAP to an alternate place of performance. In this scenario, the contractor’s LIF plan shall include all GFP not identified in its production plan. Any GFP which is not included in the LIF plan, must be maintained as prescribed in the Maintenance PWS, even if it is relocated to another facility.

Any GFP that is transferred must be returned and installed at SCAAP at the end of this contract, at the contractor’s expense.

3.5 FULL LAYAWAY: This scenario would assume full layaway of SCAAP. This scenario allows for the transfer of some GFP, at the contractor’s expense, from SCAAP to an alternate place of performance. The contractor must receive Government approval prior to transferring GFP. In this scenario, the contractor’s LIF plan shall include all GFP not identified in its production plan.

Any GFP which is not included in the LIF plan, must be maintained as prescribed in the Maintenance PWS, even if it is relocated to another facility.

Any GFP that is transferred must be returned and installed at SCAAP at the end of this contract, at the contractor’s expense. Certain GFP at SCAAP is needed to fulfill environmental or safety requirements and shall remain active regardless of the status of the facility. GFP meeting these requirements can be found in Enclosure 3: GFP Prohibited from Layaway.

4. REQUIREMENTS:

4.1 The contractor shall ensure that GFP at SCAAP is properly protected and stored to permit timely reactivation to meet Surge or future production requirements.

4.2 LIF Plan:

4.2.1 If the contractor does not intend to utilize currently active GFP at SCAAP then the contractor shall submit a LIF plan as part of its proposal for this Property Management contract (CDRL A001). This plan shall describe how the contractor intends to meet the requirements and conditions set by this PWS, its enclosures and any applicable documents. The costs associated with requirements found within this PWS and the approved LIF plan will be directly funded by the Government, pending availability of funds.

4.2.2 As needed, future LIF projects may be submitted for Government review and approval as a Production Base Support (PBS) project.

4.2.3 Where no specific reference documents or guidelines are cited, the contractor shall cite the basis, e.g. manufacturer or industry guidance, used in preparation of its plans.

4.2.4 If historical buildings or structures are to be laid away, compliance with the National Historic Preservation Act and consultation with the State

Historical Preservation Office are required. The LIF plan shall be thoroughly integrated with the Integrated Cultural Resources Management Plan (ICRMP), as described in the Environmental PWS, as applicable.

4.2.5 Based upon the contractor’s production plan and place of performance, it shall use the scenarios found in Section 3 of this PWS, as the basis for its LIF plan. The appropriate scenario shall affect which GFP shall be included in its LIF plan.

4.2.6 Certain GFP at SCAAP is needed to fulfill environmental or safety requirements and shall remain active regardless of the status of the facility. GFP meeting these requirements can be found in Enclosure 3:

GFP Prohibited from Layaway.

4.3 Any LIF costs as a result of contractor negligence shall be the responsibility of the contractor.

4.4 The contractor shall maintain all files and records of all activities required throughout this PWS until completion of the contract and any executed extensions. The Government shall obtain Unlimited Rights to any documents created as a result of this PWS as described by DFARS 227.7103-5(a) and 252.227-7013. Copies of all documents shall be provided to the Government upon request. Electronic record keeping format is acceptable; the preferred electronic format is a searchable PDF.

4.5 All work shall be performed in accordance with any applicable requirements of the Property Management contract, its associated PWSs and all applicable state, local and federal regulations. The contractor shall ensure that all subcontractors comply with these requirements.

4.6 LIF STANDARDS OF MAINTENANCE:

4.6.1 The following are the Government’s general specifications and requirements for the layaway of GFP. These specifications apply to all GFP unless otherwise noted or where superseded by further sections of this PWS.

4.6.2 CLEANING:

4.6.2.1 Minimum disassembly shall be adopted for this PWS. Minimum disassembly is limited to that amount of disassembly required to adequately clean and prepare the GFP for preservation.

4.6.2.2 All surfaces which are to receive any type of preservative (including paint) shall be thoroughly cleaned and prepared prior to application of preservatives using the method specified by the preservative to be used.

4.6.2.3 All critical exterior surfaces of GFP shall be cleaned and preserved. All non-critical surfaces shall not be cleaned except where rust exists and rust transformer shall be used.

4.6.2.4 All exposed interior surfaces of GFP shall be cleaned and preserved.

4.6.2.5 All electrical and control boxes shall be inspected and cleaned.

4.6.3 PRESERVATION:

4.6.3.1 Painting is restricted to minor touchup as required.

4.6.3.2 Any GFP containing oil, hydraulic fluid, or liquid lubrication shall be drained, flushed, and completely refilled with preservative fluid or the appropriate fluid to remove any remaining air and moisture. This shall include, but is not limited to, gear boxes, headstocks, hydraulic systems, oil systems, quench tanks, and lubrication systems.

4.6.3.3 Fluids are not to be removed from GFP which are otherwise inaccessible for flushing, unless it is determined that the fluids are contaminated.

4.6.3.4 GFP shall be powered down and where appropriate

disconnected from electrical, steam, and compressed air service.

4.6.3.5 Electrical and control boxes shall have appropriately sized desiccant bags enclosed. GFP containing desiccant shall be visibly marked.

4.6.4 STORAGE:

4.6.4.1 After preservation, GFP shall be protected by shrouding made from clear polyethylene with a minimum thickness of six mils.

Shrouds shall extend to approximately 6 inches above the floor or skid to allow proper ventilation. Minor GFP such as hoppers, tables, and conveyors that do not have intricate parts shall not be covered.

4.6.4.2 Where feasible, storage in place is the preferred method of storage.

4.6.4.3 Tooling and gauges shall be kept in secure, weather tight, and humidity appropriate rooms. Access to these rooms shall be limited to help with accountability and traceability.

4.6.4.4 GFP that will be retained as spares shall be properly identified as such and preserved. GFP of this type which are of an appropriate size and shape to permit shelf storage shall be stored on shelves in lieu of shrouds.

4.6.5 TAGGING AND DOCUMENTATION REQUIREMENT:

4.6.5.1 Each item of GFP in layaway shall have a tag attached which shall be visible and accessible. This record tag shall list the date of layaway, the layaway procedure, the preservative used, and the initials of the contractor employee who inspected the GFP after completion of layaway.

4.6.5.2 A DD1225 Storage Quality Control Record shall be completed and filed in the Source Documentation folder when GFP is Laid Away. (CDRL A002)

4.7 LAYAWAY OF BUILDINGS AND STRUCTURES:

4.7.1 Buildings and Structures shall be inspected and repaired to ensure weather tightness.

4.7.2 All exterior openings including, but not limited to, windows, doors, exhaust stacks, vents and louvers shall be closed and where appropriate locked.

5. REFERENCE:

5.1 It shall be noted that these documents are provided for reference only.

5.2 Reestablishment of Inactive GFP: The contractor may bring GFP out of layaway for active use by notifying and receiving approval from the Government. The cost to reestablish GFP is typically borne as overhead on the production item that the GFP supports. One exception would be if the Government awards the Surge Facilitization contract line item (CLIN). If the contractor intends to immediately utilize any of the GFP listed in Enclosure 1, they should include any cost to reestablish these items as indirect costs. The contractor is then responsible to maintain the active GFP as prescribed in the Maintenance PWS until the Government approves placing it back in layaway.
