Contract # Procedures for Submitting a Contract Discrepancy Report (CDR)
1. PURPOSE: The Contract Discrepancy Report (CDR) is used as a method to notify the contractor when it has failed to meet a contractual requirement. The information collected and reported via the CDR will be used in the development of the ratings given to the contractor in the Contractor Performance Assessment Reporting System (CPARS).
2. BACKGROUND: The contract contains a requirement to report on Contractor Performance Information IAW FAR 52.242-4591. CPARS is used to maintain performance reports for this contract. Surveillance and oversight of contractor performance by the government is required to develop ratings to be reported into the CP ARS database. The issuance of a Contract Discrepancy Report (CDR) will provide the government an opportunity to advise the contractor when a requirement of the contract is not met. A CDR also serves as an official record of performance issues associated with the contract.
3. ACTION: The following steps occur in the process of documenting a CDR:
a. A member of the government staff will initiate a CDR when the contractor fails to meet a requirement of the contract. Such requirements may include but are not limited to a documented suspense (submitting proposals, responding to data calls, etc), submission of a CDRL or submission of an incomplete CDRL, etc.
b. Prior to issuance to the contractor, the initiator of the CDR will coordinate the CDR with the Administrating Contracting Officer (ACO), the Commander’s Representative and the Procuring Contracting Officer (PCO).
c. The CDR will be issued to the contractor. The contractor must respond with its proposed corrective action and actions it will take to prevent recurrence within five (5) business days to the ACO.
d. The government will review the contractors input into the CDR and provide the evaluation of contractor's response as well as identify any government actions taken as a result of the contractor's response.
4. FOLLOW-UP: If the contractor fails to respond to the CDR within the identified timeframe, and no request for extension has been received by the ACO, the issue will be elevated to the PCO at Army Contracting Command – Rock Island for further action.
